
Gaza: Hamas announces new round of talks underway, amid new Israeli offensive
A senior Hamas official said a new round of indirect negotiations with Israel aimed at ending the war in Gaza started in Doha "without any preconditions" on Saturday, May 17. The announcement came as Israel's military launched a new Gaza offensive, saying it was part of "the expansion of the battle in the Gaza Strip" aimed at defeating the Palestinian militant group. "This round of negotiations began without any preconditions from either side, and the negotiations are open to discussing all issues," Taher al-Nunu said. "Hamas will present its viewpoint on all issues, especially ending the war, [Israel's] withdrawal and prisoner exchange."
The Israeli military said it had launched "extensive strikes" earlier on Saturday as part of the "initial stages" of a fresh offensive, more than 19 months into the war sparked by Hamas's October 7, 2023 attack. The renewed fighting came after Israel imposed a total aid blockade on the territory that UN agencies warn has created critical shortages of food, clean water, fuel and medicines.
Israeli Defence Minister Israel Katz credited the intensified campaign with bringing Hamas back to the table. "With the opening of Operation 'Gideon's Chariots' in Gaza, which is being led by the [Israeli army] command with great force, the Hamas delegation in Doha announced a return to negotiations on a hostage deal – in contrast to the recalcitrant position they had taken up until that moment," he said.
Calls for action at an Arab League summit
Hours after the start of the offensive, Spanish Prime Minister Pedro Sanchez, speaking at an Arab League summit, called for increased pressure "to halt the massacre in Gaza." Sanchez, who has sharply criticised the Israeli offensive, said world leaders should "intensify our pressure on Israel to halt the massacre in Gaza, particularly through the channels afforded to us by international law." He said his government planned a UN resolution demanding an International Court of Justice ruling on Israel's war methods. The "unacceptable number" of war victims in Gaza violates the "principle of humanity," he said.
Also at the summit, UN chief Antonio Guterres said "we need a permanent ceasefire, now," and added that "we reject the repeated displacement of the Gaza population, along with any question of forced displacement outside of Gaza." The UN secretary-general also said he was "alarmed by reported plans by Israel to expand ground operations and more."
Meanwhile, Egypt's President Abdel Fattah al-Sisi urged his US counterpart Donald Trump to "apply all necessary efforts (...) for a ceasefire in the Gaza Strip."
'Support reconstruction efforts'
The summit comes straight after a Gulf tour by Trump, who sparked uproar earlier this year by declaring that the United States could take over Gaza and turn it into the "Riviera of the Middle East." The scheme that included the proposed displacement of Palestinians prompted Arab leaders to come up with an alternative plan to rebuild the territory at a March summit in Cairo.
Iraq's Prime Minister Mohammed Shia al-Sudani told the summit that his country backs the creation of an "Arab fund to support reconstruction efforts" after crises in the region. He pledged $20 million to the reconstruction of Gaza and a similar amount for Lebanon.
Foreign Minister Fuad Hussein said the Baghdad meeting would endorse previous Arab League decisions on Gaza's reconstruction countering Trump's widely condemned proposal.
'Enough with the attacks'
Italy's government also upped its exhortations on Saturday, urging Israel to stop deadly military strikes in Gaza, with Foreign Minister Antonio Tajani saying: "Enough with the attacks." "We no longer want to see the Palestinian people suffer," Tajani said during a trip to Sicily, in remarks relayed by his spokesman. "Let's come to a ceasefire, let's free the hostages, but let's leave people who are victims of Hamas alone," he was cited as saying.

At the end of March, activists from the far-right Zionist group Im Tirtzu gathered outside the Supreme Court in Jerusalem to confront human rights attorney Nadia Daqqa. "Who funds you?" they asked her, filming the scene. "Germany, the European Union, the Palestinian Authority?" Through such tactics, Im Tirtzu activists sought to discredit Israeli organizations that condemn human rights abuses against Palestinians. Gaza rescuers say Israel fire kills 36, six of them near aid centre
The Israeli military told AFP that troops had fired "warning shots" at individuals that it said were "advancing in a way that endangered the troops". The shooting deaths were the latest reported near the aid centre run by the Gaza Humanitarian Fund (GHF) in the southern district of Rafah and came after it resumed distributions following a brief suspension in the wake of similar deaths earlier this week. Meanwhile, an aid boat with 12 activists on board, including Swedish climate campaigner Greta Thunberg, was nearing Gaza in a bid to highlight the plight of Palestinians in the face of an Israeli blockade that has only been partially eased. Civil defence spokesman Mahmud Bassal told AFP that at around 7:00 am (0400 GMT), "six people were killed and several others wounded by the forces of the Israeli occupation near the Al-Alam roundabout", where they had gathered to seek humanitarian aid from the distribution centre around a kilometre (a little over half a mile) away. Palestinians have congregated at the roundabout almost daily since late May. AFP is unable to independently verify the tolls compiled by the civil defence agency or the circumstances of the deaths it reports. Samir Abu Hadid, who was there early Saturday, told AFP that thousands of people had gathered near the roundabout. "As soon as some people tried to advance towards the aid centre, the Israeli occupation forces opened fire from armoured vehicles stationed near the centre, firing into the air and then at civilians," Abu Hadid said. Activist boat nears Gaza The GHF, officially a private effort with opaque funding, began operations in late May as Israel partially eased a more than two-month-long aid blockade on the territory. UN agencies and major aid groups have declined to work with it, citing concerns it serves Israeli military goals. On Saturday, the health ministry in Hamas-run Gaza said that the overall toll for the Gaza war had reached 54,772, the majority civilians. The UN considers these figures reliable. The war was sparked by Hamas's October 2023 attack on Israel, which resulted in the deaths of 1,218 people on the Israeli side, mostly civilians, according to an AFP tally of official figures. Israel has come under increasing international criticism over the dire humanitarian situation in Gaza, where the UN warned in May that the entire population was at risk of famine. The aid boat Madleen, organised by an international activist coalition, was sailing towards Gaza on Saturday, aiming to breach Israel's naval blockade and deliver aid to the territory, organisers said. The military said Nattapong's family and Thai officials had been notified of the operation. Thai Foreign Ministry spokesman Nikorndej Balankura said the country was "deeply saddened" by his death. During the October 2023 attack, militants abducted 251 hostages, 55 of whom remain in Gaza, including 31 the Israeli military says are dead.
