German budget plans outline vast spending
FRANKFURT: Germany's government pledged Tuesday to make massive new investments by taking on record debt as it presented its
plans with the aim of reviving the economy and building up the military.

The plans approved by Chancellor Friedrich Merz's cabinet included the 2025 draft budget - delayed after the previous government collapsed last year - as well as the outline for public finances until 2029.
The ambitious programme for coming years, to be voted on by parliament in September, marks a break from years of financial austerity pursued by previous German governments and highlights the sweeping fiscal shift set in motion by Merz.
The conservative leader, who took power in May, is betting on taking on vast debts to pull the eurozone's biggest economy out of a long downturn, upgrade creaking infrastructure and improve public services.
"Our primary goal is to boost the economy, to secure jobs in our country and to create new ones," said Finance Minister Lars Klingbeil, presenting the budget plans.
"Our country has been ruined by austerity in many areas -- and the investment backlog is huge."
The budget forecasts agreed on by Merz's CDU/CSU bloc and their coalition partners, the centre-left SPD, outline record spending on the military, roads, railways and hospitals -- as well as unprecedented new borrowing.
The figures are eye-watering: the finance ministry plans to take on some 847 billion euros ($984 billion) in debt over the entire legislative period, divided between the regular budget and "special funds" set up for purposes such as boosting the military and infrastructure.

Spending on the armed forces alone is expected to reach 162 billion euros in 2029, more than triple Germany's defence budget before the war in Ukraine.
Germany is set to reach the new Nato target of spending 3.5 percent of gross domestic product on core military needs in 2029, six years earlier than previously planned.
Under the target, set to be announced at this week's Nato summit, allies will also agree to spend 1.5 percent of GDP on broader security-related items like cybersecurity -- a compromise deal meant to placate US President Donald Trump.
Merz has vowed to build up Europe's "strongest conventional army" in response to the Russian threat amid the Ukraine war as well as concerns about US security commitments to Europe under Trump.

'Regime change takes chaos and, ideally, we don't want to see much chaos.'

Russian attacks kill 26 in Ukraine as Zelenskyy seeks more Western help
Russian drones, missiles and artillery killed at least 26 civilians and injured more than 200 others in Ukraine, officials said Tuesday, as President Volodymyr Zelenskyy sought guarantees at a NATO summit of further Western help to repel Moscow's invasion. Russian forces have relentlessly struck civilian areas throughout the 3-year-old war. More than 12,000 Ukrainian civilians have been killed, according to the United Nations. Ukraine has also launched long-range drones against Russia, hitting residential areas. Zelenskyy joined Western leaders at a Nato summit in The Hague, Netherlands, and is keen to lock in additional military support for Ukraine, as recent direct peace talks have made no progress on a settlement. Key US military commitments to Ukraine left over from the Biden administration are expected to run out within months, according to analysts, and there is uncertainty over whether US President Donald Trump is willing to provide more. A Russian ballistic missile attack on Dnipro hit multiple civilian sites in the central Ukrainian city around midday Tuesday, killing 17 people and injuring more than 200 others, officials said. The number of casualties is constantly being updated, Dnipro's regional administration head Serhii Lysak wrote on Telegram. In the nearby town of Samar, an attack killed two people and injured 14, he said. He said a 34-year-old resident suffered shrapnel wounds to his arm and leg. Two other drones were shot down while approaching Moscow, according to Mayor Sergei Sobyanin. We're happy about that. Very happy about that," Trump was quoted by news agency ANI as saying. "There was going to be a retaliation this morning by Israel. And I said, you got to call back the planes. It's enough. And they did, which I respect very greatly. So nobody was killed. That was the story," he added. Commending US military strikes on three nuclear facilities in Iran, Trump said: "They had a magnificent hit in the dark of night with no moon, no light, no nothing. They hit the target perfectly, wiped it out." "Now we're going to NATO, and we'll get a new set of problems. We'll solve a new set of problems," he said. Speaking on NATO defence spending, Trump reiterated: "I was the one that said that's what they should be paying. They're having a problem with Spain.
