German budget plans outline vast spending

FRANKFURT: Germany's government pledged Tuesday to make massive new investments by taking on record debt as it presented its
plans with the aim of reviving the economy and building up the military.

The plans approved by Chancellor Friedrich Merz's cabinet included the 2025 draft budget - delayed after the previous government collapsed last year - as well as the outline for public finances until 2029.
The ambitious programme for coming years, to be voted on by parliament in September, marks a break from years of financial austerity pursued by previous German governments and highlights the sweeping fiscal shift set in motion by Merz.
The conservative leader, who took power in May, is betting on taking on vast debts to pull the eurozone's biggest economy out of a long downturn, upgrade creaking infrastructure and improve public services.
"Our primary goal is to boost the economy, to secure jobs in our country and to create new ones," said Finance Minister Lars Klingbeil, presenting the budget plans.
"Our country has been ruined by austerity in many areas -- and the investment backlog is huge."
The budget forecasts agreed on by Merz's CDU/CSU bloc and their coalition partners, the centre-left SPD, outline record spending on the military, roads, railways and hospitals -- as well as unprecedented new borrowing.
The figures are eye-watering: the finance ministry plans to take on some 847 billion euros ($984 billion) in debt over the entire legislative period, divided between the regular budget and "special funds" set up for purposes such as boosting the military and infrastructure.

Spending on the armed forces alone is expected to reach 162 billion euros in 2029, more than triple Germany's defence budget before the war in Ukraine.
Germany is set to reach the new Nato target of spending 3.5 percent of gross domestic product on core military needs in 2029, six years earlier than previously planned.
Under the target, set to be announced at this week's Nato summit, allies will also agree to spend 1.5 percent of GDP on broader security-related items like cybersecurity -- a compromise deal meant to placate US President Donald Trump.
Merz has vowed to build up Europe's "strongest conventional army" in response to the Russian threat amid the Ukraine war as well as concerns about US security commitments to Europe under Trump.

After Faltering Initially… Iran, Israel enter shaky ceasefire

Washington/Dubai: US President Donald Trump said a ceasefire between Iran and Israel was in effect on Tuesday after the deal initially faltered, and the American leader expressed deep frustration with both sides. Israel had earlier accused Iran of launching missiles into its airspace after the truce was supposed to take effect, and the Israeli Finance Minister vowed that 'Tehran will tremble.' The Iranian military denied firing on Israel, state media reported, but explosions boomed, and sirens sounded across northern Israel in the morning, and an Israeli military official said two Iranian missiles were intercepted. Trump told reporters at the White House before departing for a NATO summit that, in his view, both sides had violated the nascent agreement. He had particularly strong words for Israel, a close ally, while suggesting Iran may have fired on the country by mistake. But later he said the deal was saved. 'ISRAEL is not going to attack Iran. All planes will turn around and head home, while doing a friendly 'Plane Wave' to Iran. Nobody will be hurt, the Ceasefire is in effect!' Trump said in his Truth Social post. Indeed, Israeli Prime Minister Benjamin Netanyahu's office said he held off on tougher strikes against Iran after speaking to Trump. The conflict, now in its 12th day, began with Israel targeting Iranian nuclear and military sites, saying it could not allow Tehran to develop atomic weapons and that it feared the Islamic Republic was close. Iran has long maintained that its program is peaceful. Many worried the war might widen after the US joined the attacks by dropping bunker-buster bombs over the weekend and Israel expanded the kinds of targets it was hitting. But after Tehran launched a limited retaliatory strike on a US military base in Qatar on Monday, Trump announced the ceasefire. Trump's frustration was palpable, using an expletive to hammer home his point. 'We basically have two countries that have been fighting so long and so hard that they don't know what the f—- they're doing,' he said. Later, however, he announced that Israel had backed off its threat to attack Tehran and would turn its jets around. Netanyahu's office said Israel struck an Iranian radar site in response to the Iranian missile attack early Tuesday, but Israeli forces held off on something bigger. Following Trump's conversation with Netanyahu, 'Israel refrained from additional attacks,' Netanyahu's office said. Netanyahu said Israel agreed to a bilateral ceasefire with Iran, in coordination with Trump, after the country achieved all of its war goals, including removing the threat of Iran's nuclear and ballistic missile programs. It's unclear what role Ayatollah Ali Khamenei, Iran's leader, played in the talks. He said earlier on social media that he would not surrender. Trump said Tuesday that he wasn't seeking regime change in Iran, two days after floating the idea himself in a social media post. 'I don't want it,' Trump told reporters on Air Force One. 'Regime change takes chaos and, ideally, we don't want to see much chaos.'

Russian attacks kill 26 in Ukraine as Zelenskyy seeks more Western help

Russian drones, missiles and artillery killed at least 26 civilians and injured more than 200 others in Ukraine, officials said Tuesday, as President Volodymyr Zelenskyy sought guarantees at a NATO summit of further Western help to repel Moscow's invasion. Russian forces have relentlessly struck civilian areas throughout the 3-year-old war. More than 12,000 Ukrainian civilians have been killed, according to the United Nations. Ukraine has also launched long-range drones against Russia, hitting residential areas. Zelenskyy joined Western leaders at a Nato summit in The Hague, Netherlands, and is keen to lock in additional military support for Ukraine, as recent direct peace talks have made no progress on a settlement. Key US military commitments to Ukraine left over from the Biden administration are expected to run out within months, according to analysts, and there is uncertainty over whether US President Donald Trump is willing to provide more. A Russian ballistic missile attack on Dnipro hit multiple civilian sites in the central Ukrainian city around midday Tuesday, killing 17 people and injuring more than 200 others, officials said. The number of casualties is constantly being updated, Dnipro's regional administration head Serhii Lysak wrote on Telegram. In the nearby town of Samar, an attack killed two people and injured 14, he said. The barrage damaged 19 schools, 10 kindergartens, a vocational school, a music school and a social welfare office, as well as eight medical facilities, according to Dnipro Mayor Borys Filatov. Schools are closed for the summer break. One of the blasts blew out the windows of a passenger train carrying about 500 people. Filatov declared Wednesday to be an official day of mourning. In a post on Telegram, Zelenskyy said Russia needs foreign components to build its ballistic missiles and he urged countries to crack down on Moscow's schemes to obtain them. Sanctions against Russia must also be significantly strengthened, he said. Russia also shelled residential neighbourhoods and critical infrastructure across Ukraine's southern Kherson region, killing four civilians and wounding at least 11 others, according to Oleksandr Prokudin, head of the regional military administration. In the Sumy region of northeastern Ukraine, a drone attack late Monday killed three civilians, including a 5-year-old boy, and injured six others, local authorities said. Among the injured were two 17-year-old girls and a 12-year-old boy, according to officials. Russian air defence forces overnight shot down 20 Ukrainian drones, the Russian Defence Ministry reported Tuesday. It said 14 were downed over the Kursk region, which borders Ukraine, while two had been flying over the Moscow region. One drone slammed into a tower block on the outskirts of the Russian capital, sparking a fire on its 17th floor, local Gov. Andrei Vorobyov said. He said a 34-year-old resident suffered shrapnel wounds to his arm and leg. Two other drones were shot down while approaching Moscow, according to Mayor Sergei Sobyanin. Air traffic was briefly halted as a precaution at two major Moscow airports, Vnukovo and Sheremetyevo, according to a representative of Russia's aviation authority Rosaviatsiya.

Donald Trump says not keen on regime change in Iran: 'Don't want to see so much chaos'

US President Donald Trump cited the risks of 'chaos' and said on Tuesday he didn't want to see "regime change" in Iran amid conflict with Israel. "No... if there was, there was. I'd like to see everything calm down as quickly as possible. Regime change takes chaos and ideally we don't want to see so much chaos, so we'll see how it does...," Trump said when asked if he wants to see a regime change in Iran. Trump's remarks came hours after the ceasefire in the Israel-Iran conflict. He referred to the ceasefire between Israel and Iran and indicated that the US is not keen on "regime change" in Iran. He reiterated that Iran is not going to have a nuclear weapon and is 'going to be a great trading nation'. The US President said he will like to "see everything calm down as quickly as possible". "Iran's not going to have a nuclear weapon, by the way. I think it's the last thing on their mind right now. They're not going to have enrichment (Uranium) and they're not going to have a nuclear weapon... They're going to be a great trading nation and they have a lot of oil. They're going to do well. They're not going to have a nuclear weapon..." Trump said during a Press Gaggle on Air Force One. He also said that ceasefire was "very much in effect." "Israel, as you know, turned back. They didn't do that raid this morning, fortunately. That was a big thing. Appreciate it. They had a lot of planes going, and they were going to do something, and they didn't do it. We're happy about that. Very happy about that," Trump was quoted by news agency ANI as saying. "There was going to be a retaliation this morning by Israel. And I said, you got to call back the planes. It's enough. And they did, which I respect very greatly. So nobody was killed. That was the story," he added. Commending US military strikes on three nuclear facilities in Iran, Trump said: "They had a magnificent hit in the dark of night with no moon, no light, no nothing. They hit the target perfectly, wiped it out." "Now we're going to NATO, and we'll get a new set of problems. We'll solve a new set of problems," he said. Speaking on NATO defence spending, Trump reiterated: "I was the one that said that's what they should be paying. They're having a problem with Spain. Spain's not agreeing, which is very unfair to the rest of them." (With inputs from agencies)
