Rift in the Margins? Dalit Groups Condemn Muslim Leaders' Remarks in Mangaluru, Signal Emerging Faultlines

Hans India04-06-2025
Mangaluru: A press conference by Dalit leaders in coastal Karnataka has brought to light growing discontent within Scheduled Caste and Scheduled Tribe organisations against certain Muslim groups, in the wake of controversial remarks made against Karnataka Home Minister Dr. G. Parameshwara, a prominent Dalit leader.
The Karnataka Dalit Horata Samiti, a district-level Dalit rights organisation, on Wednesday condemned a viral audio clip circulating across WhatsApp groups, in which unidentified Muslim individuals were allegedly heard criticising and insulting Dr. Parameshwara and his daughter following the recent communal violence in Mangaluru. The incident, sparked by the killing of Abdul Rahim, a resident of Koltmajalu in Bantwal, had reignited simmering tensions in the communally sensitive region.
'The remarks against a senior Dalit leader and his family have hurt the sentiments of the entire Dalit community,' said Anil Kumar Kankanady, a district leader of the Horata Samiti. 'Dr. Parameshwara is not just a political figure, but a symbol of perseverance for all Dalits who have risen through systemic adversity. Targeting him with such language is not just personal defamation—it is an insult to the community.'
The organisation, which includes several prominent SC/ST activists, demanded the registration of a case under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act against those involved in the derogatory comments. The leaders also pressed for immediate arrests and action against those disseminating the voice recordings.
Among those present at the press conference were district coordinator S.P. Anand, Vishukumar, Siddappa Basavanagar, Dasharath Daddalkad, Prasad Kankanady, and RJ Karkera.
A New Political Line?
While such condemnations might seem like a routine defence of community pride, analysts suggest this incident signals a potentially deeper shift in Karnataka's subaltern politics. Historically seen as allies in struggles against upper-caste hegemony and right-wing politics, Dalit and Muslim groups in Karnataka have shared political space—both in street mobilisations and electoral strategies, particularly within Congress and smaller social justice-oriented outfits.
However, recent developments, including competitive victimhood, perceived political neglect, and targeted communal violence in coastal areas, have strained this tenuous solidarity. That a Dalit-led press meet would call out Muslim voices so directly—and link it to broader community insult—suggests that identity-based assertiveness is reshaping grassroots narratives.
'This is a moment of divergence,' notes a Mangaluru-based political sociologist. 'Dalit organisations, long accustomed to being marginal players in coastal Karnataka's communal binary, are now asserting a third front—demanding respect not just from dominant castes or state institutions, but also from other marginalised communities.'
Coastal Karnataka's Fragile Balance
Coastal Karnataka has witnessed a complex mix of caste, religion, and regional assertion. While much of the national discourse has framed the region as a Hindu-Muslim flashpoint, caste-based politics—especially among backwards castes and Dalits—has been gaining traction over the last decade.
In this context, attacks—verbal or otherwise—on a figure like Dr. Parameshwara, who has held key portfolios including that of Home Minister and Deputy Chief Minister, are seen not just as personal affronts but as an attack on Dalit political legitimacy. With state elections on the horizon and national parties recalibrating their caste equations, the growing alienation expressed by Dalit leaders in Mangaluru may well ripple beyond the district.
Whether this episode marks a passing rupture or the beginning of a deeper shift in caste-community alignments will depend on how political parties, civil society, and state mechanisms respond to the grievance, and whether platforms of solidarity can be rebuilt before mistrust calcifies, say political observers on the coast.

BJP is stealing rights of tribals by ‘erasing papers', says Rahul Gandhi

Rahul Gandhi, Leader of the Opposition in the Lok Sabha, on Thursday (August 14, 2025) said that the Bharatiya Janata Party had made 'Erase the papers, steal the rights' its new 'weapon to oppress Bahujans' in India, reacting to a report in The Hindu that showed several thousands of forest rights titles across three districts had seemingly disappeared from the Chhattisgarh government's records over the last 17 months. The report, published on August 14, looked at State government records for the implementation of Forest Rights Act of 2006, which showed that in Bastar, Rajnandgaon, and Bijapur districts, several thousand individual forest rights (IFR) titles and a couple dozen community forest resource rights (CFRR) titles that had already been distributed as of January 2024, were no longer showing up in records of May 2025, even though the FRA law does not provide for cancelling or withdrawing titles already distributed. "काग़ज़ मिटाओ, अधिकार चुराओ" – बहुजनों के दमन के लिए भाजपा ने यह नया हथियार बना लिया है। कहीं वोटर लिस्ट से दलितों, पिछड़ों के नाम कटा देते हैं, तो कहीं आदिवासियों के वन अधिकार पट्टों को ही 'गायब' करवा देते हैं। बस्तर में 2,788 और राजनांदगांव में आधे से ज़्यादा - छत्तीसगढ़ में… — Rahul Gandhi (@RahulGandhi) August 14, 2025 State government officials have said that the increased numbers were a result of 'reporting error and miscommunication' and so the latest figures had been 'corrected' accordingly. Mr. Gandhi posted an image of the report on social media, saying in an accompanying post, 'Somewhere they remove the names of Dalits and Backward Classes from the voter list, and somewhere they make the forest rights titles of tribals 'disappear'.' He added that the 'Congress enacted the Forest Rights Act to protect the water, forest, and land of tribals — the BJP is weakening it and snatching their first right'. He said, 'We will not let this happen', promising to protect the rights of tribals, whom he referred to as 'first owners' of the country. Taking a cue from Mr. Gandhi, former Chhattisgarh Deputy Chief Minister T.S. Singh Deo too hit out at the BJP over the report, saying in a post on X, 'The forest rights lease is the shield that keeps the homes, property, and forests of the tribal community safe — we will not let it be destroyed in government conspiracies and bureaucratic manoeuvres.' Meanwhile, forest rights activists in Chhattisgarh from outfits such as the Hasdeo Aranya Bachao Sangharsh Samiti and the Van Adhikar Manch have alleged that they have been suspecting that for a few years now, 'there have been efforts to cancel titles that have been distributed', adding that this has happened across regimes. Alok Shukla of the Hasdeo Aranya Bachaon Sangharsh Samiti said, 'Even when there is no process to cancel titles, there is a history of this happening as far back as 2016 in Chhattisgarh when titles distributed in Ghatbarra village of Surguja district were found 'cancelled'. Even as the Chhattisgarh High Court is yet to determine if cancellation of titles is permissible, there have been other incidents of titles reducing.' Chhattisgarh Van Adhikar Manch convener Anubhav Shori said, 'Some methods of reducing FRA titles have been to physically ask the villagers to return titles distributed to them — this happened around 2022 in Mohla-Manpur district; in some cases, since there is no cancellation procedure, approved claims where titles have been distributed have been shown as a rejected claim with backdated paperwork.'

Forum demands cabinet sub-committee for internal reservation of SCs

Mangaluru: The Confederation of SCs & STs Organisation has urged the state govt to form a cabinet sub-committee to examine the Justice HN Nagamohan Das One Man Inquiry Commission report on internal reservation among the 101 Scheduled Castes (SC) designated in the state. Forum president Lolaksha told reporters on Thursday, that an unbiased sub-committee, headed by a non-SC minister along with all ministers from SC communities, needs to be formed. The special state cabinet meeting to be held on Aug 16 should decide to set up a sub-committee of the cabinet. The committee should discuss in detail the report submitted by the Justice HN Nagamohan Das committee. Further, it should hear suggestions and grievances from individuals from the SC communities and organisations. The pros and cons of the report need to be discussed in detail by the sub-committee, Lolaksha said. "Any decision that the govt takes on basis of the report will significantly affect the life and future of more than one crore SC community members from 27,24,768 families in the state. Hence, the chief minister and ministers of the state should not make any decision in haste," he said. "Once the sub-committee is formed, members should visit all districts across the state, soon after the legislature session. At least meetings should be convened in Kalaburagi, Belagavi, Mangaluru, Mysuru, and Bengaluru to hear grievances from members of SC communities and their organisations. The sub-committee should make recommendations to the govt as per the fundamentals of the Constitution. A detailed review is essential as the report was prepared in an unscientific way," he said.
