
32 Held as illegal casino busted at Roorkee hotel; owner on the run
Roorkee: Thirty-two people, including eight women, were arrested on Thursday for allegedly operating an illegal casino from a hotel in Roorkee. Police also seized Rs 2.7 lakh in cash during the raid, while the hotel owner remains absconding.
Police said the raid was conducted at Rajmahal Hotel on the Roorkee–Dehradun road. On the sixth floor, officers found multiple tables set up for gambling, with playing cards and casino coins in use. The hotel owner, Meharban Ali, allegedly escaped through the back exit. Those arrested were booked under Sections 3 and 4 of the Public Gambling Act and Sections 60 and 68 of the Uttar Pradesh Excise Act. They have been sent to judicial custody.
This was the second such crackdown in recent days. On June 23, Ganganhar police raided Satyam Palace Hotel following a tip-off about immoral trafficking. Six people, including three women and the hotel manager, were arrested under Sections 3, 4, and 5 of the Immoral Traffic (Prevention) Act.
"We will continue to carry out strict and sustained raids against such unlawful practices," said Haridwar SSP Pramendra Singh Dobal.

Manjummel Boys Producers Get Anticipatory Bail In Cheating Case; Kerala HC Grants Relief

The Kerala High Court on Thursday granted anticipatory bail to producers of the hit Malayalam film 'Manjummel Boys" in an alleged cheating case regarding the agreement in sharing the proceeds of the film. Hearing the plea of the producers on Thursday, the High Court pointed out that a coordinate bench of the High Court had earlier refused a plea for quashing the criminal proceedings after the investigation officer in the case filed an objection stating that out of the amount invested by the complainant, a portion was diverted to the personal account of the accused. The High Court then pointed out that the relationship between the parties is governed primarily by business transactions and that the dispute falls in the commercial sphere. 'Since a learned Single Judge of this Court has already refused to quash the proceedings, it cannot be held that this is a purely commercial dispute. An element of criminality can be said to be existent. However, the question before this Court is whether the same warrants custodial interrogation," it said. It then held that this is a case where custodial interrogation is not necessary and further pointed out that 'since the distribution of profits and the mode of investment carried out by the parties are the source of this dispute, I am of the view that majority of those matters that could be governed by documentary evidence…" Therefore the High Court was of the opinion that limited custody of the petitioners can be granted in the case to complete the investigation and asked the petitioners to appear before the Investigating Officer on July 7 from 10 a.m. to 5 p.m., and if need be, on 8th July as well and granted them anticipatory bail. The charge against the producers was that they cheated the complainant and made him invest Rs 7 crore on a promise that he would be paid 40 per cent of the profits of the film, which did not happen despite the film turning a huge hit. In the High Court while the producers argued that this was a purely commercial dispute, the public prosecutor submitted that as per the investigation conducted so far, the petitioners have prima facie committed the offences alleged besides pointing out that the producers are attempting to cover up the offences committed under the guise of a civil dispute to delay payments. HC allows proceedings against senior aviation officer in sexual harassment case
MUMBAI: The Bombay high court on Wednesday stayed an order passed by the Central Administrative Tribunal (CAT) and allowed the Directorate General of Civil Aviation (DGCA) to proceed with departmental proceedings against a senior officer in an alleged sexual harassment case. The CAT had in August 2024 struck down the chargesheet served on the then Director of Airworthiness and had also directed the DGCA to grant him promotion, if he was entitled to it. (Shutterstock) The DGCA had approached the high court, challenging the CAT order, stating that the allegations of sexual harassment were levelled by a contactual staff of the organisation against the officer when he was posted in Bengaluru, and the matter was referred to the ICC. Additional solicitor general Anil Singh informed the court that after a preliminary inquiry conducted by the ICC, as contemplated under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 (PoSH Act), based on the preliminary report of the ICC, charges were framed by the disciplinary authority and the same was served on the officer concerned. The officer had challenged the issuance of chargesheet before the Mumbai bench of CAT, claiming that the proceeding was based on completely false allegations levelled after the contractual employee realised that her services were about to be terminated. The Tribunal on August 2, 2024, struck down the chargesheet, observing that in a number of judgements, the Supreme Court has held that the ICC should frame the charges and serve the chargesheet on the delinquent officer. The Tribunal held that the chargesheet was liable to be struck down, as it was prepared and served by the Disciplinary Authority of the DGCA, and not by the ICC. The Tribunal also allowed the officers' plea for promotion, observing that under the law laid down by the apex court, due promotion can be denied to a government employee only when a chargesheet is served on him, or he is under suspension, or criminal prosecution is initiated against him. The Tribunal said since none of the eventualities existed, after striking down the chargesheet against the officer concerned, due promotion could not have been denied to him, and ordered the DGCA to grant him promotion to the post of deputy DGCA, if he was entitled to it. A division bench of justice MS Karnik and justice NR Borkar, however, stayed the CAT order. 'We find that the charges levelled against respondent No 1 (Soni) are serious,' the bench said, while staying the CAT order. 'We do not find any prejudice to respondent No 1 as a consequence of Disciplinary Authority framing and issuing the chargesheet. In any case, respondent No 1 will get full opportunity to defend himself during the course of the inquiry and examination of the witnesses,' the judges added.

ACB conducts raids at check posts, RTA & sub-registrar offices
Hyderabad: Amid allegations of corruption in the various departments, the sleuths of Telangana Anti-Corruption Bureau on Thursday, conducted surprise checks at Road Transport Authority (RTA) offices, check posts and sub-registrar offices across the state. ACB conducted raids on Salabatpur RTA Check post, Kamareddy District and RTA offices of Peddapalli, Trimulgherry and Uppal. During the check an unaccounted amount of Rs 1,81,030 was seized and apart from that, several irregularities were observed. Surprise checks were also conducted at Sub Registrar offices at Burgampadu of Khammam District and Bheemadevarapally of Warangal District. During the checks, an unaccounted amount of Rs 91,000 was seized. Several irregularities were noticed. Report will be sent to the Government for taking necessary action. In a separate case, the ACB caught Battala Raj Kumar, an Accounts Officer and Kondra Ravi Kumar, a Computer Operator, both working in the office of Adilabad municipality, while demanding and accepting the bribe amount of Rs 15,000 from the complainant for doing an official favor.
