13MP: Three main strategies to strengthen food security

KUALA LUMPUR: The government is focusing on strengthening national food security in the 13th Malaysia Plan (13MP) through various initiatives touching on a more sustainable and resilient agrofood production, supply and distribution chain. The 13MP document issued by the Economic Affairs Ministry today touched on these core strategies, including raising food production capacity through large-scale agriculture in East Coast states as well as Sabah and Sarawak to fulfill the needs of the people and to expand potential international markets. Efforts to boost padi production will be intensified under 13MP through private sector partnership programmes, including in Muda area, Kedah and Perlis, with the scope of the programmes encompassing comprehensive infrastructure development, improvements to irrigation and drainage systems and the use of smart agriculture. The People's Income Initiative will be empowered through improvements to its implementation model, diversifying agricultural activities, utilising unused land, and intensifying research and development (R&D), as well as commercialisation and innovation (C&I) to encourage planting of high protein plants as alternative food sources. Also, other programmes such as the National Agrofood Empowerment programme, the Nextgen Agropreneur and the Pengganda30 will carry on with more young agropreneur participation with assistance from industry players and civil society associations, and strengthened to reduce food waste and to promote the concept of zero waste. The 13MP document also outlined various improvements to import source diversity policies to strengthen the food supply chain security, including the entry process of imported food, such as import permits, safety inspections and certification, and to reduce dependence on several main exporting countries. Other measures include addressing post-harvest losses, strengthening enforcement under existing acts and introducing targeted agricultural disaster protection schemes through collaboration with the private insurance sector. The government will also upgrade marketing infrastructure, including agriculture collection, processing and distribution centres to ensure a smooth supply chain, with small and medium retailers empowered to be involved in agrofood marketing hubs, while a real-time price and supply repository will be set up to ensure price transparency, with enforcement on price and competition stepped up to curb market manipulation. In addition, self-sufficiency targets for 2030 have been set for rice (80 per cent), vegetables (79 per cent), fruits (83 per cent), beef and buffalo meat (50 per cent), poultry (140 per cent), duck and chicken eggs (123 per cent) and fishery (98 per cent), along with value-added agriculture contribution targets for 2030 in the vegetable subsector, from RM19.4 billion to RM21.8 billion, fisheries from RM11.8 billion to RM14 billion, livestock from RM17.4 billion to RM19.7 billion, and rice from RM2 billion to RM2.5 billion. Throughout the duration of the 12th Malaysia Plan, the agrofood subsector remained as the main contributor to value-added agriculture at 53.3 per cent in 2024, while key achievements in the same period include the launch of the National Food Security Blueprint and the setting up of the Malaysian Agrofood Regulatory and Enforcement Agency in 2025, the implementation of the Padi Wave and Five-Season Padi Planting programmes, which boosted rice production to 5.0 metric tonnes a hectare. PUTRAJAYA, Aug 10 (Bernama): Chief Advisor of the Government of Bangladesh Dr Muhammad Yunus will undertake an official visit to Malaysia from Monday until Wednesday (Aug 11 to Aug 13, 2025), at the invitation of Prime Minister Datuk Seri Anwar Ibrahim. In a statement on Sunday, the Malaysian Foreign Ministry said the visit reciprocates Anwar's official trip to Bangladesh in October 2024, and several advisors and senior government officials will accompany Yunus. The ministry, also known as Wisma Putra, said that Yunus will be accorded an official welcoming ceremony at the Perdana Putra Complex on Aug 12, followed by a bilateral meeting with the Prime Minister. "Both leaders are expected to review the progress of Malaysia-Bangladesh relations, particularly in the areas of trade and investment, labour, education, tourism and defence. "The discussions will also include regional and international developments of mutual interest,' the statement said. During the visit, Yunus and Anwar will witness the exchange of several Memoranda of Understanding (MoUs) in the fields of defence, energy, strategic and international studies, capacity building in semiconductors, and trade promotion. An Exchange of Notes will also be signed in the areas of diplomatic training and higher education. The ministry said in honour of Yunus and his delegation, the Prime Minister will host an official luncheon at the Seri Perdana Complex. It said that on Wednesday (Aug 13), Yunus is scheduled to deliver a public lecture and be conferred an Honorary Degree of Doctor of Philosophy in Social Business by Universiti Kebangsaan Malaysia (UKM). The Chief Advisor will also attend a session with members of the Yunus Social Business Centre community and the university network, in a programme jointly organised by UKM. In 2024, total trade between Malaysia and Bangladesh reached RM13.35 billion (US$2.92 billion), an increase of 5.1 per cent compared with 2023. Bangladesh is Malaysia's second-largest trading partner and export destination in South Asia. Major Malaysian exports to Bangladesh include petroleum products, palm oil and chemicals, while imports comprise textiles, footwear, petroleum products and manufactures. It said the visit is expected to further strengthen bilateral relations and foster stronger cooperation in areas of mutual benefit, building upon the strong foundation established since diplomatic ties were forged in 1972. - Bernama

KAZAN: The state visit of His Majesty Sultan Ibrahim, King of Malaysia, to Russia, which concluded today, marked a significant milestone in strengthening bilateral relations between the two nations. This was the fourth state visit conducted by Sultan Ibrahim since ascending the federal throne on Jan 31, 2024, following earlier visits to Singapore, China and Brunei. His Majesty arrived in Moscow on Aug 5 at the invitation of Russian President Vladimir Putin, and became the first Malaysian Head of State to undertake a state visit to the federation since diplomatic ties were established in 1967. During an official meeting with Putin at the Moscow Kremlin, Sultan Ibrahim said Malaysia regards Russia as a trusted and important partner, adding that the visit reflected his sincere wish to strengthen ties and cooperation. "As a Russian saying goes, friendship is more valuable than money. It is this spirit of friendship, I believe, that will continue to shape the direction of the relationship between our two nations for the benefit of our people," His Majesty said. He also commended Malaysia's role in the Russia-Islamic World strategic vision group, describing it as an effective platform for cooperation and mutual understanding between Russia and Islamic nations. As part of the visit, Sultan Ibrahim also travelled to Kazan, where His Majesty highlighted significant potential for enhanced collaboration with the Republic of Tatarstan in sectors such as petrochemicals, innovation, Islamic finance and the halal industry. His Majesty also expressed satisfaction with the growing engagements between the peoples of Malaysia and Tatarstan in economic, institutional and cultural cooperation.
