The Hindu25-05-2025

The keenly awaited byelections to the Nilambur Assembly Constituency in Kerala's Malappuram distriict will be held on June 19, the Election Commission of India announced on Sunday (May 25, 2025).
The votes will be counted on June 23.
As per the ECI announcement, the notification for the bypoll will be issued on May 26 (Monday). June 2 is the last date for filing nomination papers. The scrutiny of the papers will be held on June 3. June 5 is the deadline for withdrawing the nominations.
With the announcement of the poll date, the Model Code of Conduct has come into force in Malappuram district, as per the existing ECI guidelines.
The bypoll in the constituency has been necessitated by the resignation of Independent MLA P.V. Anvar. Initially a Left-backed Independent MLA, Mr. Anvar had a falling out with the CPI(M)-led Left Democratic Front government leading to a high-voltage political drama in the State. He had tendered his resignation on January 13.
As per the final electoral roll published by the office of the Chief Electoral Officer - Kerala, the Nilambur Assembly constituency has 2,32,384 voters. This includes 1,18,889 female voters, 1,13,486 male voters and nine third gender voters. Of the total voters, 374 are overseas electors.
It had been announced earlier that the constituency would have 263 polling stations, including 59 new ones.

Nilambur bypoll: Anvar seeks donations for campaign fund

Kozhikode: Former Nilambur MLA and independent candidate PV Anvar, who has declared assets worth Rs 52 crore in his election affidavit, launched a crowd funding campaign seeking donations from voters of Nilambur saying that he was facing a financial crisis. In a Facebook video posted on Friday, Anvar said that despite owning property worth crores, he was unable to sell even a cent as all his assets were entangled in an "excess land" case. "I have not done any election preparation due to the financial crunch. I am now launching a crowdfunding initiative and urge everyone to contribute, even Rs 1 or Rs 10 as a token of moral support," he said, adding that donor details would be kept confidential. Meanwhile, Left councillor in Nilambur municipality and JDS national council member Ismail Eranjikkal joined the All India Trinamool Congress, extending support to independent candidate PV Anvar. He said that Anvar was the only candidate who was raising the genuine issues of the people of the constituency. Ismail said that he was leaving the JDS as the party was in alliance with BJP at the national level while it was part of the LDF in the state with power minister K Krishnankutty representing the party in the cabinet. Delhi Court Refuses to Take Cognisance of Chargesheet Against Udit Raj in Protest Case

New Delhi: A Delhi court on Thursday refused to take cognisance of a chargesheet against Congress functionary Udit Raj in a case of allegedly disobeying a Delhi Police prohibitory order while holding a protest at the house of former chief minister Arvind Kejriwal earlier this year. The court of additional chief judicial magistrate Neha Mittal said there was nothing on record to show that the accused had knowledge of the order. "It is also pertinent to note that there is no evidence on record regarding the identity of the accused. Despite the fact that the incident in question was videographed by the police officials, the accused cannot be seen in the entire video," it added. Raj, along with a few others, staged a protest near Kejriwal's residence on Jan 20, demanding a monthly salary for Buddhist monks and priests of Guru Ravidas and Valmiki temples. According to police, Raj's protest caused traffic congestion and inconvenience to commuters. Police claimed that the protesters were informed about the prohibitory order and the imposition of the Model Code of Conduct through loudspeaker announcements. However, the court found these claims unsubstantiated. The court also said that no police officer was specifically named in the chargesheet as having made such an announcement, nor were their statements recorded under Section 180 BNS. "In view of the above discussion, this court is of the considered opinion that there does not exist sufficient ground for taking cognisance of the offence punishable under Section 223 BNS. No other offence appears to be made out from the chargesheet. Accordingly, cognisance in the present case is declined," the judge concluded. ECI streamlines Index Card for faster reporting of data

New Delhi: The Election Commission of India (ECI) on Thursday announced that it would streamline its technology-driven system for generating Index Cards and various other post-election statistical reports. The new system will ensure faster reporting through automation and data integration. 'This upgraded mechanism replaces the traditional manual methods, which were often time-consuming and prone to delays. By leveraging automation and data integration, the new system ensures faster reporting,' the press note issued by the Election Commission read. The Index Card is a non-statutory, post-election statistical reporting format developed by the ECI to promote accessibility of election-related data at the constituency level for all stakeholders, including researchers, academia, policymakers, journalists, and the general public. The Index Card is designed to disseminate data, covering multiple dimensions, including a list of candidates, electors, and the number of votes cast and counted. It would also provide party-wise and candidate-wise vote share, gender-based voting patterns, regional variations, and performance of political parties. 'The Index Card forms the foundation for generating about 35 Statistical Reports for Lok Sabha elections and 14 for State Assembly elections. These reports cover variables like State/PC/AC-wise elector details, number of polling stations, state and constituency-wise voter turnout, participation of women electors, performance of national/state parties and Registered Unrecognised Political Parties (RUPPs), winning candidates' analysis, detailed constituency-wise results, and summary data reports,' the EC said. This data-driven resource enhances the capacity for deep electoral research. However, these statistical reports are meant solely for academic and research purposes. They are based on secondary data from Index Cards, while the primary and final data remain in the statutory forms maintained by the concerned Returning Officers.
