Ladakh announces new domicile, job reservation and language policies

The government on Tuesday announced new reservation and domicile polices for the Union Territory of Ladakh, reserving 85 per cent jobs for locals and one-third of the total number of seats in the Ladakh Autonomous Hill Development Councils for women.
English, Hindi, Urdu, Bhoti and Purgi languages have been made the official languages in Ladakh.
The move is aimed at safeguarding local interests as people in Ladakh have been protesting for constitutional safeguards to protect their language, culture and land after the special status of the erstwhile state of Jammu and Kashmir under Article 370 was abrogated in 2019.
The changes in the policies for reservation in jobs, autonomous councils, domicile and languages will come into effect from Tuesday, according to multiple notifications issued by the government.
Under the new rules, those who have resided for a period of 15 years in the UT or studied for a period of seven years and appeared in class 10 or 12 examination in an educational institution located in the UT shall be domicile of Ladakh for the purposes of appointment to any post under the UT or under a local or other authority other than cantonment board.
Children of central government officials, All India Services Officers, officials of Public Sector Undertaking and autonomous body of central government, Public Sector Banks, officials of statutory bodies, officials of central universities and recognised research institutes of central government who have served in the UT for a total period of 10 years are also eligible for domicile.
Reservation for the Economically Weaker Sections continues to be 10 per cent.
In another notification, the government said that in the Ladakh Autonomous Hill Development Councils Act, 1997, not less than one-third of the total number of seats in the Councils shall be reserved for women and such seats may be allotted by rotation to different territorial constituencies.
The rotation of constituencies reserved for women shall be made on the basis of serial number allotted to each constituencies by notification in the official gazette.
Ladakh has two autonomous hill development councils - the Ladakh Autonomous Hill Development Council, Leh and the Ladakh Autonomous Hill Development Council, Kargil.
Domicile certificate will be valid only for the purpose of appointment to the posts under the UT of Ladakh as defined in the Ladakh Civil Services Decentralisation and Recruitment (Amendment) Regulation, 2025.
Besides making English, Hindi, Urdu, Bhoti and Purgi as the official languages of Ladakh, the government said English shall continue to be used for all the official purposes of the UT for which it was being used before the date of commencement of this regulation.
The administrator of the UT will also take such necessary steps to strengthen the institutional mechanisms for the promotion and development of other languages in Ladakh and the establishment of the Academy of Art, Culture and Languages.
Special efforts will be made for the promotion and development of other native languages of Ladakh like Shina (Dardic), Brokskat (Dardic), Balti and Ladakhi.
According to the provisions of the Jammu and Kashmir Reorganisation Act, Jammu and Kashmir has been made a UT with a legislative assembly and Ladakh a UT without any assembly.
The BJP-led Centre had assured a delegation from Ladakh in December 2023 that it was committed to fast-tracking the development of the UT and meeting the aspirations of the people in the region.
Subsequently, the Ministry of Home Affairs formed a High Powered Committee (HPC) for Ladakh under Union Minister of State Nityanand Rai's chairmanship to discuss measures needed to protect the region's unique culture and language, taking into consideration its geographical location and strategic importance.
The HPC was given mandate to discuss ways for protection of land and employment, measures for inclusive development and employment generation in the region, measures related to the empowerment of the Ladakh Autonomous Hill Development Councils of Leh and Kargil and constitutional safeguards that could be provided.
Several organisations of Ladakh were demanding a separate UT for the region for decades and the demand was fulfilled on August 5, 2019. However, many people of Ladakh were not happy after losing the rights to elect their representatives to the legislative assembly.
In August 2024, the Centre created five new districts in the UT of Ladakh.The new districts were Zanskar, Drass, Sham, Nubra and Changthang. Being a UT, Ladakh comes under the direct administrative control of the union home ministry.
In October 2024, climate activist Sonam Wangchuk also sat on an indefinite fast in Delhi to press for their demands After that, talks were held with civil society leaders from Ladakh on December 3, 2024 and again on January 15 this year and on May 27.

(Photo by Raju Shinde/HT Photo) (Raju Shinde) While the 'bhai-bhai' saga has sustained since the time both joined forces to celebrate the state government withdrawing its plan to impose Hindi as a compulsory third language in primary schools, party workers have nursed two doubts: firstly, will the alliance really happen, and secondly, even if they do manage to come together, will they be able to garner a sizeable chunk of wards in a 227-strong city hall and keep the Bharatiya Janata Party (BJP) at bay? BMC is the country's richest civic body, its annual budget for 2025 pegged at ₹74,427 crore. While the BJP has its eyes on BMC, it has for over four decades been a lifeline for Matoshree's Shiv Sena. Uddhav and Raj need to retain it, if only to celebrate Sena founder Bal Thackeray's legacy. Many Shiv Sainiks and MNS workers HT spoke to, downplayed MNS chief Raj Thackeray's recent visit to Matoshree to greet Sena (UBT) president Uddhav Thackeray on his 65th birthday, even though the meeting further fuelled the reunion rumours. A Shiv Sainik said, 'Raj saheb has affection for Balasaheb Thackeray, Matoshree and the family. However, noble gestures need to translate into action and a cohesive poll strategy.' Many workers like him wince at Raj's unpredictable style of politics, especially his flip-flops with the BJP during the 2019 and 2024 general elections. They also worry about Raj's lack of consistency on the issue of north Indian migrants. Karyakartas of both parties, however, hold a unanimous view that Thackerays should play the Marathi card in the wake of the Jain community's growing urge to display its new-found clout in Mumbai and the Mumbai Metropolitan Region (MMR). The Jain-Marathi equations have been strained following the former's aggressive pro-vegetarian crusade in many parts of the city. On Wednesday, a band of 1,000 Jain devotees took out a protest march to the kabutarkhana, in Dadar, to condemn the ban on pigeon feeding. A section of protestors tried to pull down the tarpaulin covering at the site to feed pigeons. 'The incident has angered local Marathis. The Jains may end up bringing Uddhav saheb and Raj saheb together,' said Shiv Sainik from Dadar. Sceptics in the ranks however point out that such sporadic instances hardly provide an ideological framework and organisational muscle for the two beleaguered parties to merge into a strong force. Sounding a dark note, a Sena (UBT) activist from the western suburbs also said workers are wary of breaking bread with MNS as 'old wounds run deep'. 'Raj saab left the Shiv Sena in 2006 and built his party from scratch. We have also moved on, but the bitterness rankles. We can't forget that he left Sena at a time when the party had hit a rough patch – we had lost power both in the state and Centre,' he said. A Sena (UBT) activist said, with both parties targeting the city's Marathi voters – pegged at 25-27% -- distribution of seats will be a challenge. Evidently, both Uddhav and Raj will concentrate on Marathi pocket boroughs such as Girgaon, Girangaon (the Lalbaug-Parel-Sewri-Chinchpokli belt, the erstwhile textile mill hub); Dadar, Mahim, and the suburban Goregaon-Malad-Magathane-Dahisar-Gorai stretches on the western side. The Kurla-Vikhroli-Bhandup-Kanjur Marg-Chembur villages, which dot the Central Railway route, also have a thick concentration of Marathi voters, most of them migrants from Konkan and western Maharashtra. Another bone of contention between the two parties, said an MNS worker, will be the transfer of votes. 'The post-1995 generation of karyakartas of both parties belong to Mumbai's aspirational class, who wish to enter BMC at any cost. Having done organisational work, they will not give up their claim on a civic ward of their choice. Under such circumstances I can't ask my workers to back Uddhav saheb's candidates and the same is true about them,' said a senior MNS functionary from Dahisar. A former BMC official, Prakash Paranjpe, spoke in a similar vein, saying, 'With too many contestants across party lines throwing their hats in the ring, the civic election will fuel fierce competition at the grassroots level, triggering intra-party rivalry and defection. Sena (UBT) and MNS need to ensure smooth transfer of votes.' Sena (UBT) is already on a sticky wicket, with over 120 of its former corporators and functionaries having defected to Shiv Sena. On the other hand, while it is rumoured that BJP is eyeing a few MNS functionaries ahead of the civic elections, peeved by the state government's latest decision to go soft on the pigeon feeding at kabutarkhanas, Mumbai BJP's Marathi workers may resent their party's growing proximity with Mumbai's mercantile community, which may prove favourable for the Thackerays' 'double engine' should the alliance be forged.

The Trump administration on Thursday asked the Supreme Court to halt a court order restricting immigration stops that swept up at least two US citizens in Southern California. The emergency petition comes after an appeals court refused to lift a temporary restraining order barring authorities from stopping or arresting people based solely on factors like what language speak or where they work. The move is the latest in a string of emergency appeals from the Trump administration to the high court, which has recently sided with the Republican president in a number of high-profile cases. The Justice Department argued that federal agents are allowed to consider those factors when ramping up enforcement of immigration laws in Los Angeles, an area it considers a top enforcement priority." Trump officials asked the justices to immediately halt the order from US District Judge Maame E Frimpong in Los Angeles. She found a mountain of evidence that enforcement tactics were violating the US Constitution in what the plaintiffs called roving patrols." Her ruling came in a lawsuit filed by immigrant advocacy groups who accused President Donald Trump's administration of systematically targeting brown-skinned people in Southern California during the administration's crackdown on illegal immigration. Trump's Solicitor General D John Sauer asked the justices to immediately halt Frimpong's order, arguing that it puts a straitjacket on agents in an area with a large number of people in the US illegally. No one thinks that speaking Spanish or working in construction always creates reasonable suspicion ... But in many situations, such factors alone or in combination can heighten the likelihood that someone is unlawfully present in the United States, Sauer wrote. He also argued that the order flouted a recent Supreme Court decision restricting judges from handing down universal injunctions, since it restricted stops in the entire region rather than only the plaintiffs. Department of Homeland Security attorneys have said immigration officers target people based on illegal presence in the US, not skin colour, race or ethnicity. The order from Frimpong, who was nominated by Democratic President Joe Biden, bars authorities from using factors like apparent race or ethnicity, speaking Spanish or English with an accent, presence at a location such as a tow yard or car wash, or someone's occupation as the only basis for reasonable suspicion for detention. The Los Angeles region has been a battleground for the Trump administration after its aggressive immigration strategy spurred protests and the deployment of the National Guards and Marines for several weeks. Plaintiffs on the lawsuit before Frimpong included three detained immigrants and two US citizens. One was Los Angeles resident Brian Gavidia, who was shown in a June 13 video being seized by federal agents as he yelled, I was born here in the states, East LA bro! He was released about 20 minutes later after showing agents his identification, as was another citizen stopped at a car wash, according to the lawsuit.

Srinivas Narayan, a parent from South Mumbai, asked how students could attend school on days like Dahi Handi and Anant Chaturdashi, when heavy traffic and public celebrations disrupt vehicular movement. Teachers and school managers are also upset. They say these last-minute decisions interfere with pre-planned academic schedules. Subhash More, a representative of the Shikshak Bharati Sanghatana, a teachers' union, had written to the Education Department, urging them not to change the school calendar mid-year, as it creates confusion for everyone. The University of Mumbai has also been forced to postpone some of its exams scheduled for Friday due to the revised holidays.
