How a UP govt scheme is restoring the gift of hearing to children born with impairment

Noida: Four-year-old Humera's eyes light up at the sound of her mother's jingling bangles — a simple pleasure that was alien to her until recently. At her modest home in Dasna, she's discovering a world of sounds, one chime at a time.
Humera isn't alone. She's among several beneficiaries of UP govt's surgical grant scheme, which is bringing the gift of hearing to children across NCR.
The scheme, offering cochlear implants worth up to Rs 6 lakh for each child who is hard of hearing, is turning the tide for families who could have never afforded such costly medical interventions without financial help.
In Noida's Bishanpura, Naziya, the youngest of four siblings, is gradually stepping out of her soundless cocoon.
Her mother Daniya Khatun, a factory worker who became the family's sole breadwinner after her husband's death, recalls the moment she discovered her two kids had a hearing loss.
"During a visit to Chhattisgarh, when Naziya was just nine months old, my brother noticed that she and her brother Ayaan weren't responding to sounds. We had been clapping and shaking rattles near their ears, but they remained indifferent. It was heartbreaking to realise they were growing up in a silent world," says Daniya.

While private hospitals quoted surgery costs of over Rs 4 lakh, hope for Daniya emerged through an unexpected source — a govt school teacher who informed them about the scheme.
Although Ayaan couldn't benefit from the scheme because of weak nerves, Naziya had a successful surgery. "She can hear efficiently now. We do online therapy sessions through her elder sister's phone, teaching her to speak and form sounds. It feels like a new future is unfolding for our daughter," she adds.
The transformation is equally priceless in Dadri, where five-year-old Devansh is finding his voice. His father Satender Tongad, a daily wager, says, "The surgery was done in Meerut a year ago, and we've been in Kanpur for his speech therapy. I'm now hopeful that Devansh will lead a normal, happy life, like the rest of us."
The scheme's impact is reflected in numbers — 214 hearing-impaired children across 63 districts received implants worth Rs 12.8 crore through 2024-25.
In Noida and Ghaziabad, where the scheme focuses exclusively on cochlear implants since its 2023 launch, eight children have already benefited.
"We identify beneficiaries through govt hospitals and schools. Candidates undergo medical screening at Meerut's Nutema Hospital to determine eligibility based on their hearing nerve integrity," says Sudhir Tyagi, district divyangjan welfare officer in Ghaziabad.
The initiative is intensifying efforts to reach out to more children through health camps and block-level surveys. "Our goal is to provide treatment to children from economically weak families, giving them a chance at a full, independent life," says Ashish Kumar, Tyagi's counterpart in Noida.
For families like Humera's, whose father is a daily wager, the scheme offers more than medical intervention — it offers hope. "She used to be so quiet. Now, she tries to talk back and laughs at things she hears," says her father, Aas Mohammad.
"Through online speech and hearing therapy sessions, Humera is gradually adapting to a world full of sounds," he adds.

The event was organised under the aegis of the Haryana Sports Department, AYUSH Department, Haryana Yoga Commission, and the district administration, with large participation from youth, women, and elderly citizens across the state. CM Saini emphasised that the campaign, in the run-up to International Yoga Day on 21 June, has already connected with over 19.27 lakh people across Haryana. He praised the public's enthusiasm, stating, 'This yoga marathon on the holy land of the Bhagavad Gita has become a strong movement to steer our youth away from drugs and towards a healthier, more purposeful life.' During the inauguration, CM Saini showered flower petals on the runners to encourage them and later addressed the gathering. A total of Rs 3.46 lakh in cash prizes was awarded to the top 20 winners. Among them were Gaurav and Monika from Sonipat, each receiving Rs 51,000. The marathon not only promoted yoga but also raised awareness about sports, culture, and environmental consciousness. Saini also stressed the importance of daily physical activity and urged citizens to dedicate at least one hour to health and wellness. 'Yoga enhances our energy and efficiency. A healthy person contributes more effectively to national progress,' he said. Yoga Campaign Supports National Development Linking the yoga initiative with Prime Minister Narendra Modi's vision of a 'Developed India by 2047', CM Saini said, 'Drug abuse is a social evil that obstructs national development. Our youth are the nation's greatest assets, and protecting them from drugs is our duty.' He added that the International Yoga Day theme, 'One Earth, One Health', aligns with Haryana's campaign for a yoga-filled and drug-free society. The campaign has also taken on an environmental aspect. So far, 67,508 saplings have been planted under the Green Yoga Movement. Over 9.90 lakh people have engaged digitally with the campaign, while 38,000 AYUSH participants and 1.38 lakh Sports Department members have taken part in on-ground activities. Chief Minister M.K. Stalin will inaugurate Katpadi's first full-fledged government taluk hospital in Serkadu village, Vellore district, on June 25. The Rs 14.30 crore facility, built by the Public Works Department (PWD), is nearing completion, with final touches underway. PWD Assistant Engineer K. Sundar (Katpadi division) confirmed that the new 60-bed hospital is equipped with state-of-the-art facilities, including ECG units, CT scan services, and fully functional surgical theatres. The hospital also ensures uninterrupted power supply, backed by diesel generators. Currently, the only government medical facility in Katpadi is an ageing Primary Health Centre (PHC), which operates between 8 a.m. and 3 p.m. daily except Sundays. On average, it handles 500-700 outpatients per day, most of whom are referred to Adukkamparai for specialised treatment. Spread across 15 acres, the new taluk hospital features separate departments for cardiology, neurology, paediatrics, nephrology, obstetrics, and gynaecology. Dedicated wards have been created for emergency and accident cases, cancer treatment, sedation, and radiology. There are also five consultation rooms for outpatient services. Modern civic amenities have also been incorporated. The hospital includes two lifts, one each for patients and staff, drinking water facilities and washrooms on every floor, a rainwater harvesting system, and solar panels for lighting the premises. To improve accessibility, the facility includes designated parking for both two-wheelers and cars, and 24x7 surveillance through CCTV cameras. Health department officials have stated that public bus services to the hospital will be enhanced to ensure better connectivity for patients and visitors. The inauguration will be part of CM Stalin's two-day visit to Ranipet, Vellore, and Tirupattur districts on June 25 and 26. During the tour, he will also distribute welfare assistance to government scheme beneficiaries and review ongoing development projects. Residents have welcomed the new facility, calling it a much-needed healthcare lifeline for the region. The area includes more than 40 farming villages, and until now, residents had to travel over 15 km to access advanced medical care at the Government Medical College Hospital in Adukkamparai, on the outskirts of Vellore.
