Texas man rented a boat in Key West — then he took it to Cuba, deputies say

A Texas man was cuffed Thursday after deputies say he took a boat that he rented in Key West to Cuba this week.
Floyd Dean Devasier, 63, was arrested by federal agents on a Monroe County warrant in Miami, where he was flown after being detained by Cuban authorities, according to the sheriff's office.
Devasier, from Katy, Texas, rented the 26.5-foot Panga boat from Beach Weekend Key West Marina on Tuesday for two days, said Monroe County Sheriff's Office spokesman Adam Linhardt. The rental agreement stipulated the vessel was not to be operated at night and was to be returned by the end of the business day Wednesday, Linhardt added.
A marina employee told deputies that Devasier bought and filled an extra 20-gallon fuel tank before leaving.
Per the sheriff's office, Devasier told marina staff he was going to dock the boat overnight at the 6800 block of Front Street on Stock Island. But witnesses who own businesses and boats on Front Street told deputies they never saw the boat, and deputies watched security camera footage from the area, which never showed the vessel, Linhardt said.
Then marina staff used GPS tracking that showed the boat heading south in the Atlantic Ocean, but Linhardt noted the tracking eventually ceased.
A man fishing on his boat in the ocean saw the vessel and took photographs of it, the sheriff's office said.
On Wednesday, the Cuban Border Guard notified U.S. Department of Homeland Security Investigations that they had the boat, Devasier and a 38-year-old woman in custody.
'I want to thank the U.S. Coast Guard, HSI, the Cuban Border Guard and the good Samaritan on the water for their help and cooperation in bringing this case to a successful conclusion,' Sheriff Rick Ramsay said in a statement.
Devasier was not yet in Monroe County jail as of Thursday night. Linhardt said he faces a charge of hiring or leasing with intent to defraud.
According to the sheriff's office, Devasier has several prior drug-related convictions, including a case in 2019 in which he also kept a rental boat past its return date and took it to Cuba.

Video shows ICE agents pulling man from car in Minneapolis and arresting him

Immigration agents pulled an undocumented man from the passenger seat of a car in Minneapolis on Friday. They say they arrested him because he showed "a reckless disregard for the safety of others." That dramatic arrest was caught on camera near the Walker Art Center. The video is about two minutes long and shows the struggle that ensued as concerned community members watched and recorded, including Cynthia Daggett. "They may have had a warrant, it may have been a legitimate stop, but very hard to trust that," Daggett said. Immigration and Customs Enforcement wouldn't answer if it had a warrant or not, but immigration attorney Gloria Contreras Edin says ICE is operating within the law. "It is clear that ICE has the authority to arrest someone without any written documentation handed to an individual before the arrest," Contreras Edin said. In a statement, ICE officials said: "For more than two decades, illegal alien Javier Yanez Morales, has put the public at risk for repeatedly and selfishly choosing to drink and drive, showing reckless disregard for the safety of others. This same disregard extends to immigration law which Morales has violated for just as long. Morales has been illegally entering the United States as far back as 1998, but despite being previously deported to Mexico he continued to commit crimes including domestic assault and false reporting. When ICE officers moved to take him into custody in Minneapolis, he resisted arrest. A passenger who interfered only escalated the situation, creating unnecessary danger for themselves, bystanders, and the officers." WCCO has confirmed Morales was charged with DWI with a blood alcohol level of 0.08 in July. Arrests like these are reigniting debate as federal immigration authorities promise to step up enforcement across the country, especially in sanctuary cities. "Sanctuary cities are sanctuaries for criminals," President Trump's border czar Tom Homan said. "The sanctuary cities are going to get exactly what they don't want, more agents in the communities and more worksite enforcement. Why is that? Because they won't let one agent arrest one bad guy to jail," Horman added. A 2017 Minneapolis city ordinance prevents city employees like police from proactive immigration enforcement. Earlier this summer, a federal raid on Lake Street raised concerns about police cooperation with ICE. An audit published earlier this month found the city did not violate its separation ordinance.

‘What the hell?' Caldwell man accused of killing his 18-year-old daughter

An Idaho man was arrested Monday night after he allegedly killed his 18-year-old daughter, leaving the victim's mother baffled and 'so angry' about the loss of her daughter. Officers with the Caldwell Police Department responded just after 4 p.m. Monday to a home in the 1600 block of Blaine Street after Delbert Cornish's son called 911 to report that his father was inside armed with a gun, according to a news release from the agency. Officers said they found the son outside, and he told police that his father made comments about shooting a family member, and then attempted to prevent him from escaping. The son got out of the house unharmed after a 'short struggle,' according to the release. Police found a young woman dead inside the house and also recovered a firearm, the release said. She was identified Tuesday by the Canyon County Coroner's Office as Hope Cornish. To her family and friends, Hope was known as Onyx: a strong-headed young woman who loved music — particularly heavy metal — and was outspoken about her distaste for the current president of the United States, her mother said. 'She was very protective of her brothers,' Crystal Thompson told the Idaho Statesman in an in-person interview Tuesday. 'She was smart, too. Beautiful.' Thompson, who passed her musical tastes to her daughter, said some of Onyx's favorite bands were Avenged Sevenfold and Bullet For My Valentine. Onyx dealt with substance abuse issues, Thompson said, but had been sober for over a year, had recently started dating someone new and had a job working at the Wendy's off of 10th Avenue in Caldwell. 'She was doing better,' Thompson said. Onyx and her dad 'always butted heads,' but Thompson said she never expected he could be violent. Onyx and her brother, Thompson's middle child, were living primarily with the 51-year-old Cornish, she said. 'At one point in time, I loved this man,' Thompson said. 'But I'm just so angry — my daughter's dead. What the hell?' Cornish initially fled from the scene but was apprehended at a residence in Mountain Home at around 7:30 p.m. Monday and booked into the Elmore County Jail, the release said. He was arrested on suspicion of two felony counts, first-degree murder and attempted murder, online records showed. 'My heart is heavy, and I am deeply saddened for the family and friends affected by this horrific act of family violence,' Caldwell Police Chief Rex Ingram said in the release. Thompson's youngest son, who lives with her, still doesn't know about his sister's death, Thompson said. She told the Statesman on Tuesday that she's trying to figure out the best way to tell him because he has autism and isn't going to understand. Thompson said she would work over the next few days to organize a celebration of life for Onyx.
