Downtown KC business owners demand action; mayor pushes back over text message dispute

KANSAS CITY, Mo. — One day after FOX4 highlighted rising safety concerns from downtown business owners – concerns they say have gone unanswered – Mayor Quinton Lucas is pushing back.
Bradley Gilmore, chef and owner of Lula's Southern Cookhouse, was one of several business leaders who shared frustrations about crime, enforcement and what they described as a lack of meaningful response from the city.

'The post from last night and this morning has brought a lot of eyes,' Gilmore told FOX4. 'I've received messages from customers, vendors, even strangers. If you read the comments, it's the same story from the City Market to Waldo.'
'People don't feel protected in their own city right now.'
While the issues aren't new, Gilmore and others allege the city's silence is.
One day after FOX4's initial story aired, Lucas took to the comment section of FOX4's Facebook page to dispute the reporting.
The mayor denied receiving a text message from Gilmore, despite Gilmore showing a read receipt on his end.
'It's been a frustrating couple of weeks,' Gilmore said. 'This past weekend, the ATVs were out again. I sent a message to the mayor—just like he asked me to.'
Not only did Gilmore send the message, he sent it to the correct number, the same one Lucas has shared publicly. Both FOX4 and the Mayor have also verified the number is correct.
Regardless, the mayor maintains that he never received the message.

When Lucas texted Gilmore during a visit to FOX4 studios on Tuesday afternoon, Gilmore replied instantly.
Even with the back-and-forth over the text, business owners say the bigger concern is feeling ignored when it comes to crime and public safety.
'We've had employees and customers robbed in broad daylight,' Gilmore said. 'This goes back to a local chef being shot. Every day, there's broken glass from car break-ins. And the new parking regulations? Completely out of control.'
Lucas did not address public safety during his visit to the FOX4 studios. He declined a full sit-down interview, saying he had previous engagement to attend.
'If we want to talk more about public safety, I've got Ketanji Brown Jackson to go see at 4 o'clock. I'd like to be there and get through security. We told you, I didn't see a message, you looked at my phone. Bring his device here, I'm a lawyer, like you're a reporter, bring his device, bring my device, call AT&T and we can figure it all out.'

The one positive to come out of this? Lucas and Bradley Gilmore are now directly connected via text.

Decatur man gets 8 years in prison for distributing child pornography

DECATUR, Ill. (WCIA) — A Decatur man was sentenced to eight years in prison after he pleaded guilty to possessing and disseminating child sex abuse material. The Illinois Attorney General's Office, which prosecuted the case with assistance from the Macon County State's Attorney, announced that Charles Bolsen, 66, was sentenced on Thursday. He pleaded guilty to two of the 10 counts against him — a Class X felony of disseminating child pornography and a Class 2 felony of possessing child pornography. The other eight counts were dismissed as part of a plea deal. 38-year-old man arrested in Urbana on child exploitation crimes In a sworn statement, Edward Mohan, an investigator with the Attorney General's Office, said the case started last year when he received a cyber tip from the National Center for Missing and Exploited Children. The messaging platform Kik reported that an account with the username 'Chucklebutt1' had sent two videos of child sex abuse. Mohan then filed search warrants to Kik, Yahoo (since a email was used to create the account) and Comcast (to track the IP address). 'The Kik search warrants contained the original two files noted within the cyber tip and one new one. This file contained what (I) would describe as child pornography,' Mohan said. 'The Kik returns also contained conversations showing Chucklebutt1 was asking for CSAM (child pornography) material and payment was discussed.' The Yahoo and Comcast search warrants traced the email, a phone number and the IP address back to Bolsen, and Mohan then obtained a search warrant for his home on South Evergreen Drive. Bolsen was then detained and interviewed, and an iPhone was seized from him. 'Bolsen admitted twice to sending the CSAM material,' Mohan said. 'Bolsen admitted to paying for CSAM material.' Danville man arrested, charged with sexual assault, child pornography A digital forensic exam later found 46 files of child sex abuse material on Bolsen's iPhone, including two that were 'visually similar' to the files Kik reported. Mohan said Bolsen gave 'multiple reasons' for why he had child sex abuse material. After accepting Bolsen's guilty plea on Thursday, Judge Thomas Griffith sentenced him to eight years in prison for the Class X count of disseminating child pornography. He is day-to-day eligible and was given credit for almost 11 months he spent in jail and on home confinement. Bolsen was also sentenced to a consecutive two years of conditional discharge for the Class 2 count of possessing child pornography. He will also be required to register as a sex offender for the rest of his life. 'Today's sentence represents justice for exploited and abused children and acknowledges the often lifetime of trauma survivors and their families experience,' Attorney General Kwame Raoul said in a news release. A shooter killed another man as he walked to a convenience store, MDSO says

A 53-year-old Miami man is behind bars, accused of fatally shooting another man as he walked to a convenience store Wednesday night, according to the Miami-Dade Sheriff's Office. Alexander Mills has been charged with second-degree murder in the death of 28-year-old Jonathan Lucas. Mills was arrested on Thursday. Deputies say the incident occurred around 8:30 p.m. Wednesday, when Lucas left his home to walk to a convenience store at 22339 SW 112th Ave. While on his way, Lucas called his girlfriend and told her that Mills — who had previously threatened to kill him — was following him and firing shots, according to the sheriff's office. He urged her to call police. Authorities have not confirmed how the two men knew each other. Responding deputies found Lucas in the front yard of a nearby home at 11535 SW 224th St., about half a mile from the convenience store, and shot several times. He was airlifted to Jackson South Medical Center, where he died. Deputies say surveillance footage from the convenience store reportedly shows a Ford F-150 driving erratically through the parking lot. Mills got out of the truck and chased Lucas before shooting him, they said. Four spent shell casings were recovered at the scene. Investigators identified Mills as the shooter using license plate reader data, which they said showed the Ford truck was registered to him. He was later located driving the vehicle and taken into custody by the MDSO Homicide Bureau. According to the arrest report, as Mills was being detained, he stated that he had been waiting for police and acknowledged being the driver of the vehicle involved in the incident. He later claimed he acted in self-defense, a statement authorities say contradicts the surveillance footage. Jail records show Mills is in custody at Turner Guilford Knight Correctional Center and has a bond status of 'to be set.'
