Residents highlight safety concerns asencroachments crop up in LDA bldg
Lucknow: Residents of Awadh Apartment in Vipul Khand, Gomtinagar, are feeling hassled over safety concerns due to alleged illegal constructions and encroachments within the premises.
They allege that these activities have been carried out by influential individuals.
A recent visit by TOI found several unauthorized structures inside the apartment complex. These include illegal sheds, gates, gardens, guesthouses, and guard rooms near the basement area—alterations which, according to residents, obstruct public passageways and encroach on common spaces.
Senior members of the apartment society met Chief Minister Yogi Adityanath on Sep 27, 2023, to flag the issue.
They allege that the encroachments pose a risk to the structural stability of the building and compromise the safety of its residents.
"The CM had given clear directions for immediate action, yet the LDA has failed to act decisively. It appears the matter has been bogged down in red tape," said a resident, who requested anonymity.
Between Sep 22 and Sep 25, 2023, the LDA served notices to the alleged encroachers. However, residents say these notices were issued under incorrect legal provisions.

One of the recipients later approached the High Court, which quashed the notice on groundthat the Resident Welfare Association (RWA) had not been officially constituted under Apartment Act, 2010.
Residents contest this legal argument, stating that RWA could not constituted in view of certain technicalities. They also argue that crucial facts that the project has not been handed over, and no completion certificate has been issued for the building, were not presented before the court.
In response to ongoing complaints, a second notice was issued by the LDA on December 16, 2023, which included photographic evidence of the unauthorized constructions.
Yet, residents allege that no follow-up action has been taken since then. "We are only asking for lawful action and the restoration of safety in our homes," said a resident.
When TOI contacted LDA deputy secretary CP Tripathi, he said he had no information about the encroachments and suggested contacting the enforcement officer.
When approached, enforcement officer Vipin Shivhare said that while he would look into the matter, it is still under process in the LDA court.

As per TOI report, the mother had prepared parathas for breakfast that day. "The train, which was coming from Mumbai, crushed them under its wheels around 1.10pm," The Times of India quoted Govt Railway Police unit SHO Rajpal as saying. Manoj bought chips and cola for his children and made them sit under Elson Chowk flyover for about an hour near railway tracks. The loco pilot alerted authorities at Ballabhgarh station after which the police identified Manoj through his Aadhaar card found at the site. Besides this, a note with wife's phone number was also found, indicating premeditated actions. The remains were taken to Badshah Khan Civil Hospital mortuary for medical examination. Narrating the happenings of that morning Manoj's wife Preeti said, 'It was a normal Tuesday morning' and added, 'But I wasn't feeling well and had a lot of work to do at home, so I refused (to go). I told him to take the children out. They all left and never returned….'

Over ₹17k challans pending against Hyd police vehicles
At a time when citizens are turning traffic vigilantes, law keepers are found breaching regulations. As per a RTI filed by city-based traffic educator Lokendra Singh, a fleet of vehicles registered under the Director General of Police Telangana have accumulated 17,391 challans - some pending since 2017. Though the total challan amount stands at around Rs 68 lakh, the department might have to cough up a penalty of Rs 1.36 crore. This, as Section 210B of the MV Act, 2019, states that if an authority empowered to enforce the Motor Vehicles Act commits an offence, they are liable to a penalty twice the amount corresponding to that offence. These challans, issued to police vehicles with registration series TS 09 PA XXXX and TS 09 PC XXXX, are in use by senior police officials. Most of the violations are related to over-speeding. When TOI checked for details on the portal, it found that a majority of these police vehicles (Innova) had 10 to 15 challans each. City police issued more than 50 lakh challans in '24, collected over 46L Surprisingly, some vehicles had unpaid challans pending since 2018. For instance, one police vehicle TS 09 PA XX88 had 11 challans starting from Oct 2018 to April 2023. The total outstanding amount: 11,385 'Fines auto generated' "The majority of traffic fines against police vehicles are automatically generated by speed detection cameras that monitor vehicles exceeding speed limits. We will forward these fines to the respective officers and ask them to provide evidence justifying their speed violations," said Rahul Hegde BK, deputy commissioner of police (traffic), Hyderabad commissionerate and public information officer, traffic branch. He added: "The fines will be withdrawn if we find that the vehicles were responding to emergency situations, conducting patrol duties, or were involved in VIP escorts." Lokendra Singh, a volunteer with Hyderabad City Security Council said such traffic violations set a bad example for the public. "When they see police personnel flouting regulations, it diminishes their trust in the system and leads them to question the necessity of following rules. I have also noticed that many police vehicle drivers often do not use seat belts while driving," said Singh. Over 50 lakh challans Hyderabad city police issued as many as 56.3 lakh challans in 2024, with most violations involving riding without helmets and driving on the wrong side. The authorities collected 46.6 lakh against these challans - 82% of the total amount.

‘Hug me, I'm single': Bengaluru man held for kissing, groping two women in park
A 37-year-old man was arrested for allegedly kissing two women in separate incidents on the night of June 6 in Pulakeshinagar, east Bengaluru, Times of India reported. According to the report, the accused, S Madan, a resident of Banasawadi, was produced before a local court on Tuesday afternoon and was remanded to 14 days' judicial custody. Police said Madan, who lives with his parents and younger sister, is unmarried and unemployed. He had previously worked at a private firm but quit after being diagnosed with anxiety and depression, according to his family, the report further added. 'We were walking inside the park while my child was playing. Suddenly, a stranger appeared and blocked my way. His stares told me all was not well, and I sneaked behind a tree. But he followed and said, 'Come, I am single... hug me', then he kissed me,' she said in her complaint as quoted by TOI. Shocked by the incident, she screamed and ran toward a safer area where more people were present. She further said the same man soon attacked another woman walking nearby on Milton Street. The second victim, a 28-year-old woman, was blocked by the accused, groped, and kissed. She sustained an injury to her lips during the assault. The two incidents occurred around 100 metres apart, the first complainant recalled. The accused allegedly shouted at the women in Kannada, saying, 'Go and complain to police too, I am not bothered. I don't fear anyone.' After receiving a call to the police control room via 112, two Hoysala patrol vehicles reached the location. Officers took initial details and advised the victims to file a formal complaint at the Pulakeshinagar police station. Following the FIR, police collected CCTV footage from the area and tracked Madan to his residence in Banasawadi. Madan has been booked under multiple sections of the IPC related to sexual assault and criminal intimidation.
