Hyderabad: Justice T Vinod Kumar of the Telangana high court has directed the Greater Hyderabad Municipal Corporation ( ) to consider an application filed by a woman and her son seeking regularisation of their Begumpet property—constructed in violation of approved building norms—before initiating any demolition. Tired of too many ads? go ad free now The dispute pertains to property bearing Nos. 6-3-1177/A/120 and 6-3-1177/A/104 in BS Maktha, Begumpet, where the petitioners, Cheguri Lakshmi and her son Cheguri Eswar Sai Kishore, constructed a building. The GHMC had granted permission in 2022 for a stilt and two upper floors. However, the petitioners allegedly constructed a ground+4 upper floors along with an additional fifth floor, citing structural stability and Vastu considerations. The matter surfaced after a local resident, P Narender, filed a writ petition alleging illegal construction. In response, the high court, in an order (dated April 18, 2024), directed the GHMC to act against the unauthorised structure. Lakshmi later filed a separate writ petition, arguing that she was not made a party in the earlier case and that she had submitted a regularisation application under section 455A of the GHMC Act, 1955, on June 1, 2024. The GHMC countered that the structure violated the sanctioned plan, setback norms, and other building regulations, and therefore was ineligible for regularisation. While dismissing Lakshmi's plea to set aside the earlier court order, Justice Vinod Kumar held that the petitioners had no legal basis to challenge a previous judicial direction through a fresh writ without first seeking review. He ruled that the earlier high court order remains valid. Tired of too many ads? go ad free now However, the judge directed GHMC to process the petitioner's section 455A application in accordance with the law and in the spirit of the high court's judgment in A Praveen Kumar vs State of Telangana (2023), which held that only constructions adhering to building rules are eligible for regularisation. The court declined to stay demolition but made it clear that no coercive action should be taken until the GHMC decides the pending application. Justice Vinod Kumar also observed that the petitioners had clubbed two plots totalling 400 square yards and constructed well beyond permissible limits, in clear violation of the Telangana Building Rules. The GHMC had earlier issued a speaking order on Oct 3, 2023, declaring the construction illegal—an order the petitioners failed to challenge. The judge concluded by stating that equity does not favour those who openly flout the law.

Hyderabad: After almost two years, the Hyderabad Metropolitan Development Authority (HMDA) is gearing up for land auctions at Neopolis in Kokapet. Along with this, it has identified plots that can be sold. Earlier, the previous BRS govt had auctioned about 95 acres at Neopolis in two phases – June 2021 and Aug 2023. The state govt has already decided to go for land auctions across the state as part of resource mobilisation to fund various projects. Since there is a slump in the real estate sector, agencies such as HMDA and Telangana State Industrial Infrastructure Corporation (TGIIC) have been waiting for the right time. The HMDA also wants funds for its various projects, including two elevated corridors – Paradise to Shamirpet and Paradise to Dairy Farm Road (Medchal) – and a greenfield radial road in Future City. "Of the 20 big land parcels at Neopolis, five are still available. If the state govt permits, we will go ahead with the auctions," HMDA metropolitan commissioner Sarfaraz Ahmad told TOI. Budvel land auctions fetched the govt another Rs 3,625 crore in 2023. HMDA officials said there are about 2,414 plots available in 18 HMDA layouts, including ongoing layouts. While four major land parcels are available in Budvel, there are 41 open plots in Uppal Bhagat, 12 in Turkayamjal and 327 in Inmulnarva village in Rangareddy district. There are various layouts, including projects that were taken up under land pooling schemes, which have open plots that would be auctioned in the future, officials said. For instance, Lemoor, Thorrur, Kurmalguda, Bachupally, Medipally, Mokila, Pratapa Singaram, Bahadurpally and Pedda Kanjarala have 2,029 plots that are developed or under development. Sources said the govt will first go for land auctions in high demand areas in western part of the city, such as Kokapet, and continue if there is a good response.

The Coffee Development Trust, set up in 2017 along with the Coffee Board, has been instrumental in promoting ecological sustainability and tribal empowerment through training programs, land access and market linkages. Women self-help groups (SHGs) play a critical role in nurturing coffee seedlings and contributing to both economic and social development in the region. Reacting to the recognition, Koraput collector Keerthi Vasan V said, "It's a proud moment for the district and everyone associated with Koraput Coffee. Under the Aakanksha programme of NITI Aayog, we had submitted the proposal, and we are happy that Koraput Coffee now finds a place in their list." For 2025-26, the district aims to undertake shade plantation on 4,000 hectares and coffee cultivation on 800 hectares. There is also a proposal to involve more local womens SHGs in coffee processing to boost production and make the product more widely available in retail outlets. At present, Koraput boasts 3,500 hectares under coffee cultivation, including 778 hectares of private plantations managed by nearly 4,300 tribal farmers. A govt study has identified 1.46 lakh hectares of land in the district as suitable for coffee farming, underscoring the massive untapped potential for Koraput Coffee in the domestic and global markets.
