
Not for public trasnport series – Part 3: Why has the Pune Metro not been able to reduce private vehicles?
'I travel 20 km every day. The PCMC metro station is 4 km from my house and the Yerwada metro station is 3 km from my office. Even if I want to take the Metro, I'll have to use a bike or some other mode for 7 km. This is not feasible,' he says.
The Pune Metro, like any mode of public transport, was built to bring down the number of private vehicles on the road, thereby reducing traffic.
Now that both the Aqua Line and the Purple Line are operational barring a couple of stations, The Indian Express takes a look at the extent to which the Pune Metro has been able to achieve its primary aim.
What do the numbers say?
The Pune Metro is very far from reaching the ridership figures estimated in its Detailed Project Report (DPR).
The final report submitted in 2015 predicted a combined daily ridership figure of over 6 lakh per day for the year 2021, while the 'optimistic' scenario predicted a greater ridership of 10 lakh per day.
However, the actual numbers paint a dismal picture. In May, the Pune Metro carried a total of 47,62,865 riders. This translates to 1,53,640 or 1.53 lakh riders per day — 25 per cent of the projected 6 lakh number.
Worryingly, the number of passengers travelling on the metro every day has not increased in the past months.
In October 2024, before which the Purple Line was completed with the inauguration of the Swargate Metro station, the ridership figures stood at 1.55 lakh per day. Similar figures can be observed till April.
Prashant Inamdar from the group Pedestrian First told The Indian Express, 'There has not been any significant improvement in the traffic situation on roads, even in the influence area of the metro corridors… The low daily ridership of Metro also clearly indicates that there has not been any major shift from private vehicles to Metro.'
Similarly, Chothe added, 'There is a lot of traffic along the route, especially at Nashik Phata, Khadki, and a signal near Bopodi. I personally don't feel that the Metro has reduced traffic on the route.'
Warnings ignored
Ashok Sreenivas, then with the NGO Parisar, had claimed that there were flaws in the project's original DPR. He had then said that the cost-benefit analysis, time savings, and estimated ridership figures presented in the report were deeply flawed and unlikely to be realistic.
An 2011 article by Sreenivas published in Economic and Political Weekly titled 'Urban Transport Planning: Lessons from the Proposed Pune Metro Rail' said, 'The DPR also states that 75% of the journeys are less than 9 km. Assuming an average speed of 20 kmph for other modes, 75% of the journeys would take a maximum of 27 minutes by other modes and 16 minutes by metro rail. Therefore, the travel time saving is just 11 minutes for 75% of the journeys. Metro rail users who have shifted from two-wheelers or cars would not save any time in walking to the metro rail station and waiting for a train – in fact, they would lose time.'
Talking to The Indian Express, Sreenivas said, 'The paper was written nearly 15 years ago. As the author of the paper, I guess I'm happy that the analysis is borne out. But, whether it is good for the city is an open question.'
He added that infrastructure projects in the country were prone to inflated figures.
'Many infrastructure projects, such as flyovers, are unfortunately likely to have similar issues. To get investment, project benefits, such as the time saved, tend to be overestimated and costs under-estimated,' he added.
Ranjit Gadgil, Programme Director at NGO Parisar, says that the issues with the DPR were taken up with relevant authorities before the construction began but the concerns were dismissed.
What do the authorities say?
When asked about if the Metro had been successful in reducing the number of private vehicles on the street, Dr Hemant Sonawane, Executive Director (Administration & Public Relations) at Maha Metro, said, 'We started with 5,000 daily ridership and have risen up to almost 1,65,000 per day. I think people who stay near the metro corridor, maybe 500 metres, or one kilometer, they have started using (the metro).'
He added that they were concentrating on feeder bus services, already existing at nine stations.
'If we can see how better feeder service we can provide and so that people from the nearby areas can come easily to the Metro and seamlessly to the Metro station and make the longer journey on the Metro,' he said.
However, with the PMPML itself struggling with a lack of buses, he said the job was that much more difficult.
Sonawane did not provide a deadline for when an increase in daily ridership figures could be expected.
Reducing the gap between trains from 7 minutes to 6 minutes during peak hours and 10 minutes to 8 minutes during non-peak hours to boost ridership is a move that the Metro is looking to implement in the next two months, said Sonawane.

Pune Metro sees 24% boost in ridership in July
The Pune Metro has seen a 24% increase in average daily rides in the month of July, as compared to the average daily rides of the previous 10 months. From September 2024 to June 2025 the metro had 1,54,652 average daily rides. This number jumped up to 1,92,204 average daily rides in the month of July. Signs of increase were seen in the month of June itself, with the month recording 1,74,702 average daily rides. From September 2024 to May 2025, average daily rides on the two metro lines ranged from 1.44 lakh to 1.60 lakh. June was the first time the average daily rides breached the 1.7 lakh mark and in July, the figure further shot up to over 1.92 lakh. The Aqua Line (Vanaz-Ramwadi) had the larger share of passengers at over 1.08 lakh average daily rides in June, while the Purple Line (PCMC-Swargate) had 83,459 average daily rides. Dr Hemant Sonawane, Executive Director (Administration & Public Relations) at Maha Metro, said, 'Full 33 kms are operational now and we are increasing multimodal integration as well. Due to the monsoon season, people are using their two wheelers less and opting to use the metro. A culmination of these factors might have led to the increase in ridership.' Sonawane also assured that the train frequency will be increased to six minutes from the current seven minutes during peak hours within the next three to four months. This reduction will be the first step towards increasing the frequency to five minutes in the future. Even with the increased ridership, the Pune Metro is nowhere close to the daily rides estimated in the system's Detailed Project Report. Shahid Khudiram grunts under terminal Kavi Subhash's load
1 2 3 4 Kolkata: The Shahid Khudiram Metro station has unexpectedly become prominent as the new southern terminus of the North-South corridor (Blue Line), following recent developments. Despite its new status and the transfer of additional Metro staff, it is still ill-equipped for its enhanced role, according to stationed personnel. For instance, the station operates with only three security guards, with one now indisposed. The remaining two must manage multiple responsibilities, including passenger guidance, assistance with smart card machines, QR-coded ticket verification, and providing transport information. The morning shift runs from 6 am to 2.30 pm, followed by a gap till 4 pm when the next guard's shift begins, ending at midnight. During the interim period, a sweeper temporarily assumes security duties. The Blue Line, stretching 32 km from Kavi Subhash to Dakshineswar along the city's north-south axis, has been essential to Kolkata's transport system since its inception in Oct 1984, with subsequent expansions. The elevated Shahid Khudiram station began operations alongside Kavi Subhash terminal on Mahalaya on October 7, 2010, marking the Blue Line's final southern extension, which now serves approximately 6 lakh passengers daily. Mock drill checks Delhis preparedness for earthquake, industrial accidents
Agency: PTI Last Updated: New Delhi, Aug 1 (PTI) A field-level, multi-agency disaster management mock drill was carried out at 55 locations across Delhi and some NCR districts on Friday to assess response preparedness in case of earthquake or industrial accidents. The exercise began with the triggering of a simulated earthquake scenario at 9.03 am, followed by mock chemical leaks in industrial and transport zones in all the 11 districts of the national capital. The chief executive officer of Delhi Disaster Management Authority (DDMA), Krishan Kumar, told PTI that it was a 'well-planned" exercise at 55 locations across Delhi besides two districts in Uttar Pradesh and five in Haryana. 'The mock drill involved a simulated earthquake and creation of industrial disaster scenarios. It went on smoothly at all the locations. There was feedback of some gaps," Kumar said, pointing to the vastness of Delhi at geographic and demographic levels. He said a 'major issue" related to earthquake was that some part of Delhi lied on a ridge and some in the Yamuna floodplains that are highly critical zones requiring an enhanced level of preparation. 'Preparedness is the only way to save lives from disasters," he noted The feedback collected through after action reports will help in updating the state and district-level disaster plans, Kumar said. The National Disaster Management Authority (NDMA), in collaboration with the Indian Army and the governments of Delhi, Haryana and Uttar Pradesh held an 'Exercise Suraksha Chakra' earlier this week that culminated with the field-level mock drill on Friday. The exercise was conducted at 55 locations, including hospitals, schools, Metro stations, and power plants, among others. More than 20 departments, including Delhi Police, fire services, health, revenue, education, MCD, civil defence, Home Guards, RWAs, schools, Metro staff, and market associations were involved in the process. In Delhi, the mock drill was focused on validating the Incident Response System (IRS) at state, district, and site levels to test the state emergency operations centre (SEOC) activation and inter-agency coordination protocols, assessing readiness of emergency medical services, fire response units, and chemical leak protocols, the DDMA said. It also aimed to test and improve preparedness of the response mechanism, communication systems and coordination between various local authorities and emergency services in the event of a high-magnitude earthquake followed by chemical disaster, it said. During the exercise, the chemical disaster response was simulated at industrial clusters and godowns in selected locations across West, North-East, and South-West Delhi districts. The emergency operations centre of the DDMA remained operational throughout the mock drill. receiving live updates, media reports, and coordinating with all 11 district-level emergency operation centres. Field reports and situation assessments were received in real-time via webcasting, mobile teams, and control room coordination, it said. Brigadier B S Thakar, nodal officer from the NDMA for the mock exercise, emphasised the importance of such exercises in preparing for potential disasters. A brain storming session and debriefing with all the stakeholders was held to draw out the lessons from the mock drill. The DDMA will now collect detailed after action reports from the district magistrates and the departments to identify the gaps identified in infrastructure, IRS activation, public messaging, and inter-agency coordination, a statement said.
