BWSSB, Bescom to help BBMP in acting against building bylaw violators
BENGALURU: BWSSB and Bescom together are set to crack the whip against building bylaw violators and support BBMP in disciplining such property owners.
After the Babusab building collapse in which nine persons were killed on October 22, 2024, the Lokayukta had directed the agencies to disconnect power and sewage connections to under-construction buildings with severe violations.
'The tragedy in North Bengaluru that took nine lives last October led to Bescom issuing a circular on November 28, 2024 to disconnect power, both temporary and permanent, to a building in violation after a seven-day notice by the municipality. This order barely took root despite a strict mandate to local officials,' said Rajagopalan R, Convenor, Bengaluru Coalition.
The Supreme Court has also passed an order with 12 specific directions to chief secretaries of all states and registrars of all high courts, making it clear that no utility services should be provided without Completion and Occupancy certificates.
'Any official who does not promptly comply with the SC order will be held in contempt and prosecuted as per local law. The Bescom after several requests finally issued a circular on 4/4/25, mandating the Commencement Certificate and Occupancy Certificate (CC/OC) requirements for service connection and also directed local offices to promptly comply with BBMP requests,' Rajagopalan said.
A top BWSSB official said it will also issue a similar circular mandating CC/OC from BBMP for water and sewage connections. 'BBMP has to crack the whip on buildings with setback violations and those which have unauthorised floors that are against BBMP Act 2020. In many cases, the building has no plan sanction and they just come up. If BBMP gives a notice and asks us to disconnect connections, we will do it. In case BBMP also fails to do so, before giving connections, we will ask the owners to produce the CC/OC,' said a senior BWSSB official.

BENGALURU : The Karnataka State Pollution Control Board (KSPCB) has issued a strict directive mandating that before granting plan approval (CC) and occupancy certificate (OC) for multi-storey residential complexes, prior approval and consent from the board must be confirmed. If these clearances are not obtained and the Bruhat Bengaluru Mahanagara Palike ( BBMP ) still issues CC and OC, the responsibility will rest entirely with the BBMP. Responding to a letter from BBMP seeking clarification, KSPCB's Member Secretary on May 30 outlined the rules requiring prior consent for establishment (CFE) and consent for operation (CFO) from the board before any such approvals can be issued for multi-storey buildings. Since 2015, it has been mandatory for KSPCB to verify compliance with the Water Act, Air Act, and other environmental protection laws before construction begins. This specifically applies to buildings with over 120 flats within the Bangalore Water Supply and Sewerage Board (BWSSB) limits. According to sources, this rule aims to prevent construction on lake beds, stormwater canals, and sensitive ecological areas. Projects must allocate space for sewage treatment plants (STPs) and waste management units before seeking approval. Seeking KSPCB consent after construction will not be accepted. BBMP has been strongly advised to ensure prior environmental clearance before granting approvals.

Bengaluru apartment fined Rs one lakh for letting sewage into SWD
BENGALURU: Bruhat Bengaluru Mahanagara Palike (BBMP) Chief Commissioner Maheshwar Rao on Tuesday imposed a penalty of Rs 1 lakh on the Srinivasa Residential Complex in Sarjapura for directly discharging raw sewage into a stormwater drain. During an inspection, Rao also directed Mahadevapura zone officials to conduct an immediate drone survey to check encroachments on stormwater drains. 'Instructions have been issued to undertake proper desilting of stormwater drains in Mahadevapura. I have also directed the officials to monitor encroachments and assess the condition of drains,' he said. Officials have been asked to resolve pending land acquisition issues related to the development of a service road along Sarjapur Main Road, where road widening has already been completed. At Iblur Junction, he reviewed ongoing issues, including pedestrian walkways. He directed officials to persuade landowners along the service road to cooperate with the land acquisition process and expedite the development work.

Use cold mix to quick fix potholes: BBMP Chief
BENGALURU: Bruhat Bengaluru Mahanagara Palike (BBMP) Administrator Tushar Girinath has instructed civic agencies to promptly fill potholes in the city with cold mix and eco-fix materials. At a meeting with officials on Tuesday, Girinath emphasised the need for swift action in tackling the menace of potholes, especially during the rainy season. 'In the eight BBMP zones, local contractors must be engaged to procure asphalt and complete the pothole-filling work promptly. Daily reports on the progress of pothole-filling work must be submitted,' he said. Informing that road asphalting projects worth Rs 690 crore are currently under way within BBMP limits, Girinath instructed officials to ensure that the work is completed without any delay. On flooding that proved to be the Achilles' heel of the Palike, he said during the monsoon, waterlogging is expected at 82 key locations. 'Steps must be taken to prevent water accumulation on roads, and ensure smooth flow of rainwater into side drains,' he said.
