Probe link between Noida officials and landowners, says SC
Synopsis The Supreme Court has mandated a preliminary investigation into potential collusion between Noida officials and landowners concerning land acquisition payouts. This action follows a resumed hearing regarding inflated compensation to ineligible landowners. A special investigation team (SIT) consisting of three IPS officers will probe irregularities, examining financial trails and asset acquisitions to ascertain any collusion. The Supreme Court on Wednesday ordered a preliminary inquiry into an alleged collusion between Noida officials and landowners on land acquisition payouts. The development took place during the resumed hearing of a case linked to alleged inflated compensation to ineligible landowners.
ADVERTISEMENT A bench comprising justice Surya Kant and justice Joymalya Bagchi ordered the constitution of a special investigation team comprising three IPS officers to probe irregularities in the land acquisition payouts.
The bench ordered an inquiry after perusing a report of an SIT - set up earlier - which flagged shortcomings in the functioning of Noida Authority. The court said that no new building projects should be taken up in Noida without environment impact assessment (EIA) clearance and permission from the green bench of the Supreme Court, which hears cases related to the environment.
The new three-member SIT will replace the earlier one and will work on a new mandate.
ON financial trail The previous SIT's findings pointed out excessive payments in 20 cases and said some Noida officials were suspected of involvement. The new SIT has been asked to examine financial trails, including bank accounts of officials, their families and landowners, as well as assets acquired during the period in question, to ascertain collusion.

Supreme Court reserves interim order on stray dogs
A three-judge bench of the Supreme Court on Thursday reserved its interim order on the issue of managing the stray dog population in the National Capital Region. The court's intervention comes just days after a two-judge bench initiated suo motu proceedings and ordered relocation of strays from the streets to dedicated shelters. 'Everyone who has come to intervene must take responsibility,' Justice Vikram Nath orally observed. The bench headed by Justice Nath, which also comprises Justices Sandeep Mehta and N V Anjaria, directed all intervenors to file affidavits with supporting evidence. A host of senior advocates, including Kapil Sibal, Abhishek Manu Singhvi and Sidharth Luthra, appeared on behalf of animal rights organisations and individuals in support of stray dogs and sought a stay on the two-judge bench order of August 11. Solicitor General Tushar Mehta, who appeared for the government, argued in favour of relocating stray dogs to shelters. 'Sterilisation does not stop rabies. Even if you immunise that does not stop mutilation of children,' he argued. 'There is a vocal minority view against a silent majority view,' he added. Mehta said that while the 2023 Animal Birth Control (ABC) Rules exist, they are inadequate and the SC must intervene to address the issue. The 2023 ABC Rules deal with the management of the stray dog and cat population. The Rules, which reclassify them as 'community animals', include provisions for community animal feeding and specify that stray dogs cannot be displaced from their regular place of habitation. However, the apex court order on August 11 had specifically directed that the strays should not be brought back to their habitat after sterilisation. Chief Justice of India B R Gavai had on Wednesday re-assigned the suo motu case taken up by a bench headed by Justice J B Pardiwala to the three-judge bench headed by Justice Nath.

3 from Delhi Police get President's Medal for Distinguished Service
On the eve of the 79th Independence Day, three Delhi Police officers were on Thursday conferred the President's Medal for Distinguished Service (PSM) while 15 were honoured with Medal for Meritorious Service (MSM). Those conferred PSM included IPS officers Garima Bhatnagar and Dr Sagar Preet Hooda, as well as Delhi Police Sub-Inspector Satender Yadav. Bhatnagar, a 1994-batch AGMUT cadre officer, has served in multiple leadership positions and spearheaded technology-driven reforms in investigation and other policing domains. She was also recognised for her contributions during her tenure at the UN Police Division. Hooda, a 1997-batch AGMUT cadre officer, has held key positions in Delhi, Chandigarh, and Arunachal Pradesh. He is credited with initiatives such as the 'Parivartan' programme to curb sexual offences in Delhi and handling sensitive law-and-order situations, including G20 Summit arrangements and the farmers' protest at the Delhi-UP border. SI Satender Yadav, who joined the force in 1995, has been lauded for his role in neutralising terrorists and apprehending militants linked to banned outfits, such as Al-Qaeda, LeT, JeM and Hizb-ul-Mujahideen. He also participated in the Batla House encounter and was earlier awarded the Police Medal for Gallantry in 2015. Those honoured with MSM included DCP Anyesh Roy; ACPs Virender Singh Sajwan, Vijay Kumar Vats, Suraj Bhan, and Gurkirat Kohli; inspectors Sunita, Anil Kumar, Pavitar Singh, and Sapna Gedam; assistant sub-inspectors Asipal Singh and Bhawna Aggarwal; as well as sub-inspectors Raghunath Pavoor, Sumela Rawat, Krishan Kumar, and Santosh Devi.

Haryana Police IGP, CP to get prez's medal for distinguished service
Two Haryana IPS officers and 11 state police personnel were selected for President's medal for distinguished service and medal for meritorious service respectively on the occasion of Independence Day. Kabiraj is at present posted as commissioner of police, Panchkula while Singh is posted as inspector general of police, state vigilance and anti-corruption bureau. As per an announcement made by the Union Ministry of Home Affairs (MHA), a 1999 batch IPS officer, Sibash Kabiraj and a 2007 batch IPS officer, Kuldeep Singh were selected by the MHA for President's medal for distinguished service. Kabiraj is at present posted as commissioner of police, Panchkula while Singh is posted as inspector general of police, state vigilance and anti-corruption bureau. As many as 11 police personnel were selected for the police medal for meritorious service. These are inspector Rishi Pal posted as in-charge, economic cell, Ambala; deputy superintendent of police (DSP) Rajesh Kumar posted as assistant commissioner of police, Faridabad.
