Sadiq Khan's plan to increase the congestion charge in London - and rope in the capital's electric car owners and new residents - will cost motorists £80million a year.
From January, drivers looking to drive into the charging area - which runs from Mayfair to Tower Bridge east to west and from Euston Road in the north to Vauxhall in the south - will pay £18 a day, up from £15.
And for the first time, electric vehicle (EV) owners will be liable to pay the fee for entering the zone - with what looks to be a meagre 25 per cent discount.
Transport for London now admits that the changes to the charge - the first since 2020 - will likely generate an extra £80million a year.
Mr Khan, who is chair of TfL, is now facing accusations of trying to bleed drivers dry - and comes at a time when electric vehicle uptake is below the Government target, and needs all the help it can get.
But business leaders have also sounded the alarm over the fact that tradespeople are bearing the brunt of the new changes, which are set to take effect from 2026.
Electric vans and lorries used by tradespeople and delivery firms will also be liable for the congestion charge, albeit at a 50 per cent reduced cost.
Tiny electric city cruisers like the Citroen Ami - a favourite of estate agents - will also be liable for a half-price charge despite being a fraction of the size of a normal car.
Petrol-powered motor tricycles and motorbikes - including the mopeds used by the capital's army of delivery drivers - will remain exempt, however.
And from March 2027, anyone moving into the charging zone with a non-electric car will find themselves paying the full amount to drive in their own neighbourhood.
Keith Prince AM, transport spokesman for City Hall Conservatives, said: 'The Mayor insists that EVs are the future, but is planning to gut the incentive for most people to make the transition with these proposals, pulling the rug from under drivers.
'To then penalise residents for not adopting EVs is not only wilfully inconsistent, but also shows the lengths the Mayor is prepared to go to in order to bleed Londoners dry, just for the sake of their cash.'
In the last two years, the Mayor has overseen the expansion of the capital's Ultra Low Emission Zone (ULEZ) - prompting protests and widespread vandalism of cameras - and imposed tolls in the Silvertown and Blackwall tunnels, charging car drivers £4 at peak times.
The former brought in £226million of revenue in its first year, while the latter is thought to have scared off some 5,000 drivers, per TfL statistics.
Under the new regime, the cost of driving an older car in the capital would be an eye-watering £30.50 a day. Someone driving into the capital for 253 days each year - the average number of annual work days - would pay £759 more than in 2025.
TfL's internal projections suggest that removing the EV exemption will generate up to £75million more a year. If electric vehicles do not receive the proposed 25 and 50 per cent reductions, that could rise to a staggering £83million annually.
The 20 per cent hike will add an additional £40-£50m to the body's coffers over the next five years - as TfL is also scheming to hike the charge annually from now on.
As a whole, City Hall's coffers will grow by around £80million each year with the changes to the congestion scheme - all in the name of getting people to ditch their cars and squeeze onto the capital's overheating trains, Tubes and buses.
The figures were first reported by Auto Express magazine, which obtained the data following a Freedom of Information request to TfL.
An AA spokesman told the publication it was 'bitterly disappointed that TfL is now picking on EV drivers', particularly at a time when the Government is trying to encourage anxious Brits into making the switch to electric.
They added: '(The) incentive to get more people into zero emissions vehicles has now been swallowed up in a general cash grab.'
TfL claims - referencing an Inrix report published earlier this year - that congestion cost the capital £3.85billion, with drivers crawling in traffic for 101 hours each year.
But business owners have said the charges will ultimately have to be passed on to customers - with others suggesting they could give London a miss altogether instead.
Samuel Mather-Holgate, of Swindon-based Mather and Murray Financial, told the Daily Mail: 'We see clients in the capital on a regular basis and the only way to realistically do this is drive.
'Our railways are creaking at the seams and paying top dollar for a standing room only train from Paddington is not value for money.
'Increasing the congestion charge is going to keep people out of London - not drive people on to public transport.'
David Tucker, boss of a recycling firm with 55 trucks travelling through the charging zone, told the Telegraph ULEZ and the congestion charge already cost his firm £300,000 a year.
Mr Khan has already overseen the expansion of London's much-derided ULEZ and tolls in the Blackwall and new Silvertown tunnels
He added: 'We already had to buy new trucks at massive, massive costs. It's no picnic, this business. It's very unfair. TfL, they are absolutely destroying London.'
Transport for London is set to make more from drivers from March 2027 - when anyone moving into the charging zone with a non-electric car will no longer be eligible for the 90 per cent discount offered to local residents.
TfL launched its consultation on the changes in May this year. It is now closed, with the transport body still finalising its planned changes to the congestion charge.
A spokesperson said failing to update the congestion charging scheme would see an extra 2,200 cars in London every day.
They added: 'Under these proposals, we are also proposing a new cleaner vehicle discount for those who do need to drive in the zone so they would still be able to benefit from a discount if they drive an electric vehicle.
'(There is) a greater reduction for journeys that are harder to switch to walking, cycling and public transport, such as those made by vans for commercial purposes.
'Central London is one of the best-connected places in the world with high quality sustainable transport options.'

Nicola Sturgeon has said opponents of her self-ID gender policy have laughed at her miscarriage and said they want her to be 'raped in a toilet' on social media. The former first minister accused self-professed feminists of having 'vilified' her this week, as she released her memoir, despite them claiming to stand up for women's rights. She was forced to deny claims she was responsible for a free speech row over whether critics of her gender policy were being censored, saying she 'does not believe' in cancel culture. The row erupted after an Edinburgh Fringe arts venue indicated that Kate Forbes, the deputy first minister, would not be invited to speak at future events because of her views on trans rights. Summerhall Arts issued an apology to performers for its 'oversight' in allowing Ms Forbes, a devout Christian, to be interviewed on stage last week. Several artists at the venue are performing shows with gay or transgender themes, and some set up a 'safe room' because they claimed to have been 'terrified' while the 5ft 2in-tall politician was in the building, the Daily Mail reported. It also emerged that the National Library of Scotland (NLS) had removed a gender-critical book from an exhibition after staff complained. The library removed The Women Who Wouldn't Wheesht, a collection of essays by feminists, including JK Rowling, about their fight against Ms Sturgeon's gender self-ID laws. The book was selected to be included in an exhibition celebrating the library's centenary but was removed following complaints that it was 'hate speech'. However, it was still available to read in the library. Stephen Kerr, a Scottish Tory MSP, wrote to Angus Robertson, the Scottish culture secretary, arguing that public bodies that fail to protect freedom of speech should have their funding withheld. In his letter, Mr Kerr asked Mr Robertson to 'seek full and transparent explanations' from Summerhall Arts and NLS about their conduct and to make a 'clear public statement ... that freedom of speech and expression are non-negotiable where public funding is concerned.' He urged the culture secretary to 'require that future funding arrangements include explicit, enforceable commitments to uphold these freedoms in practice, and that breaches will have consequences'. Ms Sturgeon's controversial Gender Recognition Reform (GRR) Bill would have allowed Scots to change legal gender by simply signing a declaration, with no medical diagnosis. The legislation was passed at Holyrood, with Ms Sturgeon arguing that some of its opponents were transphobic, 'deeply misogynist, often homophobic, possibly some of them racist as well'. However, it was vetoed by the UK Government over concerns it undermined women's safe spaces. 'Toxic' trans debate In a sold-out interview with broadcaster Kirsty Wark at Edinburgh Book Festival, Ms Sturgeon described the debate around trans issues as 'toxic on both sides'. Highlighting comments made on social media this week, she said: 'There are people who call themselves feminists, standing up for women's rights, saying things about me such as when I described my miscarriage experience the other day 'I haven't laughed as much in years', accusing me of making it up, people saying they hope I am raped in a toilet.' The former SNP leader has recounted the miscarriage she had aged 40 in 2010 as part of events and interviews to publicise her memoir in recent days. She said she was 'heartbroken' about the loss. In the book, named Frankly, she admitted that she 'should have hit the pause button' on the controversial legislation to allow trans people to self-identify. Reflecting on the row over the policy in her interview with Ms Wark, Ms Sturgeon insisted that not all opponents of gender reform are either transphobic or homophobic, but claimed the issue of trans rights 'has been hijacked and weaponised by people that are transphobic and homophobic'. She said she was 'worried' that if she paused the gender reforms at Holyrood, this would have seen her 'give in to that', but admitted that that 'might have been wrong'. 'I don't believe in cancel culture' Asked if her change of heart on the bill merited an apology to the people who say they were 'vilified' for wanting it paused, Ms Sturgeon said: 'People on both sides of this debate are vilified. 'I've been vilified and received some awful abuse, nothing like the abuse trans people are getting right now.' Pressed later for her response to the free speech rows, Ms Sturgeon said: 'I don't believe in cancel culture and I don't agree with that.' She also refused to take responsibility for the decision made by Summerhall Arts. The Fringe venue was awarded £608,302 of public money from Scottish Government quango Creative Scotland in January. In his letter to the culture secretary, Mr Kerr asked for an audit to be conducted to ascertain how much public money had been given to organisations that have restricted freedom of expression. Mr Robertson told the Herald that the Scottish Government was fully committed to freedom of speech in the arts but added: 'For very good reasons, funding to our major cultural and festival events takes place at arm's length.' The Summerhall venue said: 'This event was booked as a series of long-form interviews prior to the guest list being confirmed. 'Summerhall Arts' primary concern is the safety and wellbeing of the artists and performers we work with, and going forward we will be developing robust, proactive inclusion and wellbeing policies that would prevent this oversight in our bookings process happening again.'

A senior executive at Salford Red Devils has quit and accused the club's ownership of suggesting she 'sleep with someone' at the Rugby Football League. The troubled Super League side have launched a 'thorough internal investigation' into allegations made by Claire Bradbury after she resigned as chief operating officer on Tuesday. Bradbury made the claims in a post on networking site LinkedIn on Thursday in which she also said her colleagues had been left working in 'impossible' conditions and the 'club's soul was being ripped out'. 'It's important to share something more personal, as a senior woman in business,' wrote Bradbury, who quit less than a year after joining from Premiership rugby side Sale Sharks. 'Misogynistic, inappropriate language from the ownership suggesting I sleep with an individual at the RFL to 'smooth things over' is not acceptable. 'At the time I stayed quiet because I wanted the club to succeed. I'm disappointed in myself that I didn't stand up to it then, so I'm voicing it now as it should be heard for the integrity and evolution of rugby league, and for all women who work in sport.' Salford said in response: 'It has been alleged by a former member of the Salford Red Devils staff, who departed the club on 12 August 2025, that she was subjected to inappropriate verbal conduct by the owners of the club. 'Salford Red Devils unequivocally condemns any and all forms of inappropriate language and behaviour. We treat such allegations with the utmost seriousness and are committed to ensuring that our club environment remains respectful, professional, and safe for all members of staff. 'In response to these allegations, we will be conducting a thorough internal investigation. We are determined to establish the facts and take any necessary action to address the situation. We will provide a detailed report of our findings as soon as the investigation is concluded.' An RFL spokesperson said: 'Any language and suggestion of this kind is clearly offensive and unacceptable.' Club in crisis, on and off pitch Salford, who were taken over by a consortium just before the start of the season, are rock bottom of the Super League after a number of financial problems led to the vast majority of their senior players leaving. Five players make their debuts in the 80-6 thrashing at Hull FC on Sunday, with some of the squad meeting for the first time on the bus to the game. Salford's owners issued a statement the following day, insisting the club would not close. In her statement on Linkedin, Bradbury added: 'It is heartbreaking, but I cannot continue in a role where, in my view, the foundations needed for professional success are not in place, and where trust between leadership and staff has been eroded.' Following her post, a supporters' group – The 1873 – called off a meeting with the club's ownership. It has instead invited 'all rugby league fans to stand with us' at a 'peaceful protest march' before Sunday's fixture with Wakefield Trinity.

A LABOUR minister has been accused of misleading Parliament over secret plans for China's mega-embassy in London. Tory chairman Kevin Hollinrake has written to Housing Minister Matthew Pennycook after it emerged key building drawings for the Royal Mint Court site were hidden from view. 4 4 Mr Pennycook told Parliament 'all inquiry documents for this case are publicly available on Tower Hamlets website'. But a Government letter sent on August 6 admits some designs are 'redacted for security reasons' and asks the Chinese to 'consider' handing over the unedited versions. Mr Hollinrake told him: 'This directly contradicts the letter of 6 August… "You cannot claim that you did not know about the redacted plans.' Concerns have previously been raised about the plans, including unmarked basement rooms, a tunnel, airlocks and vertical access between buildings. In his letter, Mr Hollinrake warned this underground zone 'will undeniably be used for intelligence work… [and] could be used for the abduction, intimidation or torture of anti-Chinese dissidents living in the United Kingdom.' Ms Rayner has given the embassy until next week to justify the redactions. The final decision on the 20,000 sq metre site - which would be China's largest embassy in Europe - sits with the Deputy PM and is due by September 9. Human rights groups including Amnesty International and the China Dissent Network have said Chinese embassies have previously been used to monitor, intimidate and silence dissidents abroad. 4 4
