
Haryana govt says Punjab CM's claim 'false', will approach SC amid water row
CHANDIGARH: Amid an escalating row with Punjab over the sharing of water, the Haryana government on Friday announced its decision to approach the Supreme Court over the matter.
Haryana Irrigation and Water Resources Minister Shruti Choudhry said that the process to move the Supreme Court has already been initiated. "If this issue is not resolved, we will approach the Supreme Court. We have complete records and data on Haryana's water receipt, and all relevant facts will be presented before the court."
"It is unprecedented that Punjab is withholding the legitimate share of water of Haryana from the Bhakra Dam. This water belongs and is controlled by the Bhakra Beas Management Board (BBMB), not Punjab, which allocates water based on the needs of the concerned partner states. This process has been followed for years,' she said.
Choudhry asked why Punjab Chief Minister Bhagwant Mann had not raised this issue in previous years when drinking water was allocated to Haryana as per the allocations. "The Punjab Chief Minister's claim that Haryana has utilized 103 percent of its allocated water is entirely false. Such misinformation appears to be politically driven, possibly due to their recent electoral defeat in Delhi," she said.
She said that during the shutdown of the Bhakra canal system, Haryana had requested the release of 4000 cusecs of water to meet its drinking water needs and to ensure equitable distribution to partner states, including Delhi and Rajasthan, as no water was being received from the Yamuna through the Western Jamuna Canal (WJC). However, Punjab released only 3000 cusecs, which included Delhi's share of 1049 cusecs. Given the critical drinking water situation, Haryana reiterated its demand for 4000 cusecs.
Subsequently, in the Technical Committee Meeting (TCM) held on April 23, it was agreed that 8500 cusecs of water would be allocated to Haryana from April 24 to May 1 under the Haryana Contact Point for distribution to partner states. Despite the consensus, Punjab did not issue the necessary demand letter to the BBMB, resulting in water shortages in Haryana.

Mosques cut down on loudspeakers' decibel levels
Azaan, or the Islamic call to prayers, lasts for a few minutes. However, the use of loudspeakers for azaan by mosques has been in the crosshairs of some members of other faiths for a long time. The controversy keeps hitting the headlines, with courts, the Supreme Court, and different high courts laying down guidelines for the use of loudspeakers for religious functions and ordering penalties for violation of the rules. As the latest round of controversy over loudspeakers in mosques rages, several mosques in the city and suburbs have voluntarily brought down the decibel levels to the permissible limit. According to the Central Pollution Control Board (CPCB), the permissible noise levels in residential areas are 55 decibels for daytime and 45 decibels for the night. Much before BJP functionary and ex-MP Kirit Somaiya took it up and allegedly put pressure on the police stations to remove loudspeakers from mosques, in 2022, MNS chief Raj Thackeray aggressively opposed the use of loudspeakers for azaan. Jama Masjid Al Shams at Mira was among the first mosques in the Mumbai Metropolitan Region (MMR) to install the machine to keep the decibel levels of its loudspeakers under the permissible limit. "The machine hardly costs around Rs 1500. Our Masjid trust's office has kept the records of the decibel level of every azaan since the day we installed it in 2022. We were the first to follow the guidelines of the Supreme Court about the noise level. Many other mosques replicated the practice," informs Syed Muzaffar Husain, chief trustee of the Jama Masjid Al Shams and former MLC. Those opposing loudspeakers at religious places cite the January 2025 verdict of the Bombay High Court, which graded the punishment for violation of the guidelines. It mandated the cops to act against the violation in three stages: warning, penalty (Rs 5000 per day), and seizure of the loudspeakers. "Just the other day, the local police visited our mosque and asked us to remove the loudspeakers. We have told them we will follow the guidelines and are soon to set the decibel level to the permissible limit," says Abul Hassan Khan, trustee of Masjid Ajmeri and Madrasa Ali Hassan Ahle Sunnat at Sakinaka. It was at another meeting in Sakinaka again where former minister Arif Naseem Khan announced that a legal team headed by senior counsel Yusuf Muchchala will challenge the state Additional Director General of Police (ADGP) May 11, 2025, circular, which demands religious places to submit property cards and proof of the structures' registration with the Waqf board or charity commission while seeking permission to use the loudspeakers. Neither the Supreme Court nor the Bombay High Court has put this condition in its guidelines for granting permission for loudspeakers. Many have cautioned against the politicisation of the loudspeakers' issue and suggested pragmatism. Shoaib Khatib, trustee of the iconic Jama Masjid of Bombay near Crawford Market, says his mosque follows the permitted decibel level for its loudspeakers. "In any case, loudspeakers are used only for azaan four times a day as there is no use of loudspeakers between 10 pm and 6 am, and the morning azaan is given without the use of a loudspeaker," says Khatib. Businessman V R Sharif is against the use of loudspeakers. "I have told many mosque managements to avoid using loudspeakers, which are a nuisance. Today, everybody carries a mobile phone, which can be used to set the alarm for azaan. We live in a diverse society, and we should not do something which disturbs the peace of our neighbours," suggests Sharif. General Secretary of Mumbai Congress Asif Farooqui slams the tendency to add to the noise. "Everybody knows that loudspeakers add to noise pollution. Nowhere is it written that our prayers will not be accepted if azaan is not amplified through loudspeakers. Assam rights org urge Shah to sort NRC issue
1 2 Silchar: The Citizens Rights Preservation Committee (CRPC), an Assam-based social organization, appealed to Union home minister Amit Shah on Saturday to intervene in the long-pending NRC issue in the state. The committee urged for immediate legal and administrative measures to address the dire situation of nearly 19 lakh people, who have been excluded from the final NRC list published on August 31, 2019. In a memorandum, submitted to the ministry of home affairs, CRPC secretary general Sadhan Purkayastha and secretary Ali Raja Osmani expressed serious concern over what they termed "prolonged administrative inaction." Furthermore, the CRPC raised alarm over recent incidents, where Indian citizens were allegedly branded as Bangladeshi nationals and "pushed back" across the border. The group termed these acts "unconstitutional" and warned that deporting individuals, with pending cases in high courts or Supreme Court could amount to contempt of court. "Almost six years later, the Registrar General of India is yet to officially notify the final NRC list and the excluded individuals have not received certified copies of their exclusion — a prerequisite for filing appeals," said Purkayastha. The organization also raised the critical issue of Aadhaar cards being denied to over 27 lakh individuals whose biometric data was withheld during the NRC process. "This has left lakhs without access to basic services and entitlements," Purkayastha added. Recent reports indicate that the Assam government has linked Aadhaar applications to NRC status, further complicating matters for those excluded or who did not apply for NRC. In its memorandum, the CRPC put forth several demands, including immediate distribution of national identity cards to those included in NRC, issuance of Aadhaar cards to individuals who submitted biometric data and a fresh, transparent and just process to review and potentially include the 19 lakh excluded names. State forms panels to prepare district-wise forest land reports and GIS maps
Pune: State govt on Tuesday constituted three committees to form a comprehensive and detailed district-wise report of Maharashtra's forest land, alongside the creation of GIS-based digital maps utilised in mining clearances. The decision follows the Supreme Court's March order mandating all states and Union Territories to form an expert committee to constitute the report as directed under Rule 16 of the Van (Sanrakshan Evam Samvardhan) Rules, 2023. The SC had also emphasised adherence to a 2011 order, mandating state govts to create and regularly update GIS-based district-wise forest land maps, including wildlife corridors and protected areas, for use in cases involving forest land diversion. As per Rule 16 of the Van (Sanrakshan Evam Samvardhan) Rules, 2023, state govts, within one year, were to prepare a consolidated record of such lands, on which the provisions of the Forest Conservation (Amendment) Act, 2023, applied. It encompassed forest-like areas identified by expert committees, unclassified forest lands and community forest lands.
