Public education on medicine price transparency will persist despite judicial review by doctors, says health minister
In this case, Dzulkefly said the ministry supports the right to pursue judicial review, but advocacy efforts must continue while the legal process takes its course.
'As a minister, I welcome and respect the judicial process. We were also previously subjected to judicial review under the Medicines (Price Control) Act 852.
'As such, I support the idea of allowing the process to proceed. In the meantime, our educational and advocacy efforts must continue. We cannot afford to pause just because a judicial review is underway,' he told reporters in a press conference after officiating the National Health Technology Assessment Conference 2025 here.
He explained that suspending all enforcement would create a gap, emphasising that the ministry's educational enforcement must continue until the court reaches a decision.
Yesterday, seven medical associations and a general practitioner from Sabah applied for a judicial review against a government directive requiring private clinics to display retail drug prices, arguing that the directive oversteps ministerial authority and may undermine professional medical practice.
The application was filed in the Kuala Lumpur High Court last Thursday by the Association of Private Practitioners, Sabah (APPS), the Malaysian Medical Association (MMA), the Malaysian Association for the Advancement of Functional and Interdisciplinary Medicine (Maafim), the Organisation of Malaysian Muslim Doctors (Perdim), the Federation of Private Medical Practitioners Associations Malaysia (FPMPAM), the Malaysian Private Dental Practitioners' Association (MPDPA), the Society of Private Medical Practitioners Sarawak (SPMPS) and Dr Saifulbahri Ahmad.
The applicants, who named Dzulkefly, Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali, and the federal government as respondents, argued that the Price Control and Anti-Profiteering (Price Marking for Drug) Order 2025 exceeds ministerial powers, as Section 10 of the Act does not cover medications administered during treatment under Section 19 of the Poisons Act 1952.
Gazetted on May 1, the Price Marking for Drug Order 2025 came into force with a three-month window before full enforcement begins on August 1.

Sexual transmission accounts for 96pct of new HIV cases in Malaysia
KUALA LUMPUR: Sexual transmission now accounts for nearly all new HIV cases in Malaysia, marking a significant shift from previous patterns of infection through needle sharing, the Dewan Rakyat was told. Health Minister Datuk Seri Dr Dzulkefly Ahmad said that in 2024, 96 per cent of new HIV infections were linked to sexual contact, with 64 per cent involving homosexual or bisexual transmission and 32 per cent through heterosexual transmission. "In 2024, a total of 3,185 new HIV cases were reported, with a notification rate of 9.4 per 100,000 population. "The majority of cases were among men, accounting for 90 per cent, compared to 10 per cent among women. "This trend marks a shift from the 1990s, when women made up only 1 per cent of cases and men 99 per cent," he said in a written parliamentary reply published today. He was responding to Tan Kok Wai (PH-Cheras), who enquired about the current status of HIV infections in the country, including the number of patients by age group and gender, as well as the main causes of transmission. Dzulkefly said 75 per cent of the cases reported last year involved youths aged between 20 and 39. "New HIV or AIDS infections in Malaysia generally recorded a 50 per cent decline between 2000 and 2009. "However, from 2010 until now, the rate of decline has slowed, registering only a 27 per cent reduction." In February, Dzulkefly said more than 60 per cent of HIV infections last year were transmitted through homosexual and bisexual relations. He said a key factor behind this increase in transmission is the inconsistent use of condoms, especially among high-risk groups.

Health Minister Datuk Seri Dr Dzulkefly Ahmad said social media influencers, or key opinion leaders, can play a crucial role in shaping public behaviour, and the ministry intends to leverage their influence to spread awareness of healthy lifestyles. 'We want our influencers to uphold the most important agenda, which is to promote healthy eating and lifestyles,' he told reporters yesterday, after moderating a dialogue on the National Health and Morbidity Survey (Nutrition) 2024 findings. The report revealed serious deficiencies in the population's dietary habits. Only 12.8% of adolescents and 17.1% of adults meet the minimum recommended intake of fruits and vegetables, while dairy consumption is extremely low, at just 2.9% among adolescents and a mere 0.7% among adults. At the same time, sugar consumption is excessive, with 63.1% of adolescents and 47.0% of adults exceeding the recommended intake, mainly due to sweetened beverages. Fat consumption also surpasses the advised 30% of daily energy intake across all age groups, and 75.9% of adults consume more salt than recommended. Dzulkefly said the government will begin with policies focused on food literacy and nutrition awareness and highlighted the importance of addressing supply-side issues to make healthy food more accessible. 'Ultimately, it's about ensuring that food suppliers, particularly manufacturers, help promote the idea that healthy food does not need to be expensive,' he said. Dzulkefly also revealed that the ministry is considering the introduction of a nutri-grade system, which would classify food items by nutritional value. 'When we introduce nutri-grade, we will know the category of food, from A, the best, to B, and so on, including those that cannot be advertised at all,' he said. He also suggested that products deemed unhealthy could be placed in special sections of supermarkets, similar to how non-halal items are currently separated, to increase consumer awareness.
