Mangaluru: Speaker UT Khader, who is also the MLA representing the Mangaluru constituency, wrote to PWD minister Satish Jarkiholi and the PWD principal secretary for immediate repairs of the roads that were damaged in his constituency following heavy rainfall.
In a letter to the minister and department principal secretary, Khader stated that the road stretch from Chembugudde to Kuthar, connecting Thokkotu, was laid three years ago. However, large portions of the surface of the road deteriorated, making it unfit for smooth vehicular movement. Khader demanded a probe into the damage to the road within three years and sought action against lapses.
Seeking immediate repairs to restore the road for public use, the speaker directed the department to initiate action in case of any lapses in the work.
"Conduct an investigation to find the reason for the deterioration of the road in my constituency. Take appropriate action if any lapses are found," Khader directed.
He said the PWD was upgrading the state highway from Thokkotu to Mudipu in Ullal taluk into a two-lane road. This stretch serves as a crucial link connecting several educational institutions, the Ullal taluk office, and multiple schools and colleges, he added.

Mumbai: Ahead of the assembly polls in November 2024, the state public works department (PWD) gave administrative approval for roads worth ₹64,000 crore, against its annual budgetary provision of ₹ ₹15,000 crore for state and district roads, sources in the department told Hindustan Times. The sharp spike in approvals has not only resulted in the outstanding dues to contractors swelling to ₹13,527 crore, it has also stopped the department from making fresh budgetary allocations for any new road works for at least the next three years, the sources mentioned. Representational image 'The average value of road projects approved ahead of the assembly polls was ₹350 crore per district, which is otherwise around ₹50 crore per district per year,' said a senior PWD official, requesting not to be identified. Most of the approved projects were in constituencies of around 200 legislators associated with the major parties in the Mahayuti alliance – BJP, Shiv Sena and NCP. 'Road projects were approved to woo legislators and ensure they remained loyal to the ruling Mahayuti alliance or enable them to get elected with the help of 'financial benefits' courtesy the road contracts,' the official quoted earlier said. The PWD's annual budget for 2024-25 was ₹27,000 crore, out of which ₹15,000 crore was to be ulitised for road construction while the remaining amount was meant for construction and maintenance of buildings. Following the approval of road projects worth ₹64,000 ahead of the polls, work worth ₹13,527 crore was completed, the bills for which are still pending with the department, said officials. 'Out of the total dues, ₹10,177 crore is for construction of state and district roads while the remaining amount is for roads constructed by the Maharashtra State Road Development Corporation and grants for national roads,' said a second official from the PWD department. Most of the approved road construction projects are now stuck midway as contractors' bills are pending, said officials. The government cannot clear the pending bills due to massive spending on the Ladki Bahin scheme, at ₹3,700 crore per year, the officials mentioned. Excessive approvals during the election year have also restricted the government from approving new roads or making any provisions in the budget for 2025-26 or the supplementary demands tabled in June, due to which the condition of existing roads would worsen, they added. 'As an exception, the state government allocated funds only for three state road projects this year,' said a finance department official. The projects pertained to roads worth ₹1,500 crore in Nashik for the upcoming Kumbh Mela, roads worth ₹600 crore in the Gadchiroli mining corridor, and roads worth ₹400 crore in Chandrapur. 'The finance department is in the process of releasing ₹10,000 crore against the outstanding bills,' the finance department official said. PWD minister Shivendra Raje Bhosale said, 'We have been making budgetary provisions in phases to clear the pending bills.' Apart from dues pertaining to the PWD's road contracts, the state government owes an additional ₹10,000 crore against bills for work undertaken by the rural development, water supply, and district planning departments. These and other departments had awarded contracts worth ₹35,000 crore ahead of the assembly polls, said officials. Milind Bhosale, president of the Maharashtra State Contractors Federation said road contracts awarded by the PWD and the rural development department in the election year were unprecedented. 'It is true that most of the projects have been abandoned midway, leaving the roads in bad condition,' Bhosale said, blaming the situation on outstanding bills and the lack of any payments since March this year. Nearly 400,000 government contractors across the state will stage a protest against the pending dues on August 19, he said.

"It slipped to 10th place in 1960 and 11th position between 1980 and 2014," he said, adding, situation changed in 2014 when PM Modi assumed office. "India bounced back to 7th position in 2017, 5th position in 2024, and in 2025 it is 4th biggest economy," he said. "This shows meaning of 'Vision document'," he said. Likewise, he said UP's contribution to national GDP went down from 14% in 1960-61 to just 8% in 2016-17. Yogi said per capita income, which was equivalent to the national average in 1947, plunged to one-third. "Exports were only Rs 84,000 crore and state was dependent on Central taxes (around 56%)," he said. He said state GSDP grew to Rs 13 lakh crore between 1947 and 2017. "But between 2017 and 2025 it has touched a mark of Rs 35 lakh crore," he said. Similarly, UP's contribution to national GDP has grown from 8% to 9.5%. Yogi said economic growth rate of UP was better than national average. The state's per capita income too grew from Rs 43,000 per annum to Rs 1.2 lakh. He said in centenary year of Independence, UP aims to take the PCI beyond the national average. Exports have grown from Rs 84,000 crore to 1.86 lakh crore, and the state budget has jumped from around 3 lakh crore to over Rs 8 lakh crore. He said state dependence on Central taxes reduced from 56% to 46%. "UP is no more BIMARU, but a revenue surplus state," Yogi said. Spelling out various measures initiated for the agricultural sector, Yogi said state accounted for only 10% of total cultivable land but contributed over 14% of the national need for foodgrains. Yogi slammed opposition for staking claim to development projects, saying UP was fast becoming an expressway state in past eight years and hosting 16 domestic and four international airports. He said from 1947 to 2017, power sector struggled with limited capacity and irregular supply, and total production capacity was only 12,000 MW, insufficient to meet needs of industry, agriculture, and domestic consumption, especially in rural areas where irrigation, education, and small industries were affected by no electricity. Govt is successfully meeting the demand that has more than doubled, he said. From 2017 to 2025, power generation capacity increased by 8,000 MW, due to which the total capacity has now increased to more than 20,000 MW.
