Nearly 400 commercial fishing deaths recorded in South Africa, says deputy minister

THE tragedy that befell 11 crew members of the 63-year-old vessel, MFV Lepanto when it capsized off Kommetjie last year and the incident involving its sister vessel, Armana, which went up in flames a few months later, were indictments of systems that must be fixed, says Deputy Transport Minister, Mkhuleko Hlengwa.
'These events shook this nation—and rightly so. These are not isolated tragedies. They are warnings. They are calls to action that we can no longer afford to ignore,' Hlengwa said.
He was speaking at a media engagement at the Cape Town Waterfront Jetty on Monday. Hlengwa said that earlier this year, the Department of Transport directed the South African Maritime Safety Authority (SAMSA) to undertake a comprehensive, nationwide audit, which started in Gqeberha and has reached every major fishing port in South Africa.
SAMSA identified three key findings so far, including the age of the fleet, which compromises the structural integrity of the vessels.
The vessels also have stability-related issues, whereby the ships' intake stability under different loading conditions starts to deteriorate, and one of the last findings is the inefficiency of safety management systems.
In his address, Hlengwa said that since 1996, nearly 400 commercial fishing fatalities have been recorded in South Africa, with over half of them occurring in the Western Cape.
'Every life lost at sea is one too many. Every unsafe vessel is a threat not just to a crew, but to the entire social fabric of our coastal communities. Safety is not a privilege for the few. It is a right for all.
'Let us turn this moment into a movement—one that protects life, promotes dignity, and places South Africa at the forefront of maritime safety across the continent,' Hlengwa said.
He said the audit was designed not only to evaluate compliance but to restore accountability, especially where lives were at risk.
'We are focusing on small vessels because the data shows they are the most vulnerable to capsizing, collision, and mechanical failure,' he said.
Principal Audit Officer for SAMSA in Gqeberha, Thandi Mehlo, said that the age of the vessels causes issues of structural integrity as the 'steel can only survive a limited period at sea'.
He highlighted challenges with ship repurpose redesigns, which occur without getting their approval, and also how there was a period a few years ago when not one single dry dock, which is used for vessel maintenance and repairs, was operational in the country.
'We had kept continuously granting exceptions to these vessels…and now if you keep doing that, it is going to come back to bite you, and it has come back to bite us," Mehlo said.
'We're sitting with a couple of these ship repair facilities that are managed by port authorities… and I have evidence to believe that these facilities have since improved, and we are up to date with the management of maintenance.'
Mehlo said that they have a longer goal of a complete 100% audit of the vessels in the next three years, and that their current audit, which only looked at 10% of ships, has taught them valuable lessons that they will use going forward.

Violence in transport sector sparks government response
The Department of Transport has condemned the violence and criminality that claimed the life of an e-hailing driver and left two others injured during an incident at Maponya Mall, Soweto, on Wednesday. In a statement on Thursday, Transport Minister Barbara Creecy and Deputy Minister Mkhuleko Hlengwa expressed their condolences to the bereaved family and reiterated that such behaviour has no place in South Africa's public transport sector. 'Those responsible must face the full might of the law,' the department said. Gauteng police have since been monitoring a protest by community members outside the shopping centre. Tackling the root causes of violence The department said it is working to address the broader challenges affecting the public transport system, with persistent violence at the top of the agenda. At a meeting held on 25 April 2025, Minister Creecy and leaders of the taxi industry jointly denounced violence and agreed to establish a task team between the National and Gauteng Provincial Departments of Transport. ALSO READ: WATCH: Community protests after the death and injuries of e-hailing drivers The team's priority is to fast-track the digitisation of operating licence applications to resolve route encroachment disputes — a major cause of taxi-related violence. Industry leaders have been asked to reflect on the matter and submit concrete proposals to government. Reforms and legislation The Department of Transport is also implementing the National Land Transport Information System (NLTIS), which will link operating licences to the National Traffic Information System (eNATIS) and prevent the unlawful use of a single licence for multiple vehicles. Meanwhile, legislative changes are paving the way for greater regulation of e-hailing services. In 2024, President Cyril Ramaphosa signed into law amendments to the National Land Transport Act (NLTA) of 2009, enabling e-hailing operators to apply for licences like other public transport providers. The regulations have been approved and are awaiting translation into a second official language before gazetting and implementation. 'This will usher in a new era in the regulation of e-hailing services,' the department said.

5 people killed in crash on R66 in Gingindlovu
JOHANNESBURG - Five people have died in a horrific crash on the R66 in Gingindlovu, north of Durban in KwaZulu-Natal, including two children and three adults. Preliminary reports indicate that a Ford Ranger lost control and collided head-on with a smaller vehicle with eight occupants on board late last night. Seven others survived the crash. The accident comes after what the Department of Transport and the Department of Human Settlements has described as a relatively safe winter holiday. Spokesperson Ndabezinhle Sibiya said the Road Traffic Inspectorate (RTI) needs to strengthen road safety measures ahead of the last-minute rush back home by holiday goers. 'As we count down to the reopening of schools, I have mandated RTI to strengthen road safety measures.'

RTMC board suspends CEO Makhosini Msibi
The board of the Road Traffic Management Corporation (RTMC) has placed its CEO, advocate Makhosini Msibi, on suspension after allegations of financial misconduct, irregular expenditure and governance failures at the entity. Deputy minister of transport Mkhuleko Hlengwa said in a statement the board has officially informed him of Msibi's precautionary suspension after a board meeting held on June 13. The suspension came into effect on July 1. Spokesperson for the department of transport Collen Msibi said in its letter to the ministry, the board had indicated it took this decision after whistle-blowing allegations of financial misconduct, irregular expenditure and governance failures at the entity and that based on the seriousness of the allegations, the board has taken a decision to institute a forensic investigation into these allegations. 'The CEO will be on precautionary suspension for a period of 30 days, extendable to 60 days or any further period as may be reasonably necessary,' Msibi said. 'The board has also advised the ministry of the appointment of Ms Refilwe Mongale as an interim CEO, with effect from July 1 until further notice to ensure continuity and stability within the RTMC while the forensic investigation is under way.'
