HT impact: HC raps Delhi govt, police over ‘pathetic' state of one-stop centres for women

The Delhi high court on Wednesday pulled up the Delhi government and the Delhi Police for the poor state of the capital's one-stop centres (OSCs), which are meant to support women affected by violence, after taking note of a Hindustan Times report that exposed dire conditions, staff shortages, and infrastructure gaps at several OSCs. HT's June 24 report, 'Locked doors and empty rooms: Delhi's one-stop centres are falling apart', flagged how centres at the Tihar prison complex, Shahdara, Babu Jagjivan Ram Memorial (BJRM) Hospital and Lok Nayak Hospital were operating with little to no staff and minimal facilities.
A bench of chief justice DK Upadhyay and justice Tushar Rao Gedela said the report 'gives a telling story of the pathetic situation prevailing in OSCs' and criticised both the Delhi government and the police for failing to take 'necessary steps and action' to implement and promote the purpose of these centres.
'Today, a news report published by HT in its Delhi edition has been brought to our notice by the counsel for the petitioner... Though the report mentions at least one such centre, running at Lok Nayak Hospital, where facilities were found to be adequate, the report also talks of inadequate infrastructure at these centres and paucity of staff to take care of the victims for whose benefit these centres were established,' the court said.
It added, 'The Delhi government has filed an affidavit on May 19, 2025—detailing the steps they have taken. We are not satisfied with the steps and measures taken by the Delhi government and the Delhi Police so far as publicity and creating awareness about these centres are concerned. We are constrained to observe that necessary steps and action have not been taken.'
The court directed the government to urgently publicise the existence of OSCs and their helpline numbers—through advertisements in at least two newspapers and signboards at schools, hospitals, railway stations, bus terminals, markets, and police stations. It also ordered immediate recruitment to fill staff vacancies, payment of pending salaries, and strengthening of infrastructure.
The case stems from a petition filed by NGO Bachpan Bachao Andolan, represented by advocate Prabhsahay Kaur. The plea had raised concerns over salary delays, absence of deputed police officers, and procedural gaps—particularly the lack of police awareness around child marriage and minor pregnancy cases, which often compounded trauma for victims.
'OSCs have been established to cater to the special needs of crime victims who are vulnerable by virtue of the nature of the offence they have suffered. Keeping any One Stop Centre understaffed defeats the very purpose of its existence,' the court said.
The NGO said the lack of awareness among police personnel about procedures in cases involving underage pregnancies and child marriages had caused additional trauma to the victims.
The bench also asked the government to circulate standard operating procedures (SOPs) related to child pregnancies and child marriages to police personnel and OSC staff, and to appoint a nodal officer for implementation and monitoring. It directed the administration to issue appropriate circulars to ensure these protocols are followed.
The court scheduled the next hearing for October 15.
The OSCs were launched in November 2019 to assist women facing gender-based violence—whether domestic, sexual, or psychological—under a single roof, in compliance with the Supreme Court's December 2018 direction to set up such centres in every district.
Since taking office in February, Delhi CM Rekha Gupta has repeatedly backed the centres and promised to establish 11 more—one in each district.

Indian Railways on Sunday introduced the Jabalpur–Raipur Express, a new train scheduled to operate daily between the two cities. The CM thanked Prime Minister Narendra Modi and Railway Minister Ashwini Vaishnaw for running this express train from Raipur to Jabalpur.(HT File photo for representation) Numbered 11701/11702, the Jabalpur–Raipur Express will depart Jabalpur at 6 am and arrive in Raipur at 1.50 pm. On the return journey, it will leave Raipur at 2.45 pm and reach Jabalpur at 10.45 pm, running all seven days of the week. The nearly eight-hour-long journey will include around eight halts. The express train will stop at Madan Mahal, Nainpur, Balaghat, Gondia, Dongargarh, Rajnandgaon, and Durg, providing improved travel access for commuters. The train comprises a total of fifteen coaches and is expected to offer a convenient, safe, and comfortable travel experience for passengers, according to a post by South Western Railway on its X handle. Trains such as the Amarkantak Express (12853), Durg–Jabalpur Special (01702), and Durg–Bhopal Special (02853), which currently operate between Jabalpur and Raipur, may see reduced passenger loads following the launch of this new service. By travelling on the new Jabalpur–Raipur Express, passengers will be able to cover a distance of approximately 341 kilometres in about eight hours. Chhattisgarh Chief Minister Vishnu Deo Sai flagged off the Raipur–Jabalpur Express from platform number 7 (Durg end) of Raipur station at 9:30 am on Sunday, as reported by Dainik Jagran. The Chief Minister thanked Prime Minister Narendra Modi and Railway Minister Ashwini Vaishnaw for launching the new train service and said the people of Chhattisgarh would benefit from the improved connectivity, according to PTI. Union Minister for Railways, Information and Broadcasting, and Electronics and Information Technology, Ashwini Vaishnaw (via video conferencing), Chhattisgarh Legislative Assembly Speaker Dr Raman Singh, MP Brijmohan Agarwal, South East Central Railway General Manager Tarun Prakash, RPF Inspector General Munnawar Khurshid, and Divisional Railway Manager Dayanand were also reportedly present at the inauguration. This new rail service is expected to make it easier for passengers to access popular tourist destinations such as Nandanvan Zoological Park, Maa Bamleshwari Temple, Kanha National Park, Bhedaghat, and Dhuandhar Waterfall, the report added.

Delhi Police has arrested a woman and her boyfriend for allegedly plotting and executing the murder of her husband and dumping his body in a drain in Haryana's Sonipat, an official said on Saturday. The arrested accused have been identified as Soniya (34), a resident of Alipur in Delhi, and her 28-year-old boyfriend Rohit, who hails from Sonipat, the official said, adding that another accused in the case, Vijay, is absconding. The murder was committed over the affair, as well as the victim's abusive and criminal behaviour, he added. Deputy Commissioner of Police (Crime) Harsh Indora said, 'The victim, Pritam Prakash (42), was a known history-sheeter in Alipur. He had more than 10 cases registered against him, including those under the Arms Act, Narcotic Drugs and Psychotropic Substances Act, and under various sections of the Indian Penal Code. He had also been declared a proclaimed offender by the court.' On July 5, 2024, Pritam came to pick up Soniya from her sister's house in Sonipat's Gannaur but left after an argument. That day, Soniya offered Rs 50,000 to her sister's brother-in-law Vijay and asked him to kill her husband. Later, when Pritam returned and pleaded with her, Soniya let him stay in the house. However, that night while she slept on the terrace, Vijay killed Pritam and dumped his body in a drain near Agwanpur. Vijay sent her a video of the body on social media, which was later deleted. On July 20, Soniya lodged a missing complaint with Alipur Police, claiming that her husband had gone out and never returned. While the case was initially treated as a routine missing person report, it raised suspicion when there were no financial or digital footprints of the victim for several weeks. During the investigation, the team traced the mobile number linked to Pritam, which had become active again after nearly a year. Surveillance revealed that the phone was being used in Sonipat, leading the team to Rohit. On being questioned, Rohit initially misled the investigators but later broke down and confessed to the crime, police said. Rohit told police that he was in a relationship with Soniya and that the two had conspired to kill Pritam, DCP Indora said. He admitted that Soniya allegedly paid Vijay to eliminate her husband. Around the same time, Haryana Police recovered an unidentified male body from the area, but were unable to identify it. The case remained unsolved until Delhi Police connected the dots nearly a year later. Police said Soniya later sold Pritam's auto rickshaw for Rs 4.5 lakh and gave his mobile phone to Rohit. DNA samples preserved during the Haryana post-mortem will now be used to conclusively identify the body. Soniya was about 15 years old when she fell in love with Pritam and got married against their families wishes. 'The marriage was never reported to the police by the families, who later accepted the couple. They have three children from the wedlock, including a 16-year-old boy and two daughters,' the DCP said. He said Rohit was previously involved in four criminal cases related to murder and arms possession. Rohit, who got married in April 2025 and used to work as a private cab driver, continued his extramarital affair with Soniya. Police are searching for Vijay, who is currently absconding, the DCP Indora said.
