Rajya Sabha adjourned for the day amid protests over electoral rolls revision in Bihar
The Rajya Sabha was adjourned for the day soon after approving two statutory resolutions.
The Upper House saw its first adjournment around 11.45 am, when it was adjourned till 2 pm. When the Rajya Sabha met at 2 pm, Opposition MPs were on their feet demanding a discussion on the Special Intensive Revision (SIR) of the electoral rolls in Bihar.
Amid ruckus, Harivansh, who was in the Chair, took up two statutory resolutions, including one for extending the President's rule in Manipur for another six months.
He said it was a constitutional obligation, and told the members that the House has passed only one Bill in the session so far. The Chair also disallowed any remarks made by Opposition leaders on issues other than the resolution that was being taken. Opposition MPs continued to raise slogans on the SIR issue, as a couple of members also tried to participate in the discussion on the resolution for extending President's Rule in Manipur beyond August 13. The resolution to extend the President's rule in Manipur, and the other one of the Finance Ministry to amend the Second Schedule to the Customs Tariff Act, 1975, were passed by voice vote. The Chair then adjourned the House for the day as protests continued.
Earlier, in the morning sitting, Congress and other Opposition parties created uproar in the Rajya Sabha soon after the House met, alleging CISF personnel were deployed in the House last week, an assertion vehemently rejected by both the Chair and the government, who said the personnel belonged to parliamentary security services.
Protests by Congress and other Opposition parties during the morning session (Zero Hour) led to the adjournment of the proceedings till 2 pm.

MLC sings praises of Horatti, literally, on his 45-year run

'The transparency that you brought to the transfer of teachers through counselling has helped scores of teachers,' he said. All MLCs, who spoke, said that Mr. Horatti's impartial conduct as Chairman has strengthened the functioning of the Council. They highlighted his ability to provide space for diverse opinions while ensuring constructive debate and order in the House. Hailing from Hubballi, Mr. Horatti has been a member of the Legislative Council since 1980, making him the longest-serving legislator in the State. Over the years, he has also served as Minister for Primary and Secondary Education and has been instrumental in shaping policies benefiting teachers and students. Council members said a felicitation programme should be organised in honour of Mr. Horatti.

Will vehemently oppose SIR in Odisha, if Bihar approach adopted, says BJD
The Biju Janata Dal announced on Tuesday (August 19, 2025) it will oppose the Special Intensive Revision (SIR) scheduled in Odisha next month if the Election Commission of India (ECI) adopts the same approach as Bihar, where genuine voters were allegedly disenfranchised due to hasty processes and inadequate time The BJD was responding to Election Commission of India, which invited the regional party for its suggestion to improve election process. Amar Patnaik, former Rajya Sabha member, raised the issue of SIR with the Election Commission and said that the BJD will vehemently oppose its implementation if it follows the same approach as adopted in Bihar. 'The SIR should be conducted with the right objective of improving transparency in the electoral process, with active involvement of all stakeholders. No eligible voter should be disenfranchised under the pretext of removing ineligible voters from the electoral roll,' the party delegation told ECI. The BJD said it will chalk out its plan over the issues depending upon the response of the ECI and may take the agitational programme if the genuine issues are not addressed, the party said. The delegation led by Debi Prasad Mishra, senior party vice president, reiterated its objection to the unexplained and unusual variances in the number of votes polled and counted, the discrepancies between MP and MLA segment votes counted, and the sudden increase in polling percentage after 5 p.m. during the last simultaneous general and assembly elections in 2024. The party had earlier formally given memorandum to ECI on this issue in December 2024. The party also raised the issue of non-receipt of Form 17C, despite repeated efforts from local election officers to the apex level. According a statement issued by BJD, the Election Commission expressed surprise and acknowledged that Form 17C should have been provided. The BJD presented its findings to ECI, highlighting how the available data indicates voting irregularities and raised concerns regarding the integrity, legitimacy, and impartiality of the electoral process. 'Regarding the preparation of electoral rolls, the delegation suggested improvements with a focus on ensuring that no legal voter is disenfranchised, especially migrants and temporary workers,' the party said. 'Since NRIs are entitled to register their names in the electoral roll in their native constituencies in India as per the provisions of Section 20A(1-C) a harsh view should not be taken against migrant and temporary workers working outside Odisha,' Mr. Mishra pointed out. 'Doing so may lead to socio-cultural disharmony in their native villages if they are deprived of voting rights,' he said. According to BJD, the ECI assured that it would provide a longer period and more opportunities for enrolment.

Oppn protests kirtan singer's threat to Thorat
Pune: Opposition members stood in support of senior Congress member Balasaheb Thorat after kirtan singer Sangram Bhandare allegedly said he would take Nathuram Godse's path against the former minister even as BJP and Shiv Sena sided with him. Thorat slammed Bhandare's remarks on Tuesday. He told reporters in Ahilyanagar: "I am not Mahatma Gandhi, but I will be happy to sacrifice my life for my ideology. This behaviour does not suit a person who claims to be from the warkari community." The problem flared up last week following two kirtan sessions by Bhandare in Sangamner tehsil. Thorat and his supporters claimed that in the first session, Bhandare made political statements in support of BJP members, including cabinet minister Radhakrishna Vikhe Patil — an arch-rival of Thorat. In the second session, Thorat's supporters objected to certain comments made by the singer. This led to a ruckus. Later, Bhandare recorded a video warning Thorat that he would act like Nathuram Godse if the former minister indulged in politics of religion. State Congress president Harshwardhan Sapkal said, "Bhandare has given an open threat to Thorat and the BJP-led govt is supporting him. Extremists have sneaked into the warkari community in the name of kirtan. We will have to expose them. We demand strong action by the state govt." NCP (SP) also came to Thorat's support. Working president Supriya Sule said, "The warkari community preaches spirituality and harmony. However, some people are misusing the platform to make violent remarks. I request the state home minister to take cognisance of the threat and take action." Mahayuti members blamed Thorat for the incident. Shiv Sena MLA Amol Khatal, who defeated Thorat in Sangamner, said, "Bhandare came to Sangamner for kirtan. He has his own style of performing where he preaches about Hindutva. On the said day, he also mentioned Chhatrapati Shivaji Maharaj and Aurangzeb. Thorat's supporters created a ruckus and tried to attack him. We will not tolerate such behaviour against kirtan singers.
