‘We are on the frontline': the ambitious plan to save an Alpine village from a climate catastrophe

The villagers of Pralognan-la-Vanoise in the French Alps know well the perils posed by the mountains that encircle them.
Avalanches, rockfalls, mudslides, sudden crevices and torrents of water are within the living memory of most villagers, and every day the climate emergency throws up new dangers.
Less than a year ago, an enormous lake formed by a melting glacier was discovered high above Pralognan that experts feared could inundate the village with more than 60,000 cubic metres of icy water.
Bernard Vion, a 66-year-old Alpine guide who has watched the expanse of water grow and the mountain change over his lifetime, said the region was on the frontline of the climate crisis but laughed when asked if he was worried. 'I live just underneath the rocks and I sleep easy in my bed now as I did before,' he said. 'People who live in the mountains have a resilience to natural dangers.'
As used to natural hazards as local people are high up in the Alps, they are not, however, an idle threat. The Swiss village of Blatten was wiped out by a rock and ice avalanche in May and last year a mountain lake swollen by heavy rainfall caused torrential flooding in La Bérarde in the Isère, forcing inhabitants to flee the hamlet. They have not returned.
Today, an engineering operation is under way to prevent such a catastrophic scenario in Pralognan. Three workers have been helicoptered to the Grand Marchet glacier at an altitude of 2,900 metres to gouge a narrow, 6-metre deep, 100-metre long 'overflow channel' in the ice. This will channel water from the lake into the cascades that feed streams of crystalline blue water flowing through Pralognan.
'The aim is to help the water find its way down the mountain gradually and avoid a rapid emptying of the lake,' said David Binet, the director of the mountain land restoration service (RTM) for the northern Alps, part of the national forestry commission tasked with identifying and preventing natural hazards.
'What causes the problems and damage with torrents in the mountains is not the water but the stones, gravel, sand and even large rocks it brings down with it.'
The glacier blocks the lake from spilling down the mountain but it is shrinking at a rate of 2 to 3 metres a year. There is also the risk that that the warmer waters of the lake could form a channel gush from underneath.
Binet said his agency was examining 300 of the estimated 600 lakes in the Alps and Pyrenees one by one for such hazards. The Pralognan operation will cost about €400,000 (£350,000) and should be finished by the end of summer.
The idea of taking mechanical shovels to glaciers already shrinking at an alarming rate was deemed the least environmentally damaging option. Olivier Gagliardini, a glacier expert at Grenoble University, described it as 'unfortunate, but necessary'.
Martine Blanc, the mayor of Pralognan, said the decision to carry out the work was taken by her and the Savoie prefecture, the local state authority, after scientists examined the glacier and defined the risk.
'We asked ourselves could it wait but on the principle that prevention is better than cure we decided to go ahead,' she said. 'We decided to anticipate events rather than suffer them. Nature is nature and there's no such thing as zero risk.'
Most controversial was closing the municipal camping site, next to a cascade that runs into the village, in case the work provoked a surge of water, she said. 'It was a matter of public safety, which is my absolute priority,' she added.
Local shopkeepers say the number of tourists and hikers this summer is down, possibly because the campsite is closed, but Silvere Bonnet, the director of the tourist office, said he had had very few calls from potential visitors concerned about the lake.
'Nobody is particularly worried. The prevention work is being carried out so hopefully the problem will be solved,' said the local cable car operator as the Guardian plunged into the vertiginous void over the village.
Arriving in Pralognan – the gateway to the Vanoise national park – on a sunny day, the giant rock faces etched with shimmering cascades that rise almost vertically have a benevolent beauty. An hour later in a rapid change of atmosphere, the peaks are cloaked in dark clouds and loom intimidatingly.
'They can appear rather menacing at first to visitors because they are so sheer,' Vion said. The 66-year-old knows these mountains 'like his pocket', as the French say. He made his first high-altitude climb aged eight with his father, also a guide. Both his grandfathers were Alpinists.
Vion first spotted what he describes as 'a puddle' of water on the Grand Marchet glacier in 2019. Every year since he has watched it grow; it now measures almost 2.5 acres.
'The mountain today is very different to 50 years ago. We rarely ever saw lakes like this on the glaciers then or had rockfalls of such intensity and frequency,' he said.
He taps his phone to find pictures of the latest chunk of mountain that has collapsed because the permafrost, the cement that holds the rocks together, has melted. 'We are on the frontline of climate change here. We know it is happening,' he said.
Blanc agreed. 'We were born in Pralognan and it's clear to us there's no comparison between what we saw when we were kids and today but in recent years things have really speeded up,' she said.
'Now we can really see the difference. Even the sun in the mountains is no longer the same. We can feel it. We also have a lot more of the winds that bring sand from the desert, which settles on the glaciers and is also accelerating the melting.'
She added: 'People here are used to natural hazards. We're used to avalanches, falling rocks, torrential floods and mudslides because we've seen them and lived with them since we were young. Local people understand there are things we can control and then those we cannot.'

Europe is burning. This week, we have seen heatwaves across southern Europe, sparking blazes from Portugal to the Balkans. Spain broke its hottest temperature record on 28 June, and on Wednesday, the country was battling its 10th consecutive day of extreme heat. With the heatwave expected to last until Monday, it is set to become one of the longest the country has ever experienced. We have seen the biggest wildfires in France since 1949, with an area around the size of Paris burning in a very short period. Fires have raged on the outskirts of Naples and are currently out of control in Greece, which has requested EU water bombers to aid nearly 5,000 firefighters tackling more than 20 blazes. The combination of drought, heatwaves, and wildfires has become common in 2025. We are now in a period of 'compound hazards', when two or more climate events affect each other. For example, landslides caused by fires followed by intense rainfall or flooding – these are multiple extreme environmental occurrences happening either at the same time or one after the other. I have researched heatwaves for six years and helped develop parts of early warning systems for heat. We can often tell three months in advance if a specific summer season is particularly at risk of heatwaves, as was the case this year. We could see it in above-average temperature charts and sea surface pressure patterns, which allowed us to predict this summer's heat with high confidence very early on. It is more difficult to forecast droughts and rainfall; in these cases, we make use of teleconnections – links with weather patterns found in other parts of the world, such as El Nino – to look at how this might influence the weather in Europe. The broad definition of a heatwave is three or more days of above-average temperatures during a region's warm season; local countries have different variations on this. Heatwaves in Europe are caused by blocking high-pressure systems (settled areas of air that act similarly to an oven). We know that with the climate crisis, the frequency, intensity, and duration of heatwaves are increasing, and the area exposed is greater. We saw five heatwaves in the summer of 2022, when temperatures in the UK hit a record 40.3C. The heatwave currently affecting central Europe and parts of the UK is interesting because it is the result of an ex-tropical storm, Dexter, interacting with high pressure over Europe, which is causing it to move up over parts of the UK. This has meant that we experienced rainfall in the middle of this heatwave, something we also saw during the August 2003 heatwave. It's a trend we need to be alert for in the future, because the indication is that summer storms, as well as heatwaves, could be a problem. We have yet to focus research on this and need to more work on these interactions. Until recently, as a country, Britain would get excited about a coming heatwave; paddling pools would be hastily pulled out of sheds, and barbecues and beach trips arranged. But as heatwaves have become more common, they have become more of a concern. People struggle to sleep and heat extremes slow down workers, reduce working hours, and cut output, especially in outdoor sectors such as construction, transport, and tourism. They can also wear down transport systems, strain power grids, and worsen air quality. We are also realising how heatwaves are silent killers. They cause deaths every time they occur, and it is estimated that up to 2,000 people may have died in the July 2025 heatwave across Europe. They also cause a rise in hospitalisations and ambulance service callouts. In London, during the July heatwave, the ambulance service received more than 7,000 calls, increasing pressure on an already struggling health system. Heatwaves pose significant risks for all ages, from the elderly to the very young. I have led research on the impact of heat on maternal, newborn, and children's health, which shows evidence of an increased risk of preterm birth with heat exposure. There is also a rise in accidental deaths and drowning during heatwaves, as young people rush to rivers and the seaside. It is really important for everyone to keep cool – not just vulnerable people. Heatwaves affect our environment in interesting ways too – both on land and at sea. We've seen an influx of non-typical species in British waters, such as European sardines, anchovies, pilchards, and even some octopuses, with traditional species such as Atlantic herring and European sprat migrating further north. On land, freshwater ecology is affected, as is the capacity of rivers to act as coolers for cities during heatwaves. During low flows caused by drought, a river's ability to cool is reduced, as shown in a study of the River Don in Sheffield. This year's heatwaves are already having an impact on crop yields. One crop particularly susceptible to the heat is broccoli, which prefers a maximum growing temperature of 23C – hence there will be smaller heads of broccoli, and possibly shortages. Other crops affected include wheat, barley, and potatoes. Price rises often follow heatwaves, as was the case with bread in the UK after a number of European heatwaves, because of the impact on cereal crops. The pattern of when and where people holiday is already starting to shift, and it is likely that holiday habits will continue to change. While some may opt for a more temperate UK climate, it will be important to support communities whose livelihoods depend on tourism – and these communities are often the same ones that are affected by wildfires. Tourists may now opt for a spring or autumn break in Greece, instead of visiting in high summer. How we work will change the number of breaks a person needs, and safe environments need to be considered. Urban planning will be affected, too. More trees are being planted in many cities as a source of shade, and investment in cooling strategies for urban areas is urgently needed. In France, a row is brewing over the excessive use of air-conditioning systems, dubbed by some 'an environmental aberration', but there are innovative approaches, such as using the River Seine to cool Paris, or misting fans in Novi Sad, Serbia. Looking to the future, we will need to work together across sectors and policy, which can be challenging when people are accustomed to working in silos. We didn't act to mitigate the emissions driving climate change, so we now need to focus on adapting our lives to the changing conditions, while also reducing emissions. We need to assess the use of air-conditioning for the most vulnerable in places like schools and hospitals. On an individual level, we need to talk about climate change with family and friends, discuss the risks, and stay safe during heatwaves while conserving water during droughts. One surprising hack I've seen is the use of yoghurt on windows to keep a house cool during summer. Many of my friends and family also know to cool their hands and necks first if they are feeling too hot. The richest in society produce the most emissions, but we are seeing we're not immune to some of the impacts. My hope is that this will make the transition to net zero more urgent, and encourage us to work together to understand how our actions matter and how the severity of these events can be prevented from increasing in the future.

Somehow, the heat hits harder when you're on holiday. Tourists who hoped to idle on Croatian beaches this week will have instead singed their feet on scorching sand. Families on a break in Madrid will have choked on smoke from a deadly wildfire that ripped through a suburb of the Spanish capital. Visitors to Mount Vesuvius in Italy will have been turned away from the trails as firefighters battled blazes on the volcano's slopes. And then there are campers in south-west France, where 40% of selected weather stations recorded heat above 40C on Monday, who may have wished they had stayed home. Fierce heat is scorching southern Europe for the second time this summer, breaking temperature records and fuelling wildfires that have forced thousands of people across several countries to flee their homes. The heatwave, which has been made longer and stronger by the blanket of fossil fuel pollution that smothers the Earth, has struck during the holiday season when tourist-dependent economies in the Mediterranean and the Balkans are most exposed to variations in weather. For locals and visitors alike, the formerly Instagram-friendly views now seem apocalyptic. Firefighters are tackling fierce blazes in countries from Portugal to Turkey, and the infernos are known to have killed people in France, Spain, Albania, Montenegro and Greece. Across the continent, black smoke is darkening blood-red skies. 'We are being cooked alive,' said Alexandre Favaios, the mayor of Vila Real, in northern Portugal. 'This cannot continue.' Wildfires in Europe burned more than 400,000 hectares in the first seven months of 2025, according to data published by EU fire scientists on Tuesday. Although it is not the worst the continent has seen for this time of year, the burned area is 87% greater than the average over the last two decades. In the coming week, the scientists warned, 'extreme to very extreme conditions' for fire weather will persist. They project 'particularly severe' risks in much of southern Europe, as well as high anomalies in parts of the Nordics. 'We are at extreme risk of forest fires,' the Spanish prime minister Pedro Sánchez warned on Tuesday. 'Please be very cautious.' Feeling the heat I have felt the fear that wildfires can instil in an absent-minded tourist. At a Portuguese friend's wedding in 2022, by a lake in the rural centre of the country, a nearby forest fire forced us to head indoors early so helicopters could fill buckets with fresh water to battle the blaze. The next day, as we lounged in the outdoor pool of a holiday home, white soot rained down on us like snow. After some fretting among the group, one friend with a newborn baby decided it was time to leave, so we fled to the coast. We drove past locals, mostly retired, who stood outside their homes and watched in horror as flames drew near. Wildfires kill hundreds of people around the world each year – a death toll far lower than that from floods, which kill thousands, and from heatwaves, which kill hundreds of thousands. But factor in the smoke and the human cost rises rapidly. The latest research estimates that the air pollution spewed by wildfires kills a staggering 1.5 million people globally each year. There are economic costs, too. As southern Europe bakes and burns each summer, tourists who cannot travel out of season are starting to abandon traditional holiday destinations in favour of 'coolcations' farther north that beat the heat. Even that strategy will have led to some disappointment this summer. At the start of the month, a heatwave hit cool Nordic countries and sent temperatures north of the Arctic Circle to a staggering 32-33C. 'Truly unprecedented' was how one meteorologist described the heatwave. The upshot is that flight shame might not be what keeps people from holidaying far from home as the planet heats up. Drivers in France are being advised to stay off the road between noon and 4pm local time and cover their rear windows because of soaring temperatures. The guidance comes as thousands of UK motorists are in the country for summer holidays. France is experiencing a harsher heatwave than the UK, with temperatures exceeding 40C in some areas. Road information service Bison Fute stated that the "extreme heat" means people should avoid driving during "the hottest hours of the day (between 12pm and 4pm)". It also urged motorists to deploy sun visors across their rear window and rear side windows to reduce the interior temperature of the vehicle. Tony Rich, head of media for AA roadside operations, said the French authorities are concerned about road surfaces deteriorating in the heat, and people becoming stranded if they break down. He said: 'Extreme heat can lead to roads melting – they begin to soften at around 50C. 'However, even a sunny day with 20C can be enough to generate enough heat that the asphalt absorbs it and then builds up during the day, with the hottest period between noon and 5pm. 'Officials in France will also be worried about car occupants being stranded on the road. 'A short trip that might not be considered dangerous could become brutal if a vehicle ends up at the roadside and the driver and occupants have not taken adequate precautions against the heat, such as extra water, headgear, sunscreen and other protection.' France issued red weather warnings for the south west of the country, with citizens told to remain 'absolutely vigilant' as 'everyone is at risk, even healthy people' during a heatwave, according to Meteo France, the country's meteorological service. 'Rising temperatures can endanger people at risk, such as the elderly, the disabled, those with chronic illnesses or mental disorders, those who regularly take medication, and those who live in isolation', the service warned in a statement. 'For athletes and people who work outdoors, beware of heatstroke. Also watch over the children.'
