
Marlborough Votes To Establish Separate Water Organisation
The decision to form a Water Services Organisation (WSO) was passed by eight votes to five at an extraordinary council meeting on Monday.
The government's Local Water Done Well policy required councils to come up with a financially sustainable water service delivery plan by 3 September.
Mayor Nadine Taylor said it was an incredibly important decision for the region.
"We have decided to take a once-in-a-generation opportunity to do things differently. To build better three waters infrastructure and provide greater intergenerational equity, spreading the costs over the long term," Taylor said.
"By setting up a new, water-focused organisation, it will be easier to sustainably deliver efficiencies and savings for residents on council's drinking and wastewater supplies."
During consultation with the Marlborough community, a slim majority of the roughly 45 submissions wanted a water delivery unit to stay within the council.
And some councillors agreed. Defeated councillors Brian Dawson, Deborah Dalliessi, Allanah Burgess and Sally Arbuckle all said there was not enough information to convince them that a separate water services organisation could deliver services better than the council's in-house unit.
The Marlborough District Council was in the minority for its preference of a standalone organisation, although not all councils had voted on it yet.
Of New Zealand's 65 territorial authorities, only three have preferred a standalone WSO - Selwyn, Queenstown Lakes, and Marlborough.
Nearly 68 percent, or 44 councils, preferred a multi-council organisation, joining up with neighbouring districts to deliver water services. The remaining 18 preferred to keep water services in-house.
A WSO joining Tasman and Nelson services was briefly floated, but was shelved after Nelson mayor Nick Smith ruled out collaboration on water without a full Nelson-Tasman council amalgamation. Nelson and Tasman both eventually voted to keep their water services in-house, leaving Marlborough without a neighbour to join with.
Taylor said having a separate organisation focused solely on Marlborough's water would keep the service in the hands of the experts who knew it best.
"The new WSO will have a singular focus on the delivery of water infrastructure and be better positioned to attract the specialist staff we will need in the future," Taylor said.
Removing water assets from the council books would free up resources to focus on other services, while allowing the new WSO to borrow against those assets at a lower cost than the council could.
"Costs will be spread over a longer period of time through borrowing, leading to lower water charges when compared to retaining water services internally at council," she said.
The organisation would be council-owned, the board of directors would be council-appointed, and its direction would be set with a legally binding Statement of Expectations. The governance setup would keep the organisation accountable to Marlburians, the council said.
The council said any profit made from the WSO would be reinvested back into the water network.
By 2034, Marlborough would need $410m of investment in water infrastructure. Nearly all the townships required upgrades to pipelines, pump stations and wells.
"Many of Picton's and Blenheim's stormwater assets have an expected life of less than 10 years," Taylor said.
"In addition we have requests from the community to provide new water reticulation services, for example in Ward, Rarangi and Dry Hills in Blenheim."
The new organisation would be established on 1 July 2026, and become fully operable by 1 July 2027.

How outgoing Whanganui council boss David Langford reflects on his tenure
'In the words of Leslie Knope from (NBC sitcom) Parks and Recreation, when they shout at me, it's just them caring really loudly.' Langford said the past five years for local government had been intense, mostly due to the amount of change imposed on the sector, such as Three Waters and Local Water Done Well reforms and the Government's plans to replace the Resource Management Act and Building Control Authority. 'Councils that come out the other side are going to look very different, and they are going to have to figure out their purpose and role in supporting the community,' he said. 'As New Zealand, we are one of the most centralised systems of government in the whole of the OECD (Organisation for Economic Co-operation and Development). 'Our Government spends 93% of all taxes, and I think the average across most high income countries is more like a 70 (central) 30 (local) split.' He said Government conversations around rates capping and focusing on the basics sounded good, but 'what does that mean?'. 'Almost all our rates' money is spent on core services already, and the bits that aren't are the bits people really care about and fought to keep. 'We fund the Christmas Parade, and give $100,000 a year to surf lifesaving to help them patrol the beaches and keep our kids safe. That's not core services. 'If we put caps on rates, these are the things that will get hit.' The council achieved an average 2.2% rates rise for 2025/26, the lowest in the country. 'The foundations we've laid here are going to serve the community well. 'Whoever comes in to replace me will like some things I've done and change some of them as well, but, hopefully, they'll keep the momentum going.' Langford said he would be disappointed if the district did not have the lowest rates increase next year as well, while still increasing investment in core infrastructure. There was an 11% increase in the council's infrastructure spend for 2025/26. A major part of the council's role was 'building things', whether it be fixing potholes or putting pipes in the ground, he said. 'There are a lot of armchair engineers out there, but it comes with the territory. 'Anybody who's watched an episode of Bob The Builder thinks they know how to do my job better than I do. 'Like I said before, if you're not up for the criticism, and you're not prepared to rise above it, this job is not for you.' Langford said challenges still lay ahead, such as the future of the NZ International Commercial Pilot Academy. The facility is under investigation by the Civil Aviation Authority, although four planes have returned to service. 'It delivers around $10 million of GDP into our economy, but the goal was also to get a business paying landing fees at the airport, so the ratepayer doesn't have to subsidise it as much. 'The intention was always to get it set up as an investment, and once it's running, sell it. 'Now's the time to hand it over to the private sector, but make sure we keep those benefits.' He said his proudest achievements was forming a citizens' assembly - 'a bold move' - to tackle the future of outdoor swimming in the district, including the Whanganui East pool. The assembly presented two recommendations at a council meeting this month, although the issue was left on the table until August 12. 'There's a heap of lessons we've learned and when council does the next one, it'll be a bit slicker and even better,' Langford said. 'For me, it was seeing the community step up and make the most of the opportunity, and really get engaged with an issue they care about.' Better late than never
The government's reasoning for stopping late voter registration, including enrolling and voting on election day, is flimsy. Justice Minister Paul Goldsmith says allowing late enrolments, however well intentioned, has put too much strain on the system and it is taking too long to get the final vote count. He says this could worsen in future general elections, conveniently not mentioning the other delay to new government formation — protracted negotiations between political parties. There were multiple issues with the count in 2023, but should the blame for the time taken fall on late enrolled voters or a system which was poorly resourced, staffed and organised? The law was changed for the 2020 election to allow enrolment on voting day after 19,000 people who had turned up at the previous election to enrol and vote were disenfranchised. The Electoral Amendment Bill, introduced to the House last week, will not take the situation back to that which existed for years before 2020. Then, late enrolments could be accepted up until the day before the election. (That is the case for local elections, and officials have pointed out having substantially different deadlines for the two types of elections may confuse voters.) Now, for a vote to be valid in a general election, enrolment would have to be completed 13 days before the election; a day before advance voting starts. In his media release announcing the proposed change, Mr Goldsmith referred to the Australian law setting the enrolment deadline for 26 days before the Federal election. Whether he was trying to provoke an odd Trans-Tasman rivalry — anything the Aussies can do we can do in half the time — is not clear. It was a strange comparison to make because, unlike New Zealand, Australia has compulsory voting. He did not mention almost half of the states in the United States of America allow same day enrolment and voting, as does Canada. In our last election, special votes included more than 97,000 people who enrolled during the voting period and nearly 134,000 people who changed electorates during that time. Officials have suggested this gives some indication of the number of people who may be affected by this policy change, and the earlier the deadline, the more people who are likely to be impacted. Also, Electoral Commission data indicates special votes are more likely to come from areas with larger proportions of Māori, Asian and Pasifika, and younger people. We should be encouraging these voters, not putting obstacles in their way. When, traditionally, special votes have favoured the Left, this move by the current Right-leaning government looks self-serving. The argument that if people were taking their voting responsibilities seriously, they would ensure they were enrolled with up-to-date information well before voting begins, assumes everyone has an orderly and predictable life, and fully understands their obligations. For David Seymour to say he was "a bit sick of dropkicks that can't get themselves organised to follow the law" was another illustration of his failure to make the transition from shoot-from-the-lip party leader to the gravitas-requiring role of the deputy prime minister. Call us picky, but the special voters lodging votes on or close to polling day in the last two elections were not outlaws. Mr Goldsmith's description of Mr Seymour's comments as unhelpful was an understatement if ever there was one. Among other things, the Bill also proposes reintroducing a total ban on prisoner voting for those convicted and sentenced, something which is not a surprise from the government. It is more about cynically playing to those still convinced by its tired tough-on-crime mantra than considering its fairness or contravention of the Bill of Rights Act. It also is against the advice of the Ministry of Justice which supported giving all prisoners the right to vote. Whenever changes are proposed to electoral law, major consideration should be given to whether alterations might improve or dissuade participation from all parts of our society. In this instance, it is difficult to see what weight has been given to this for both prisoners and those who, for whatever reason, might not be up to date with their voter registration 13 days before an election.
