The era of U.S. hegemony has come to an end – or so declare headlines emanating everywhere from Tehran to Washington. But what does that mean?
The concept of hegemony has been central to international relations since the advent of the field. In addition to being a measure of state power, hegemony reflects the ability of a single nation to influence both the actions of others and the rules, norms and institutions that govern international politics.
It's this dynamic mix of coercion and consent that makes hegemony distinct from mere dominance and highlights the complexities of maintaining leadership in a contested world.
The term hegemony originates from the Greek hegemon, meaning leader or guide. It was initially applied to the dominance of one city-state over others.
In ancient Greece, Athens exemplified hegemony in its leadership of the Delian League of city-states, where it combined military superiority with political influence to direct the actions of its allies.
While this dominance involved coercive power – primarily Athens' naval strength – it also relied on consent, as the league's members benefited from collective security and economic ties.
The modern understanding of hegemony emerged during the 19th century as a way to describe Britain's role in the global order.
Britain's dominance was underpinned by its unparalleled naval power and economic leadership during the Industrial Revolution.
It was not, however, just material capabilities that made Britain a hegemon. The global trade networks it built and the norms of free trade it championed established a system that other nations, mainly in Europe, accepted, often because they too benefited from the stability and prosperity it provided.
This era demonstrated how hegemony involves more than coercion. Indeed, it requires a dominant state to shape an international order that aligns the interests of others with that of the dominant nation.
Antonio Gramsci, the early 20th-century Italian Marxist theorist, expanded the concept of hegemony beyond international relations into a class analysis. He argued that hegemony involves not only coercive power of the dominant class but also the ability to secure consent by shaping cultural, ideological and institutional norms.
Applied back to international politics, this means that a hegemonic nation's dominance is sustained by creating a system that others perceive as legitimate and beneficial, not just through military or economic might.
In the 20th century, the United States emerged as the quintessential modern hegemon, particularly after World War II. U.S. hegemony was defined by its material power – unmatched military strength, economic dominance and technological leadership – but also by an ability to construct a liberal international order that aligned with its interests.
The Marshall Plan, which facilitated postwar Europe's economic recovery, exemplified the combination of coercion and consent: The U.S. provided resources and security guarantees but also set the terms for participation, embedding its leadership within the system.
Into this mix, the Soviet Union emerged as a secondary hegemon, establishing its own equivalents to the U.S. aid program through the Molotov Plan and an alternative order to exert influence among the world's socialist countries.
Defenders of hegemonies argue that a dominant power is necessary to provide public goods such as security, economic stability and rule enforcement. And thus the decline of a hegemon can often lead to instability.
Yet critics argue that hegemonic systems often mask the self-interest of the dominant state, using consent to obscure coercion. For instance, while the U.S.-led order promoted free trade and democracy, it also advanced American strategic priorities, sometimes at the expense of weaker states.
And hegemony is difficult to maintain in the long run. Those that rely too heavily on coercion risk losing legitimacy, but excessive reliance on consent without the backing of power can undermine the hegemon's ability to enforce rules and protect core interests.
In today's multipolar world, the concept of hegemony faces new challenges. The rise of China, along with regional powers such as Turkey, Indonesia and Saudi Arabia, has disrupted the unipolar dominance of the U.S.
These would-be regional hegemons bring with them their own means of imposing influence through economic incentives and coercion. In China's case, infrastructure and trade development through the Belt and Road Initiative is counterbalanced with shows of military strength in the South China Sea.
As the global order becomes increasingly fragmented, the future of global hegemony is uncertain. While no single power currently has the capacity to dominate the international system, the need for leadership remains critical. Many observers would argue that issues such as climate change, technological regulation and pandemic responses require coordination that only a hegemonic or collective leadership framework can provide.
Whether hegemony evolves into a more shared model of leadership or gives way to a more anarchic system could shape the trajectory of international relations in the 21st century.

Constructing a massive merchant fleet was one of the most remarkable American achievements during World War II. Most of those vessels were Liberty ships, 441 feet long, designed to ferry tanks, planes and military supplies across the oceans. Between 1941 and 1945, some 2,700 Liberty ships were built at U.S. shipyards. The goods they transported were critical to the Allies' victory. In 'Launching Liberty,' Doug Most tells the story of the Liberty ships and the people who built them. History buffs will find his book enjoyable. Academics, though, may note a lack of new insights into a subject scholars have investigated thoroughly since the 1940s. Mr. Most, a former editor at the Boston Globe, vividly describes a great accomplishment, but he leaves some of its less praiseworthy aspects aside. The book opens in 1940, one year into World War II. German submarines had torpedoed much of the British merchant navy, and the beleaguered British had sent a delegation to the U.S. in a desperate quest for ships. The U.S. Maritime Commission agreed that 60 such ships could be constructed in American yards. But there was a problem: The U.S. Navy had already commandeered the country's entire capacity for building oceangoing ships. Emory S. 'Jerry' Land, the retired rear admiral who headed the Maritime Commission, helped the British envoys arrange a coast-to-coast tour to identify locations where yards could be built and companies that could run them. After Dec. 21, when German forces sunk an unarmed American-crewed tanker off the coast of West Africa, the isolationist sentiment that previously stood in the way of the British venture dissipated. On Dec. 29, President Franklin Roosevelt proclaimed the U.S. to be 'the great arsenal of democracy' and pledged to build those 60 ships for the British. Five days later, he announced a separate program to build cargo ships for American use.

Ukraine's ambassador is warning of a growing threat from China and Russia as Australia marks the end of World War II in the Pacific, saying what happens in his country could 'open a Pandora's box' in the region. On August 15, 1945, the Japanese unconditionally surrendered after the US dropped atomic bombs on Hiroshima and Nagasaki, killing hundreds of thousands and unveiling the terrifying might of nuclear weapons. The devastating attack came after nearly four years of heavy fighting that saw Japanese planes bomb Darwin – the worst attack on Australian soil. Most of the nearly 40,000 Australians who died fighting the Axis powers lost their lives defending the country against Japan's efforts to take the Pacific. In a statement to NewsWire, Veterans Affairs Minister Matt Keogh said August 15 was 'an important opportunity to acknowledge our greatest generation – both the veterans still with us and those long lost'. 'The sacrifices they made shall never be forgotten,' he said. Eighty years on, the spectre of conflict looms large in the region, with Xi Jinping's desires on Taiwan driving fears of an 'imminent' threat, as the Trump administration describes it. China is the big fish, but Russia too has a formidable presence in the region, as it showed just last week with 'routine' war games with the Chinese. Vasyl Myroshnychenko, Ukraine's envoy in Canberra, told NewsWire that Australia should keep a close eye on the deepening defence ties between Beijing and Moscow. 'Indonesia and Russia hosted joint naval exercises in November of last year – why?' he said. 'Why would Russian corvettes would need to be that close to Australia? 'Is there any specific reason why the Russians could be requesting from the Indonesians an air base to locate their strategic bombers? To do what?' 'Pandora's box' Mr Myroshnychenko is no stranger to Vladimir Putin's war schemes. The Russian President ordered the invasion of his country just weeks after his appointment as ambassador to Australia. Mr Putin is set to meet Donald Trump in Alaska on Friday (local time) to discuss a peace deal for Ukraine. The Ukrainian president, Volodymyr Zelensky, has not been invited. Mr Myroshnychenko was hesitant to pre-empt the talks but said if Ukraine is told to cede territory to Russia, it could be a 'blueprint' for Australia as it manages an increasingly militaristic rivalry with China. 'This is dismantlement of the rules based international system,' he said. 'A permanent member of the UN Security Council, which has nuclear weapons, can change borders by force. 'That's a kind of blueprint which will be in place if the Russians are rewarded for their war of aggression.' He said it would 'open up a Pandora's box in the South China Sea'. 'It will embolden and inspire other authoritarian leaders, of which they all are authoritarian here in the region,' Mr Myroshnychenko said, noting a handful of exceptions, such as New Zealand and Japan. With few democracies around Australia and international norms crumbling, he said 'you need to be strong'. 'You need to have strong military,' Mr Myroshnychenko said. 'You need to have the available capabilities that could deter a potential enemy from taking over Australia, or hurting your interests, or even just projecting power and coercing you. 'That would be a huge win for China and a huge win for other authoritarian leaders.' He said the fact that Russia is a Pacific country means Australia has skin in the game in Ukraine. 'They have a huge Pacific fleet with strategic bombers, nuclear submarines, and they are interested in projecting global power,' Mr Myroshnychenko said. He is not the first to stress the links between events in Europe and the simmering Indo Pacific. China is pumping hundreds of billions into Russia's economy, fuelling the Kremlin's war machine. Meanwhile, growing numbers of North Korean troops are joining Moscow's forces on the front lines in Ukraine. The regional uncertainty is not lost on Canberra. Both Labor and the opposition often caution Australia is facing 'the most strategically challenging circumstances' since the Second World War. With self-evident parallels of warring parties in Europe and tinderbox conditions in the Indo-Pacific, Mr Keogh said Victory in the Pacific Day was a reminder of the 'relationships forged' out of the worst war ever waged. 'This day of commemoration is an important reminder of our place in the world, the importance of the relationships forged in the Second World War – alliances that continue to be important to this day, and the need to ensure stability in our region into the future,' he said.
