Govt, Nadra preparing national health system
ISLAMABAD: The federal government in collaboration with National Database and Registration Authority (NADRA), to revolutionise the national health system, is preparing a unified and comprehensive centralised medical record number which will be completed within three years.
Federal Minister for Health Mustafa Kamal, while briefing the Senate Standing Committee on National Health Services and Regulations which was held here on Thursday under the chairmanship of Senator Amir Waliuddin Chisti, said that the Health Ministry is now moving toward formal agreement after a series of detailed meetings with NADRA.
The committee reviewed key legislative proposals concerning healthcare policy, medical regulation, and mental health reform. After a detailed discussion, it unanimously passed the bill titled, 'The National Institute of Health Reorganization (Amendment) Bill, 2024', introduced by Senator Saleem Mandviwalla. Senator Mandviwalla underscored Pakistan's lack of centralised data on cancer prevalence and types, emphasising that despite previous assurances from the federal government, no concrete action had been taken. He stated that the bill aims to catalyse the creation of a national cancer registry.
NHSR&C Minister Mustafa Kamal informed the committee that the bill has been sent to the Ministry of Law and Justice for legal review and affirmed the government's support for its objectives. He also outlined a broader initiative to develop a centralised national health data system by integrating medical records with national identity cards.
The committee took up the Mental Health (Amendment) Bill, 2025, introduced by Senator Samina Mumtaz Zehri. She highlighted the urgent need to address gaps in postnatal mental health care, citing a tragic case in Nawabshah, in which, a mother fatally harmed her children. She emphasised that such cases often go undiagnosed due to the absence of clear practitioner guidelines. Minister Kamal acknowledged the concern and agreed on the necessity of establishing protocols to guide mental health professionals. The committee, unanimously, approved the bill.
'The Islamabad Healthcare Regulation Amendment Bill, 2025', introduced by Senator Mohsin Aziz, was also discussed. Senator Aziz raised his concerns over the lack of progress since the bill's introduction in January and highlighted the inconsistent pricing of diagnostic tests across laboratories. He stressed the need for administrative regulation to standardise healthcare costs and end the widespread practice of price shopping. The chairman committee, while acknowledging senator's concern, also supported the call to regulate the pricing of second-tier medical equipment. The minister suggested one month time period to implement an effective strategy to address the issue and the committee decided to defer the bill for further review.
The committee also reviewed 'the Pakistan Psychological Council Bill, 2025', introduced by Senator Kamran Murtaza. After a brief discussion, the committee recommended that the bill be referred to the House with a proposal to forward it to the Ministry of Law and Justice for legal vetting.
Moreover, Former Deputy Chairman Senate Mirza Muhammad Afridi also raised concerns about the reduction in medical seats for FATA students from 333 originally allocated to 194. He urged the ministry to issue a letter and also requested that minor delays in student attendance be exempted from merit calculations. The minister responded that the issue is receiving serious attention and that plans are underway to restore the original seat allocation. He reassured the committee that 333 seats have already been earmarked for the upcoming academic year and that implementation is in progress.
In his concluding remarks, Chairman Senator Amir Waliuddin Chishti commended the ministry for its efforts toward improving health services. He recommended that the concerns raised by Senator Samina Mumtaz Zehri regarding new examination regulations for PMDC students be discussed in detail at the committee's next meeting.
Among those in attendance were senators, Mohammad Humayun Mohmand, Irfanul Haque Siddiqui, Saleem Mandviwalla, Syed Masroor Ahsan, Muhammad Abdul Qadir, Samina Mumtaz Zehri, Mohsin Aziz, former deputy chairman Mirza Muhammad Afridi, Minister for NHSR&C Mustafa Kamal, Secretary Ministry of NHSR&C, and senior officials from relevant departments.

Safer, smarter healthcare services: Federal, Punjab Health ministries to launch joint initiatives
ISLAMABAD: The Federal Health Ministry and the Punjab Health department have decided to join hands for stronger, safer, and smarter healthcare services. The major development for national health collaboration came here on Thursday during a high-level meeting between Federal Minister for Health Mustafa Kamal and Punjab Minister for Primary and Secondary Healthcare Khawaja Imran Nazir. The meeting focused on strengthening coordination between the federal and provincial governments to address critical healthcare challenges and launch joint initiatives across key health areas. The meeting decided taking joint action against counterfeit medicines, coordinated efforts on polio eradication and dengue prevention and advancement of digital health systems and regulatory reform. The meeting was also attended by Special Secretary Health Syed Waqarul Hassan, Additional Secretary Health, Chief Information Officer of DRAP, Director General Health, and the President of the Pakistan Medical and Dental Council (PMDC),Dr Rizwan Taj. Kamal reiterated the federal government's resolve to address healthcare issues with urgency. He stated that under the direction of the prime minister, particular focus is being placed on eliminating polio and ensuring timely implementation of health programmes. 'The fight against polio continues with full zeal, until the virus is eliminated, our children remain at risk,' he emphasised. He shared plans for a new national strategy for polio eradication and urged parents to disregard negative propaganda and ensure their children are vaccinated. 'In Palestine, even during war, mothers call for vaccinators with whistles. Pakistani mothers must also play their part in protecting their children,' he said. Kamal highlighted steps being taken by DRAP to combat counterfeit medicines, including the rollout of a modern barcode system. This will enable every medicine to carry a unique code that patients can scan to verify authenticity and price. Additionally, export certifications such as GMP, CoPP, and NOCs are now being processed online via the Pakistan Single Window, and all regulatory submissions are handled through the new 'e-App' online platform. Provincial Minister Khawaja Imran Nazir reaffirmed Punjab's full support for the federal government's health agenda. 'Punjab has greater capacity and resources, and we are ready to share these to benefit all provinces. The health of our people must come before all else,' he stated. He also praised DRAP's initiatives under the leadership of Minister Kamal, particularly, those targeting counterfeit pharmaceuticals. The two ministers agreed on the importance of coordinated measures to prevent dengue outbreaks in Islamabad and Rawalpindi and committed to united efforts in disease prevention, vaccination campaigns, and health system strengthening. Robust mechanisms stressed to oversee private hospitals
ISLAMABAD: The meeting of Standing Committee on National Health Services, Regulations and Coordination (NHSR&C) was held under the chairmanship of Dr Mahesh Kumar Malani here on Monday. The committee held comprehensive discussions on a broad range of topics, including the regulation of private hospitals, healthcare standards and the functionality of key health institutions. The committee reviewed the Islamabad Healthcare Regulatory Authority (IHRA)'s progress and stressed the need for robust mechanisms to oversee private hospitals. Members expressed concerns about unchecked pricing practices and called for collaboration with provincial healthcare commissions, particularly Punjab's, to establish effective pricing frameworks. The IHRA was directed to provide a complete list of private hospitals, details of regulations and an update on inquiries into specific cases. Addressing accountability, the committee emphasised the need for audits and performance checks for hospitals operating on government-allocated plots. A sub-committee was constituted under the convenor-ship of Dr Amjad Ali Khan with Sabheen Ghoury, Dr Shazia Sobia Aslam Soomro and Dr Shaista Khan, as its members to examine gaps in IHRA's regulatory framework and oversee agreements with private hospitals to ensure compliance with welfare service obligations. The National Institute of Rehabilitation Medicine (NIRM) presented an overview of its services and challenges, highlighting the need for enhanced infrastructure and resources. Members praised the institute's contributions but raised concerns about hygiene, doctor attendance and patient care. The committee recommended measures to address staffing gaps, improve facility cleanliness and ensure equitable distribution of medical resources. On legislative matters, the committee deferred discussions on 'The Pharmacy (Amendment) Bill, 2024' (moved by Abdul Qadir Patel), citing the absence of the minister in charge. However, members agreed to move forward with the deliberations in the next meeting. The mover authorised Dr Shazia Sobia Aslam Soomro, to present the bill on his behalf. A discussion would then ensue to decide the bill's fate. Significant discussions were held on combating polio and ensuring stringent quality control for pharmaceutical products. Members also addressed discrepancies in the allocation of budgets and emphasised the need for thorough audits and reports on resource utilisation. The chair commended the progress made while underscoring the importance of timely actions and accountability. Trilateral agreements signed: NADRA to implement digital tools in healthcare facilities across ICT, GB
ISLAMABAD: The National Database and Registration Authority (NADRA) on Friday signed trilateral agreements to implement digital birth and death notification tools in healthcare facilities across Islamabad Capital Territory (ICT) and Gilgit-Baltistan (GB). According to an official statement issue by the authority, digital tools will enable real-time registration of births and deaths at the point of occurrence. An agreement was signed at the GB Secretariat in Gilgit, linking GB's health facilities with NADRA and local CRMS sites managed by the Local Government and Rural Development Department. Another agreement was signed with the Ministry of National Health Services and the ICT Administration for Islamabad. Similar partnerships have been established in Sindh and Balochistan, as NADRA continues to expand the initiative nationwide. This initiative supports the modernisation of Pakistan's Civil Registration and Vital Statistics (CRVS) system under the National Registration and Biometric Policy Framework and aligns with the government's 'Uraan Pakistan' digital agenda, it says.
