
Haryana: Affordable housing e-draw portal to be linked with Aadhaar to tackle irregularities
GURUGRAM
: Govt's online portal for drawing of lots in affordable housing schemes will directly cross-check and verify applicant details with information in the Aadhaar card to make the process more transparent and eliminate chances of duplication or manipulation.
Officials of the department of town and country planning (DTCP) said on Friday that the updated portal – called TCP
Haryana
– will fetch applicant details such as name, address and mobile number from the Aadhaar card.
This will prevent manual data entry errors and manipulation while ensuring that only eligible candidates are considered for allotments.
The move comes in response to irregularities uncovered in the 2023 housing draw of
Aster Avenue 36
in Sector 36, Sohna.
During the draw of lots for 702 flats at the society, those with addresses given as 'Sohna City' were considered eligible for the scheme, limiting the pool to 2,200 entries out of 51,000 applicants. This was blamed on a technical error.
Cross-checking with Aadhaar would do away with chances of such errors, officials said. The Aster Avenue draw was cancelled after an internal probe, and a fresh draw was conducted. But 26 applicants were found to have been repeated in both the shortlists, raising more concerns about fairness and the integrity of the system.
"Going forward, the Aadhaar-linked system will automatically populate the applicant's details and verify if they have previously been allotted flats under any affordable housing scheme. If found ineligible, their application will be auto-rejected by the system," said Renuka Singh, senior town planner, DTCP.
"All past applicant data from earlier schemes is now being integrated into this upgraded software," Singh said.
Additionally, the system will prevent any duplicate entries and ensure that no one can bypass eligibility rules. The new mechanism is expected to significantly reduce the administrative burden and potential biases associated with manual data handling.
The Aster Avenue 36 matter is currently pending before the Punjab and Haryana high court, and the next hearing is scheduled for July 9.
Applicants who were declared successful in the original draw have yet to receive refunds, while allotment letters for 702 flats drawn in the second round remain on hold because of ongoing legal proceedings.

New Delhi: The Delhi Metro Rail Corporation (DMRC) achieved a breakthrough of the Tunnel Boring Machine (TBM) at the Tughlakabad Railway Colony Underground Metro Station site, an official said on Saturday. This milestone was achieved as part of work on the Golden Line (Tughlakabad–Aerocity corridor) under Phase-IV of the Delhi Metro network. The breakthrough was achieved in the presence of Delhi Transport Minister Pankaj Kumar Singh who lauded the engineering precision. Vikas Kumar, Managing Director, DMRC, along with other senior officials and engineers were also present on the occasion. The Tunnel Boring Machine (TBM) completed the excavation of a 0.792-kilometre-long tunnel, breaking through at the Tughlakabad Railway Colony station using a 96-metre-long tunnel boring machine. This is one of the two parallel circular tunnels being constructed for the up and down movement of metro trains. The second parallel tunnel is expected to see a breakthrough by July 2025. The tunnel has been built at an average depth of 18 metres, with an inner diameter of 5.8 metres, and comprises approximately 566 precast concrete rings produced at a fully mechanised casting yard in Mundka. As of now, under Phase-IV, about 40.109 kilometres of underground lines are being constructed, with the Aerocity–Tughlakabad corridor alone contributing 19.343 km of underground sections, said a statement.

Centre raises financial threshold for procurement of scientific equipment, consumables
New Delhi [India], June 7 (ANI): The Central government has raised financial limits under the General Financial Rules (GFRs) for procurement of scientific equipment and consumables. The simplification of GFRs will reduce delays and enhance autonomy and flexibility for the research organisations. Under the new rules, the Finance Ministry said that Vice Chancelors, Dierectors and academic institutions under specified departments and ministries will be able to make non-Government e-Marketplace (GeM) procurement of scientific equipment and consumables. As per the notification of the Finance Ministry, the institutions can now procure scientific instruments and consumables worth up to Rs 2 lakh without the need for quotations. The earlier limit was Rs 1 lakh, which is now doubled by the Centre. Similarly, under the new rules, purchase committees can procure equipment worth Rs 25 lakh. The financial ceiling for such purchases was Rs 10 lakh. In addition, vice-chancellors and directors can give nods to the global tenders enquiring up to a value of Rs 200 crore. The move will play a pivotal role in facilitating researchers, startups and innovators, said Union Minister Dr Jitendra Singh in a post on the social media platform X. 'Here is some heartening news and a major breakthrough for young aspiring #StartUps, Innovators and Researchers: In a landmark step enabling #EaseOfDoingResearch, the GFR rules have been simplified for procurement of scientific equipment and consumables,' Union Minister Singh added in the X post. 'This will reduce delays and also enhance autonomy and flexibility for research institutions--empowering them to innovate faster,' the post added. As per the Finance Ministry, the new rules will be applicable to the authorities in departments and ministries such as science and technology, biotechnology, scientific and industrial research, atomic energy, space, earth sciences, and health research, including the Indian Council of Medical Research. According to the notification, apart from the above-mentioned departments, the Defence Research and Development Organisation (DRDO), the Indian Council of Agricultural Research (ICAR), and its affiliated universities and institutes offering postgraduate and doctoral-level programmes under any ministry or department will also benefit from the relaxed rules.
