
European passenger traffic grows in Q1 2025, momentum slows down
European airport passenger traffic rose 4.3% in Q1 2025, driven by international demand, but growth slowed compared to previous years.
BRUSSELS – Europe's passenger traffic maintained positive momentum during the first quarter of 2025 (Q1) – although growth has slowed down compared to previous years, signalling post‑Covid traffic recovery consolidation.
The latest traffic report released by ACI Europe reveals that passenger traffic across the European airport network increased by +4.3% during Q1 2025 over the same period last year. This compares to a growth of +10.2% in Q1 2024 vs. Q1 2023. When compared to pre‑pandemic (Q1 2019) levels, passenger traffic stood at +3.2%.
The growth in passenger volumes in Q1 2025 was entirely driven by international traffic (+5.7%) as domestic traffic remained flat (0%) when compared to the same period last year. When compared to pre‑pandemic (Q1 2019) levels, international passenger traffic in Q1 2025 stood at +8.9% while domestic passenger traffic remained at ‑12.8%.
The year‑on‑year monthly growth decelerated in Q1 2025 – from +6.9% in January through +3.4% in February and +3% in March, with the latter reflecting Easter falling in April this year.
Olivier Jankovec, Director General of ACI Europe said: 'Our Q1 data shows that the post‑pandemic travel boom is fading as we are moving towards 'normalised' growth rates in passenger volumes, with demand generally remaining resilient so far. This reflects consumers prioritising experiences despite an increasingly challenging economic environment, along with the dynamism of aviation markets in the Eastern and Southern parts of our continent and Central Asia.'
He added: 'While transatlantic demand is weakening, we expect the European part of that to shift to other markets, and remain confident about the Summer season. The big question is what happens as of next Winter given the unprecedented macro‑economic uncertainty we are now facing as a result of the Trump administration's attack on the global multilateral trading system. This means that in addition to geopolitics and the current supply pressures coming from aircraft delivery and maintenance delays, as well as infrastructure capacity constraints, and airlines focusing on yields rather than capacity expansion, we could see downward demand pressures becoming a reality.'
Non‑EU+ market outperforming
Airports outside the EU+ market1 outperformed the European average in Q1 2025, with their passenger traffic increasing by +5.7% compared to the same period last year. This was driven by the recovery of airports in Israel (+60.4%) as well as the impressive results in the fast‑growing markets of Moldova (+56%), Bosnia & Herzegovina (+41.7%), Kosovo (+15.6%), Uzbekistan (+15.5%), Albania (+9.1%) and Georgia (+8.5%). Meanwhile, passenger traffic remained flat at airports in Türkiye (0%) and kept decreasing in Russia.
Passenger traffic expanded by +4.1% in the EU+ market2, where divergences in performances amongst national markets remained significant. Airports in Slovakia (+15.9%), Poland (+15.4%), Hungary (+14.7%), Malta (+13.9%) and Lithuania (+13%) posted the best results, along with those in Croatia (+9.6%), Romania (+9.2%) and Greece (+8.8%). Conversely, passenger traffic decreased in Iceland (‑2.5%), Sweden (‑2.2%) and Ireland (‑0.5%) and remained lacklustre in Germany and Austria (both at +1.1%) as well as in Switzerland (+1.6%) and the UK (+1.7%).
Amongst the other larger EU+ markets, Italy (+6.6%) came on top, followed by Spain (+4.5%) and France (+4.2%).
Performance gaps and airport market segments
There were also significant performance gaps in Q1 2025 passenger traffic across the different segments of the airport industry when compared to the same period last year. These reflect increased competitive pressures on the back of post‑pandemic structural changes in the aviation market. This is further illustrated by the fact that passenger traffic remained below pre‑pandemic (Q1 2019) levels at 44% of Europe's airports.
The Majors (over 40m passengers) grew at a slower pace in Q1 2025 at +3%.
Amongst the Majors, the best results came from Rome‑Fiumicino (+9.4%) and Istanbul Sabiha Gokçen (+9.0%).
While remaining the busiest European airports, London‑Heathrow (‑1.5%) was affected by a massive power outage in March. Istanbul (+1.6%) came in the second position, followed by Paris‑CDG (+5.6%) and Madrid (+4.5%) – with the latter replacing Amsterdam‑Schiphol (+3%) in the fourth position. Meanwhile, passenger traffic declined at Frankfurt (‑0.9%), resulting in the German hub maintaining its 6th position.
Small airports (less than 1m passengers) posted the best results, with their passenger traffic increasing by an impressive +13.4%. However, they remained a worrying ‑34.5% below their pre‑pandemic (Q1 2019) volumes — as both Low Cost Carriers and Full Service Carriers kept prioritising larger and more affluent markets.
Large airports (10‑25m passengers) posted the second best results at +6.1%, with Tel Aviv (+60.4%), Krakow (+21.9%), Budapest (+15.5%), Alicante (+14.6%) and Valencia (+14.3%) leading.
Aircraft movements in Q1 2025 rose by +3.7% compared to the same period last year but still remained ‑5.3% below pre‑pandemic levels.

In Q1 2025, airports welcoming more than 40 million passengers (Majors), airports welcoming between 25 and 40 million passengers (Mega), airports welcoming between 10 and 25 million passengers (Large), airports welcoming between 1 and 10 million passengers (Medium) and airports welcoming less than 1 million passengers (Small) reported an average increase of +3.0%, +3.9%, +6.1%, +3.6% and +13.4% as compared to the preceding year.

IATA forecasts SAF growth, but urges for global policy changes
'While it is encouraging that SAF production is expected to double to 2 million tonnes in 2025, that is just 0.7% of aviation's total fuel needs. And even that relatively small amount will add $4.4 billion globally to the fuel bill. The pace of progress in ramping up production and gaining efficiencies to reduce costs must accelerate,' said Willie Walsh, IATA's Director General. The Problem with the Use of Mandates Most SAF is now heading toward Europe, where the EU and UK mandates kicked in on 1 January 2025. Unacceptably, the cost of SAF to airlines has now doubled in Europe because of compliance fees that SAF producers or suppliers are charging. For the expected one million tonnes of SAF that will be purchased to meet the European mandates in 2025, the expected cost at current market prices is $1.2 billion. Compliance fees are estimated to add an additional $1.7 billion on top of market prices – an amount that could have abated an additional 3.5 million tonnes of carbon emissions. Instead of promoting the use of SAF, Europe's SAF mandates have made SAF five times more costly than conventional jet fuel. 'This highlights the problem with the implementation of mandates before there are sufficient market conditions and before safeguards are in place against unreasonable market practices that raise the cost of decarbonization. Raising the cost of the energy transition that is already estimated to be a staggering $4.7 trillion should not be the aim or the result of decarbonization policies. Europe needs to realize that its approach is not working and find another way,' said Walsh. IATA's Role in Supporting the Development of a Global SAF Market To support the development of a global SAF market, IATA has worked on two initiatives: A SAF registry managed by the Civil Aviation Decarbonization Organization (CADO) that brings a transparent and standardized system for tracking SAF purchases, usage and associated emissions reductions in compliance with international regulations such as Carbon Offsetting Scheme for International Aviation (CORSIA) and the EU Emissions Trading Scheme. The SAF Matchmaker that will facilitate SAF procurement by matching airline requests for SAF with supply offers. Urgent Action by Governments Is Needed IATA urges governments to focus on three areas: Creating more effective policies. Eliminating the disadvantage that renewable energy producers face compared with big oil is necessary to scale renewable energy production in general and SAF production in particular. This includes redirecting a portion of the $1 trillion in subsidies that governments globally grant for fossil fuel. Develop a comprehensive approach to energy policy that includes SAF. Firstly, advancing SAF production requires an increase in renewable energy production from which SAF is derived. Secondly, it also requires policies to ensure SAF is allocated an appropriate portion of renewable energy production. A wholistic approach should support joint use of infrastructure, co-production and other measures that will benefit the energy transition for aviation and for all other economic sectors. Ensure the success of CORSIA as the sole market-based mechanism to address international aviation's CO2 emissions. IATA urges governments to make Eligible Emissions Units (EEUs) available to airlines. To date Guyana is the only state to have made their carbon credits available for airlines to purchase and claim against their CORSIA obligations. Focus on India India, one of the emerging economies on the world stage today, is the third-largest oil user after the US and China. India launched the Global Biofuels Alliance to position biofuels as a key to energy transition and economic growth. This includes a target for 2% SAF blending for international flights by 2028 with enabling policies such as guaranteed pricing, capital support for new projects, and technical standards. IATA will be working with the Indian Sugar & Bio-Energy Manufacturers Association (ISMA) and Praj Industries Limited, to provide guidance on global best practices for life cycle assessment of the use of feedstocks in the country. As the third-largest global civil aviation market, India can strengthen its leadership in biofuels with the accelerated adoption of SAF through progressive policies.

EASA issues safety bulletin on lithium battery risks in air travel
EASA warns airlines to reinforce passenger communication on lithium battery risks, emphasizing correct handling, storage, and in-flight precautions. COLOGNE – The European Union Aviation Safety Agency (EASA) published a new Safety Information Bulletin (SIB) highlighting the risks to safe air travel which can posed by lithium batteries. The SIB was issued in response to an increased number of safety events involving lithium batteries carried by passengers on board commercial passenger aircraft. This SIB compiles and updates relevant information from other SIBs on lithium batteries, which have been withdrawn. An SIB can be addressed to the airline industry, in this case primarily airlines and other aircraft operators, and highlights a specific new or evolving safety issue. This SIB calls on airlines to extend and reinforce their existing communication to passengers on the restrictions related to lithium battery transport and appeals for the correct behaviours to mitigate the risks. It also reminds of the mandate to train airline and airport staff on the associated risks and to properly communicate dangerous good restrictions to the passengers. 'Smart phones and computers powered by lithium batteries are now an inherent part of our daily lives, and we know that each passenger now takes four to five such items with them on a flight,' said Jesper Rasmussen, Flight Standards Director at EASA. 'Airlines and their ground staff need to make sure passengers know how to travel with these items responsibly. This includes prompting them to think carefully about not packing the devices in their check-in baggage but carrying them on board instead, so that they can be monitored and dealt with if something happens.' Portable electronic devices (PEDs) powered by lithium batteries include a wide range of everyday items, from mobile phones to laptops, and tools (e.g. drill) to drones. Some PEDs, for example scooters, hoverboards, and certain types of drones, are equipped with powerful lithium batteries that are not allowed under the current regulations. Power banks are not classified as PEDs but as spare batteries, and must follow the restrictions that apply to them. Lithium batteries present a safety risk if, for example, they malfunction, there is a mechanical rupture, a short circuit, or they are exposed to heat. The substances contained in the battery then react in an uncontrolled way, rather than gradually releasing their chemical energy in form of current, which is the expected behaviour of a battery. Lithium batteries can overheat, catch fire, and/or release toxic smoke. E-cigarettes and power banks are seen as particularly dangerous. They are both forbidden in checked-in luggage, same as spare batteries. Charging e-cigarettes is strictly forbidden. Due to the risk that they pose, power banks should also not be charged or used to charge other items during the flight. In general, batteries with a lower charge pose a lower risk, so it is preferable to carry such items on board at a lower state of charge, and fully charge them again on arrival. The EASA SIB intends to create passenger awareness on the risks posed by PEDs, e-cigarettes, power banks, and other lithium batteries by highlighting the importance of communicating this information to the passengers. It further draws special attention to training ground staff and cabin crews on all aspects of lithium battery risks, including dealing with an overheating battery in-flight, to ensure containment of any fire and mitigate the safety threats. Key points for passenger communication The EASA SIB emphasises the following crucial points for communicating to passengers: E-cigarettes and power banks should be carried where they can be monitored (on the person). If not possible, they must be in carry-on baggage and protected in the same way as described below for spare batteries. PEDs should only be charged through the on-board power supply systems and should be monitored at all times by the passenger. Power banks should not be used to charge PEDs during the flight. When not in use during the flight, PEDs should be protected against damage and unintentional activation. The limitation in watt-hours (Wh) for each PED is 100 Wh and, only with the operator's approval, 160 Wh. The communication should include examples of commonly used devices. Spare batteries, including power banks, and e-cigarettes, when packed in carry-on baggage, should be protected from short circuit (e.g. by carrying them in their original packaging, taping their terminals, and putting them inside a plastic bag or box). They should also be protected from unintentional activation as well as stowed as far as possible within the bag from any other battery and/or potentially flammable item (e.g. perfume). Whereas charging e-cigarettes is forbidden, using or charging power banks is not forbidden but strongly discouraged. Aircraft operators and ground handling service providers should also make passengers aware of the risks caused by PEDs being short-circuited, damaged or caught in the movable part(s) of a seat.

ERA calls for balanced EU261 revision
ERA urges EU261 revision to support regional airlines, calling for flexible rules on compensation, delay thresholds, re-routing, and extraordinary circumstances. The European Regions Airline Association (ERA) continues to call for a proportionate and flexible approach in the long-awaited revision of the Passenger Rights Regulation, EU261. While the regulation is intended to protect passengers and improve the reliability of air travel, its current form places an unsustainable burden on regional airlines that deliver essential connectivity across Europe. ERA is therefore calling to ensure that the revision of the regulation does not hinder European regional connectivity. The revised regulation should include the following elements: Compensation levels must reflect regional realities: Raising compensation would disproportionately impact carriers operating only short-haul routes, many of which are smaller airlines, in particular but not limited to PSO routes, where low fares leave no margin for added costs. These vital services must remain economically viable. Extended delay thresholds from 3 to 5 hours for short-haul flights: Many regional airlines operate essential services to remote or insular areas, often without immediate access to maintenance facilities. Extending compensation thresholds reflects these operational realities and helps carriers manage multiple daily rotations safely. Airlines must be able to prioritise the safety tasks without the pressure of being penalised by inflexible rules. An increase of the threshold will also significantly reduce the cancellation of flights and hence will ultimately benefit the consumer. Limited conditions for re-routing: Regional carriers must retain the operational flexibility to manage disruption in line with their available resources. Overly permissive re-routing options – such as immediate rebooking on any available carrier or alternative transport mode – would place an unsustainable burden on smaller airlines. A binding, non-exhaustive list of extraordinary circumstances: Greater legal clarity is essential for both passengers and carriers. A detailed and flexible list will reduce administrative costs and litigation while ensuring fairness. Jesper Rungholm, ERA President and CEO of Danish carrier DAT, commented: 'The majority of regional operations connect remote islands and regions of Europe to the mainland, providing vital connectivity. These services can be challenging – weather, maintenance, crew availability – with almost every aspect of airline operations at its most extreme. Passengers are accustomed to delays and disruptions across all modes of transport, yet it is only airlines that face extreme compensation payments, along with hotel and meal costs. With regional fares kept deliberately low, we often see compensation amounts that are four to five times the ticket price. 'Options for cost recovery are extremely limited, making this an excessive and unsustainable burden. Nevertheless, our commitment to serving passengers remains strong. The revision of EU261 should not put the economic viability of these essential routes at risk and threatens regional connectivity.' Montserrat Barriga, Director General, ERA added: 'If the financial burden on regional airlines continues to rise unchecked, the consequence will be the closure of routes that many communities depend on and make regional airlines less competitive hence reducing choice and increasing prices for passengers. Regulation must strike a balance between protecting passengers and ensuring that the airlines serving remote and underserved regions can continue to operate sustainably. 'ERA urges policymakers to move away from a rigid, one-size-fits-all model and towards a collaborative, realistic and passenger-focused framework. Only then can the regulation continue to protect travellers while safeguarding the regional air services that are Europe's lifeline.'
