No 10 blocked nature concessions in planning bill amid Labour rebellion, sources say

Downing Street and the Treasury intervened to stop any concessions in the planning bill, after pro-housing MPs voiced anger over a Labour rebel amendment that attempted to strengthen nature protections in England.
The Guardian has been told that ministers drew up amendments to the bill last week in an attempt to head off the anger of wildlife charities and rebel Labour MPs amid a backlash against the bill.
Two sources with knowledge of the discussions said they had been expecting the amendments to be put in the Commons this week. But the amendments never appeared, after No 10 and the Treasury intervened.
On Tuesday evening MPs voted 306 to 174, a majority of 132, to approve the planning and infrastructure bill at third reading. The housing minister Matthew Pennycook told the Commons: 'This landmark bill will get Britain building again, unleash economic growth and deliver on the promise of national renewal.
'It is critical in helping the government achieve its ambitious plan for change milestone of building 1.5m safe and decent homes in England in this parliament.'
On Monday night, 15 Labour MPs rebelled against the government to back an amendment by Labour's Chris Hinchliff to the bill that would have imposed new environmental obligations, including a rigid timetable, on developers.
The Labour Growth Group (LGG), a large caucus of pro-housing MPs, had raised the alarm with the Treasury and No 10. The LGG had criticised the amendments on X on Monday, saying its members were 'against these wrecking-ball amendments, and for getting Britain BUILDING'.
Hinchliff then hit back at his Labour colleagues in a post, saying he was 'not joining them in doubling down on 20 years of failed deregulation that delivers under 2% social housing a year'.

Senior sources suggested there had been strong opposition from the Treasury and No 10 on any new amendments or making any firmer commitments to look at adopting any of the proposals.
Pennycook declined to comment but an ally said he had not been minded to accept Hinchliff's amendments in any case. The LGG had argued strongly that mitigations in the bill would mean further delays to new housing and threaten the government's 1.5m new homes target.
'For years voters have been telling politicians what they desperately need: lower my bills, get my wages rising, breathe life back into my local area, give my kids a shot at owning a decent home,' an LGG source said. 'Under the Tories, time and again they were ignored.
'This bill is a cornerstone in the government's strategy to show them we are on their side and will deliver those things – we're very clear that demands from pressure groups must not be allowed to derail it.'
Leading environmental groups are warning the government that verbal promises over part 3 of the bill – which is focused on environmental obligations – are not enough and the legislation needs to include solid guarantees of environmental results with scientific assurances.
Beccy Speight, the chief executive of the RSPB, said that without amendments the bill was a regression in environmental protection. 'Until we see actual amendments tabled that address the concerns held by us, many other organisations including the independent environmental watchdog, and thousands of people, we will continue to call for part 3 to be scrapped.'
Speaking at the dispatch box on Monday night, Pennycook said the government would be looking at strengthening national planning policy – rather than directly legislating – on some key environmental policies such as introducing swift bricks in new houses for nesting birds.
Pennycook denied the plans would allow developers to damage habitats if they contributed to a nature restoration fund, which campaigners have called 'cash to trash'. He said some of the bill's critics had 'flagrant misconceptions' of what the changes would do.
Hinchliff said the nature restoration fund was a 'kernel of a good idea', and said his amendment would give 'ministers the opportunity to rescue something positive from the wreckage of this legislation, ensuring environmental delivery plans serve their purpose without allowing developers to pay cash to destroy nature'.
MPs voted to reject the amendment, which was backed by the Conservatives and Liberal Democrats – but not by Reform UK. Pennycook told MPs he was giving serious consideration to Office for Environmental Protection concerns, particularly that part 3 of the bill rolled back environmental laws and left protected sites vulnerable to development.
Richard Benwell, the chief executive of Wildlife and Countryside Link, said the government needed to go beyond verbal assurances and ensure the legislation contained rock-solid guarantees of environmental results, scientific assurances that new approaches could work, and transparent delivery plans for nature benefits. 'Fixing the serious risks posed by part 3 will need more than cosmetic change,' he said.
Nigel Farage's party had backed an amendment to install swift bricks in new homes, which Pennycook said the government would look at doing through guidance.
Pennycook said he would continue to take advice and give 'serious consideration' on what more could be done for environmental protection, with further challenges to the bill expected in the Lords.
Hinchliff said his amendment had been an attempt at compromise. 'Britain's biggest nature charities are so concerned by this bill that they have been calling for the entirety of part 3 to be removed,' he said.
'If we can't improve this bill in the Lords we won't just risk harming nature, there will be severe damage to our relationship with an electorate that cherishes green spaces. I was encouraged to hear that the minister was listening to concerns yesterday – my door remains open – I want to help the government get this right.'

For obvious reasons, none of our sources would discuss their Trump tradecraft on the record. But here are 11 top Trump tactics, given the known knowns of operating today. Each component or step was confirmed to us by multiple people who've seen success up close: Put a sock in it. There's nothing but downside to trashing Trump, his policies, or allies. There are simply too many Laura Loomers desperately seeking evidence of disloyalty. It's widely known internally that the boss feeds on evidence that someone is not right "on Trump." Put a sock in the mouths of others. You often pay for the sins of friends, partners or associates who trash Trump. One big job of ambassadors to the U.S. and lobbyists for big companies is to argue for silence among those above, and let things play out privately. Don't overreact. Many make the mistake of responding impulsively to Trump's impulsiveness. No matter what he says or claims to be doing, wait. It often takes days or weeks to realize if Trump will stick to something — or will simply change his mind or move on. Build two spheres of influence. Think of Trump's two ears. One is full of throwback MAGA purists, skeptical of anyone not purebred MAGA. You need to deeply understand this world and find — or hire — MAGA-savvy operators like Arthur Schwartz, Cliff Sims, Andy Surabian, Jeff Miller, Jason Miller, Chris LaCivita, Kellyanne Conway, Brian Ballard or Ches McDowell. The other ear hears the whispers of more conventionally rational actors like Rubio, Bessent or White House Chief of Staff Susie Wiles. These relationships tend to be peer-to-peer and require cultivation. Everything's negotiable. Trump lives for the transaction and public illumination of "big deals." You see this almost daily now, with Nvidia giving the U.S. a 15% cut of chip sales to China, or Apple's Tim Cook announcing another deal investing in American workers. You need to come to the table with a deal that's glossy and easy to explain, even if the details are flimsy. Remember, it's WWE or reality TV. Trump thinks about optics differently than, um, probably everyone else in business and politics. In his mind, it's all pageantry, posturing and PR — basically make-believe until a deal is done or dead. Shock and awe is a tactic. Outrage is good, or at least fine. In his mind, you only remember "the deal," not how you got there. Kiss ass — but in moderation. The cartoonish interpretation of Trump is to just come, like the three kings, bearing gifts, preferably of gold. There's some truth here. But Trump is better at sniffing out cringey obsequiousness than some think. He loves gifts but also exploits pure weakness. Grandeur in his love language. He loathes betas. The Saudis put on a masterclass with the palatial pomp and opulence during his state visit in May, when he secured $600 billion in investment commitments to the U.S. But pure boot-licking can backfire. The single most successful way to frame an idea for Trump is to show how it'll benefit him. Get face-to-face. Trump will say or write horrible things about people, nations or companies. But rarely in person, one-on-one. He wants to be liked and comes off kinder, more interested, less erratic when face-to-face. Just ask Intel CEO Lip-Bu Tan: Trump said in a Truth Social post that he "must resign, immediately," then wrote four days later after meeting with him: "His success and rise is an amazing story." The trick is getting in the room, away from cameras and social media. Never assume the deal is fully done. What makes Trump maddening to deal with is his propensity to change his mind or mood — often on a dime, provoked by a random clip or conversation. A final deal is never truly final. Think of it as a happy moment in time — subject to change. Play the long game. None of these techniques is a one-off. We're not quite one-sixth of the way (213 days) through Trump's second term. The savviest leaders, companies and people tend to all 11 of these steps methodically and consistently over years, in bright times and bad. Pony up. Trump is aggressively fundraising for his MAGA Inc. super PAC and other political committees. Dinners sometimes cost $1 million a plate. The New York Times has extensively documented how contributors have received favorable treatment, including executives from crypto and healthcare companies. Zoom in: European leaders — bludgeoned by Trump in the early weeks of his presidency, and with more to lose than most — cracked the Trump code at the White House on Monday. Ukrainian President Volodymyr Zelensky learned the lessons of February's Oval Office meltdown: He arrived in suit-like attire, thanked Trump a dozen times, played nice with MAGA-aligned journalists, and praised First Lady Melania Trump for speaking out about the war's toll on children. The rest of the delegation layered on flourishes tailored to Trump's style, recognizing "Dear Donald" as uniquely suited to assembling world leaders and achieving peace through strength. The Europeans sweetened the pitch with a glossy, round number: $100 billion in U.S. weapons, purchased by Ukraine and financed by Europe, in exchange for security guarantees.

When asked in a Fox News interview when progress in negotiations would be seen and if the US needed a trade agreement because of how tariffs were going, Bessent said that 'we're very happy' with the situation with China. 'We have had very good talks with China. I imagine we'll be seeing them again before November.' Bessent's remarks indicate that an easing of tensions between the two sides remains in place, potentially creating an opening for President Donald Trump to meet Chinese leader Xi Jinping. The Trump administration has generally dialed down its confrontational tone with Beijing recently to get a summit with Xi and a trade deal. Secretary of State Marco Rubio has said a meeting between the two leaders is likely, though no date has been set. Last week, Trump extended a pause on higher tariffs on Chinese goods for another 90 days into early November, a move that stabilized trade ties between the world's two largest economies. Trump said last week that he hoped China would massively step up its purchases of American soybeans. China hasn't bought a single cargo of soybeans from the next harvest, which starts in September. And in a move that's likely to irk Beijing, the Trump administration is set to step up scrutiny of imports of steel, copper, lithium and other materials from the world's No. 2 economy to enforce a US ban on goods allegedly made with forced labor in the country's Xinjiang region. The plan dovetails with Trump's broader trade goals, given he wants to lower the US trade deficit with China and put pressure on Beijing to curb shipments of fentanyl and precursor chemicals. Earlier this month Trump doubled tariffs on Indian goods to 50%, saying the hike was punishment for India's purchases of discounted oil from Russia, which he argues helps fund President Vladimir Putin's war against Ukraine. There's been concern that the US may also target other nations — China is the largest overall buyer of Moscow's crude — but so far India has been the only major economy to be hit with such 'secondary tariffs.' Bessent defended the administration's lack of secondary tariffs on China in an interview with CNBC, saying India only ramped up its purchases after the Kremlin's full-scale invasion of Ukraine in 2022.
