
Asian poll observers urge update of PH Election Code, flag 'systemic issues'
The Asian Network for Free Elections (ANFREL) launched Thursday its final election observation report for Eleksyon 2025, stressing the impact of "systemic issues," such vote-buying and political dynasties, that undermine the country's electoral integrity.
The international poll observers reported their key findings and proposed a two-part reform roadmap for the Philippine elections, including short-term and long-term actions such as:
strengthening of crowd management
enhancing of voting accessibility
conducting a full nationwide and more realistic mock elections
ensuring transparency in all activities of the Commission on Elections (Comelec)
Meanwhile, long-term actions include the ANFREL's call for the review and amendment of the Omnibus Election Code, particularly the elimination of outdated provisions; update of definitions of electoral offenses and enforcement procedures; and incorporation of provisions for automation, digital security, and online campaign regulation.
The European Union (EU) Election Observation Mission, which also sent a delegation to the Philippines to observe the conduct of Eleksyon 2025, had also called for updates to the Omnibus Election Code, saying nearly half of its provisions were already outdated.
ANFREL also urged for the institutionalization of the Comelec Vulnerable Sectors Office (VSO) and Political Finance Affairs Department (PFAD), as well as the banning of political dynasties.
The final report said, "ANFREL concludes that while the 2025 elections were generally well-administered, deep-rooted structural challenges continue to compromise the credibility and competitiveness of the electoral process."
"Sustained reforms, particularly in campaign finance, party-list regulation, and abuse of state resources, are essential to strengthening electoral integrity and fostering democratic accountability in the Philippines," it said.
The report added: "ANFREL calls for continued engagement between COMELEC, civil society, and political stakeholders to address these issues and ensure more inclusive, competitive, and transparent elections in the future."
In its interim report released last May, ANFREL flagged the abuse of state resources and vote-buying as "disturbing factors" in the recent midterm polls. It also raised the need to expand the coverage of the Comelec Committee on Kontra Bigay to include the "ayuda" or cash dole outs to "level the playing field."

Ex-Pres. Duterte wants Roque to stay away from ICC case, says counsel
President Rodrigo Duterte does not want his former spokesperson Harry Roque to meddle in his case before the International Criminal Court, his legal counsel Nicholas Kaufman said. According to a report on '24 Oras' on Thursday, Kaufman said that Roque is considered a fugitive and the former president is afraid that his status might compromise the case. 'The former President has expressed no desire to see Harry Roque nor to be assisted by him. Harry Roque is a fugitive from justice in the Philippines and the former President thought it best not to have his ICC defence compromised by engaging him,' said Kaufman in a statement. Duterte's lawyer also pointed out that Roque 'had no mandate whatsoever to seek the assistance of a local Dutch lawyer (Kort Geding) to file a case against the Dutch Government for assisting in the rendition of the former President.' Kaufman described Roque's action as 'lunacy' but it was prevented after he contacted the local lawyer concerned. "This is not the first time I've heard such a crazy scheme. I would put it that way because at the end of the day, the Netherlands have to be involved in any request to release an individual from the court,' he said. 'So to initiate a case in the Netherlands, against the Netherlands would be a big mistake." For his part, Roque denied that he intervened in his former boss's case. 'My support to the Duterte Legal Defense continues. There is no truth that I have interfered in the case or I have given statements that might affect the Defense legal strategy in the International Criminal Court (ICC),' he said in a Facebook post. 'As a loyal foot soldier of the Dutertes, I have no wish but to bring the former President back to the Philippines alive. And like many Duterte diehard supporters, I feel a sense of frustration on the pre-trial detention of our beloved President. I thus offered an additional legal remedy, outside of the ICC, subject to the approval of the former President and his family,' he added. Israeli consul visits wake of Negrense OFW killed in missile attack
Israeli Consul Moti Cohen arrived in the Province of Negros Occidental to visit personally the wake of Leah Mosquera in San Enrique town. Mosquera is the Negrense overseas Filipino worker (OFW) rushed to the hospital after a missile attack by Iran on Israel on June 15, 2025. She stayed in the hospital for weeks as she underwent an operation at the Shamir Medical Center. She was on comatose, and passed away on July 13, 2025. According to the Provincial Government of Negros Occidental, Cohen condoled personally with Mosquera's family in San Enrique. Cohen also assured financial assistance and humanitarian aid to Mosquera's family. Capitol has also handed over financial assistance worth P190,000 to her family. Mosquera worked for 13 years as a caregiver in Israel. Governor Eugenio Jose Lacson, Department of Migrant Workers - Negros Island Region Director Glenda Aligonza, Overseas Workers Welfare Administration 6 Director James Mendiola, and Provincial Public Employment Services Office (PESO) Head Karen Dinsay welcomed Cohen in Negros Occidental. Mosquera's interment is set on August 16, 2025.

Senate eyes policy review on Filipino seafarers' deployment to high-risk areas

Tulfo, chairman of the Senate committee on migrant workers, said this following reports that nine Filipino sailors are currently being held by Houthi rebels in Yemen. 'Kabilang sa mga tatalakayin ay kung dapat na bang magkaroon ng mandatory security assessment sa mga mapanganib na ruta, at kung kinakailangan nang magpatupad ng total deployment ban sa mga lugar na may mataas na banta sa buhay at kaligtasan ng ating mga seafarers,' the senator said in a statement. (Among the things that will be discussed is if there's a need to have a mandatory security assessment on dangerous routes, and if it is necessary to implement a total deployment ban in areas with a high threat to the lives and safety of our seafarers.) The Iran-backed Houthis earlier released footage of crew members who were missing after attacks on the cargo ships Eternity C and Magic Seas, claiming in an accompanying statement to have "rescued" the mariners. Foreign Affairs Undersecretary Eduardo De Vega had confirmed that the Houthis were holding nine Filipino seafarers. According to Tulfo, he has asked Department of Migrant Workers (DMW) Secretary Hans Cacdac to ensure the Filipino seafarers' safety and their swift return to their families. 'Isang malaking bagay ang makumpirma nating buhay pa ang ating mga kababayang tripulante. Kaya't agad kong iminungkahi kay Sec. Cacdac na gawin ng DMW at mga kaukulang ahensya ang lahat ng kinakailangang hakbang upang matiyak ang kanilang kaligtasan at mapalaya sila sa lalong madaling panahon,' the senator said. (It's good to know that the Filipino crew members are still alive. I immediately suggested to Sec. Cacdac that the DMW and relevant agencies take all the necessary steps to ensure their safety and release as soon as possible.) In 2024, the DMW issued guidelines for licensed manning agencies to observe should Filipino seafarers be assigned on ships that would ply high-risk and conflict areas.
