Monmouthshire Building Society has selected Phoebus to provide account servicing solutions to its 90,000 mortgage and savings members.

The partnership is announced following a market-wide vendor selection process lasting several months.
Through implementing Phoebus, Monmouthshire will benefit from substantial account automation in all areas servicing mortgages and savings, including basic tasks such as sending out documentation, rate changes and user diary management, through to more advanced requirements such as arrears management, including repossessions. The Phoebus originations and migrations API will manage on-boarding of new business originations and migrate the existing portfolios managed on existing supplier systems.

Blaenau Gwent, Monmouthshire and Torfaen councils are already partners, with Newport, in the Shared Resource Service (SRS) which has supplied their technology services since 2011. Now Blaenau Gwent and Torfaen, which have already appointed a joint chief executive, and Monmouthshire will expand SRS's operations to include their digital, data and technology services. At present Newport isn't intending to join the full collaboration. A combined service is intended to be more efficient and produce savings for all three councils while data gathered will give a more' comprehensive and nuanced' understanding of communities, groups of people and individuals. It's intended regional data can highlight disparities in health outcomes, educational attainment, and economic opportunities across the council areas and lead to targeted action being taken more timely and 'effective decisions which should lead to better outcomes for individuals,' according to a report presented to Monmouthshire council's cabinet. It said working together will mean the service can work at scale and will be able to attract and retain highly skilled staff the individual councils would be unable to afford. Torfaen and Blaenau Gwent will each transfer one member of staff when the service gets up and running, either later this year or early in 2026, but as Monmouthshire is unable to spare a staff member, without their loss stopping 'core functions', it will create and fund a new data post at a total cost, covering salary and other committments, of £52,744. Monmouthshire's Labour led cabinet has agreed the £77,017 increase in expenditure for the first year of the partnership will be funded from its technology reserve and from the second year in 2026/27 the additional costs will either have to be found as a new commitment in its budget or potentially from departmental savings if they are achieved by the collaboration. It is intended the council's digital staff will transfer to the SRS, with their terms and conditions protected and subject to consultation with staff and trade unions, no later than April 1, 2026. The combined salary cost for those transferring, coupled with Monmouthshire share of joint management costs, would be £370,273 over a full year which is higher than the current digital team budget of £346,000 meaning it will have to find the additional contribution of £24,273. Further collaboration could be considered in future but as Monmouthshire's Geographic Information Systems team, that manages its address and street databases, is presently part of a shared arrangement with Newport further work will need to be completed on where that team is based.

Paul Griffiths, the deputy leader of Monmouthshire County Council, made the quip in comparison to the latest fall out over Welsh rugby's professional regions. He told the council's cabinet: 'I reflect how much we can learn from working successfully from regionalisation of Welsh rugby.' Welsh professional rugby has been rocked by the Welsh Rugby Union stating this weekend it no longer intends funding Wales four professional regions equally. The Chepstow Labour councillor made the remark after the cabinet agreed for Monmouthshire's sports development unit to enter the Active Gwent sport partnership hosted by Newport City Council. It is intended to provide 'strategic focus and oversight' to sports development in the region. Gwent is the last area of Wales to agree to the regional partnership approach which is a national directive from government funded body Sport Wales as part of its national Vision for Sport in Wales. Regionalisation in Welsh rugby, that was introduced in 2003, saw the establishment of five professional teams mostly replacing the traditional club structure as the top level of the game in Wales. The five professional sides reduced to four a year later. In the latest controversy involving the four regions Newport-based Dragons has agreed to a new funding agreement with the WRU, which has also taken control of Cardiff after its previous owners were unable to meet financial commitments, while Ospreys and Llanelli Scarlets have refused to sign the new deal with the governing body. Cllr Griffiths is originally from Swansea, which saw its traditional club replaced at the top table by Ospreys, while he was also previously a councillor in Rhondda Cynon Taf where many fans have been bitter over the 2004 closure of the Celtic Warriors side, that played some games in Pontypridd. Under the new sport partnership agreement for sports development Newport council will take a lead role in liaising with Sport Wales and the new partnerships are required to include representation from a wide array of stakeholders alongside local authority members. The council's five sports development officers will still be able to act independently but will also work across Gwent on shared regional objectives and to share resources, best practice and learning. The annual budget for sport development staffing in Monmouthshire is currently £224,375, with 63 per cent of the funding from the Sport Wales partnership annual agreement. The projected funding allocation for Gwent is estimated at £2,269,565 while in the 2024/25 financial year Monmouthshire received an annual allocation of £141,894 from Sport Wales and the council has, on average, secured an extra £58,000 a year to deliver specific sport intervention projects. Funding in future will have to align with the regional partnership's vision and when established it will receive the full allocation with funding distributed to the regional partnerships across Wales from the third year. Monmouthshire cabinet member Cllr Sara Burch asked how the council could be assured the 'minimum will be spent on administration and the maximum on delivery' which Cllr Angela Sandles, who is responsible for communities, said would be monitored. Active Gwent will select a strategic and supervisory board of the five local authority partners, five independent members and an independent chair with Monmouthshire represented by a council officer.

After the ban, experts are warning the public about the dangers of disposing of old vapes. The ban is designed to deter vape use, but reports show that many people are either stockpiling disposable vapes or switching to reusable models, meaning the problem of binning old vapes is likely to persist. WEEE waste experts at say it doesn't appear that the ban is effectively deterring people from vaping completely. Only 17% of people dispose of their vapes correctly. From 1 June 2025, it will be illegal for businesses to sell or supply all single-use vapes. The ban includes all 'disposable' vapes which are not refillable and use a battery which cannot be recharged. This applies to sales online and in shops. However, they're actually classed as WEEE (Waste Electrical and Electronic Equipment), which has strict rules for disposal. When vapes are disposed of in household bins, this can lead to fires in bin trucks and at waste management sites, posing a huge risk to workers and the public. Vapes contain lithium-ion batteries that can overheat and ignite when damaged or crushed. If vapes enter bin lorries or waste management facilities, this is a common occurrence as waste is compressed. WEEE waste is classed as hazardous or controlled waste that must be disposed of separately to prevent environmental harm. Therefore, you can be fined up to £600 if you breach your household waste duty of care. However, it's concerning to see it hasn't had the desired effect with many people simply stockpiling or switching to reusable models. "While a reusable vape is still the preferred option, the lack of education surrounding correct disposal means we're likely to see vape-related bin and waste fires continue. 'Vaping is a habit that many will find hard to quit, or are reluctant to attempt, so a better alternative is to focus on educating the public about the risk of improper disposal. With vapes technically classed as WEEE, we would encourage councils to crack down on people placing these in general waste and step up the issuing of fines as a deterrent.'
