The number of injured also reached five, up from three on Sunday, while seven were reported missing.
The NDRRMC said it had validated two of the fatalities and one injured. It is validating the other figures.
Meanwhile, a total of 800,864 individuals or 225,985 families were affected by the monsoon and severe tropical storm in 1,556 barangays.

Metro Manila and nearby provinces were drenched by a downpour brought by the enhanced Habagat on Monday, July 21, 2025, with a forecast for more rain on Tursday. GMA Integrated News The enhanced Southwest Monsoon or Habagat drenched Metro Manila and nearby provinces on Monday, with the forecast for more rain to come on Tuesday. A number of local governments had individually suspended Monday classes a day earlier. But with heavy rain pounding the metro, the Department of the Interior and Local Government sought, and received, approval for an order suspending Tuesday classes and some government work in the National Capital Region and in the provinces of Bataan, Batangas, Bulacan, Cavite, Occidental Mindoro, Pampanga, Pangasinan, Rizal, Tarlac, and Zambales. The third alarm was raised for the Marikina River's water level, with hundreds of families living nearby evacuated. Those living near the La Mesa Dam and Wawa Dam were also warned, as they spilled over. Both the Senate and the House of Representatives suspended work, as did the Supreme Court and courts in NCR. Flooding rendered some roads impassable, snarling traffic in parts of the North Luzon Expressway (NLEX). To make it easier for commuters to travel, the Metropolitan Manila Development Authority (MMDA) suspended the number coding scheme and later announced it will continue to be suspended on Tuesday, including in Makati. Over 300 families evacuated as Marikina River reaches 2nd alarm
A total of 1,637 individuals, or 346 families, have been evacuated as the Marikina River reached the 2nd alarm amid the inclement weather caused by the Southwest Monsoon (Habagat). According to Mariz Umali's Monday report on '24 Oras,' residents near the river and in low-lying areas started evacuating as the Marikina River reached 2nd alarm at 1:53 p.m. Some of the residents said they decided to evacuate for the safety of their families, especially their children. Another resident said she opted to evacuate out of fear of being being trapped in her home as what happened during Tropical Storm Ondoy in 2009. Used as one of the evacuation centers in Marikina, some rooms in Elementary School were dedicated to senior citizens, lactating mothers, and pregnant women. Another room was turned into a soup kitchen. Residents also received relief kits, which have mats and blankets, among others. Marikina City Mayor Maan Teodoro said they have teams unclogging drainage canals and waterways of garbage after some streets in Mountain View Village were flooded. Teodoro said the city also has to contend with trash and debris that are brought by waters from neighboring Rizal province.
