Iraq-Iran discussions in Moscow: Security pact, PKK disarmament

Shafaq News/ On Tuesday, Iraqi National Security Advisor Qasim al-Araji and Iranian counterpart Ali Akbar Ahmadian met in Moscow to review a bilateral security pact and discuss PKK disarmament, at the sidelines of the 13th International Security Officials Meeting.
The discussions focused on the 2023 Iraq-Iran security pact, aimed at enhancing cross-border coordination. Officials reviewed its implementation and addressed the potential consequences of the PKK's dissolution for border stability and regional dynamics.
The PKK, designated a terrorist group by Turkiye, the United States, and the European Union, has long operated from northern Iraq, straining relations with Ankara.
Talks also covered the situation in Syria, with both countries agreeing on the importance of safeguarding Syria's sovereignty, unity, and territorial integrity.

Shafaq News — Al-Sulaymaniyah On Wednesday, a court in al-Sulaymaniyah, Kurdistan Region, extended the detention of New Generation Movement (NGM) Leader Shaswar Abdulwahid until August 24 and scheduled his first hearing for August 21. Abdulwahid was arrested a day earlier in the city's German Village district under a judicial warrant linked to an undisclosed complaint. Police said the operation was conducted in accordance with legal procedures and under direct judicial supervision. Rouwar Abdulrahman, Leader of the NGM parliamentary bloc that holds 15 seats in the Kurdistan Parliament, denounced the detention as 'political,' accusing the Patriotic Union of Kurdistan (PUK), one of the leading Kurdish parties, of orchestrating it. He added that the case stemmed from a video in which Abdulwahid criticized an oil revenue deal between Baghdad and Erbil. "The move aimed to undermine the movement ahead of elections."

Speaking to Rudaw on condition of anonymity, the official confirmed, 'We are very close to a final agreement' with Erbil, adding that once exports resume, 'the Kurdistan Region's oil will be sold exclusively through [the State Organization for Marketing of Oil] SOMO,' Iraq's national oil marketer. For his part, Ali Nizar Faiq, general director of SOMO, confirmed to Rudaw on Wednesday that the company is prepared to 'receive and sell' oil from the Kurdistan Region, but noted that 'the Kurdistan Region has not handed over the oil yet.' Efforts to finalize the deal follow a mid-July agreement in which Erbil and Baghdad agreed on the daily transfer of 230,000 barrels of oil from the Kurdistan Region to SOMO for export through the Ceyhan pipeline. Exports along that route have been suspended since March 2023, following a ruling by a Paris-based arbitration court in favor of Baghdad. The court found that Ankara had breached a 1973 pipeline agreement by allowing the Kurdistan Regional Government (KRG) to independently export oil since 2014. Importantly, Turkish President Recep Tayyip Erdogan announced in mid-July that Turkey will not renew the 1973 Iraq-Turkey pipeline agreement, which is set to expire in 2026. However, the senior Iraqi oil ministry source told Rudaw that Baghdad is currently reviewing new proposals from Ankara. 'We are reviewing proposals from the Turkish government to finalize a new agreement, and we expect to reach a deal before the deadline expires.'
