Lucknow: Reiterating that public representatives were a crucial bridge between the govt and the public, chief minister

on Wednesday said that their inputs and suggestions were crucial for the proper implementation of projects and schemes.
The CM was reviewing 3,397 development proposals worth Rs 42,891 crore for the Lucknow division, where he interacted with 42 MLAs and five MLCs from assembly constituencies like Lucknow, Hardoi, Rae Bareli, Unnao, Sitapur and Lakhimpur Kheri.
With about a year and a half left for the next assembly elections in UP, the CM is carrying out a review assessment of major projects across divisions, directing officials to complete important development works at the earliest.
Sources indicate that the development of the state, in addition to industrial growth, will be its major achievements which the govt will take to the people. To this end, the CM is also stressing the need to maintain contact with public representatives, assuring them that their inputs will be addressed on priority.
During Wednesday's meeting, the CM highlighted the unique historical, cultural and social aspects of each district in the division, saying that any development work should focus on the preservation and promotion of these aspects.

He described Lucknow as a hub of modernity and the cultural capital of Awadh, which remains a vibrant symbol of art, literature and tradition. "Like Kashi, Lucknow's soul is eternal and its spirit universally resonant," he said, touching upon "Hardoi's deep-rooted legacy of truth and penance, and Raebareli's rich contributions to literature, the freedom movement and folk art.

Mentioning Unnao district as the karmabhoomi of Chandrashekhar Azad and other stalwarts of the freedom struggle, he added that development projects in the district should be envisioned in an integrated manner, drawing inspiration from this historical consciousness.
The CM described Sitapur as a city having unparalleled religious and spiritual stature, with Naimisharanya as its spiritual heart, where sages once transmitted the Vedic wisdom to the world.
He further emphasised Lakhimpur Kheri's prominence on the global wildlife map due to Dudhwa National Park, praising its biodiversity, the agricultural richness of the Terai region, and the vibrant Tharu culture.
While assessing projects, he directed the PWD to prepare a plan of action based on inputs by public representatives and implement proposals on roads, bridges, ROBs/RUBs and flyovers.
He emphasised the need to complete all road projects within set timelines. Special priority, he said, should be given to constructing roads in villages associated with public representatives and martyrs.
He also reviewed progress under the CM Tourism Promotion Scheme, through which more than 1,000 religious sites across the state have been beautified and equipped with tourist facilities. He instructed the tourism department to identify at least one tourist site in every assembly constituency and prepare a development plan for them.
The CM directed the department of urban development to consult public representatives before finalising any project proposal and to take timely, transparent and coordinated action on all points raised by public representatives.
"Bhoomi pujan and foundation stone ceremonies for new schemes should be organised after Sept 15, with public representatives leading the ceremonies and their names inscribed on the plaques. There should be no unnecessary delays or laxity in project execution," he said.

"If there was no Dr Ambedkar and no Constitution, I would not be in the Chief Justice's chair," he said, addressing students at the Dr Babasaheb Ambedkar College diamond jubilee celebrations at Deekshabhoomi on Saturday. Gavai said he had visited the sacred Deekshabhoomi every Dhamma Chakra Pravartan Din since childhood. "This is not a ceremonial visit. It's deeply personal. The CJI also reflected on the Ambedkar college's early struggles when staff salaries were unpaid, and operations ran out of a temporary structure. "My father and Dadasaheb Kumbhare sought help from Manoharbhai Patel in Gondia, who agreed to support on the condition they'd have meals with him at his home one day," he said, praising such sacrifices that built the institution "brick by brick". He lauded the college's evolution into a NAAC-accredited institution. "Back then, the college struggled to get students. Today, under principal Deepa Panekar, it is thriving. It's a symbol of what grit and Ambedkarite values can achieve," he said. Highlighting women's empowerment as a true tribute to Dr Ambedkar's vision, Gavai noted that "80% of today's achievers here are girls". Among them was his own daughter Karishma, who bagged 15 gold medals in LLB and seven medals in LLM, presented by CM Fadnavis during the event. "Ambedkar always said the progress of a society is reflected by the progress of its women. This campus is proving that," he added. "Dr Ambedkar said there's a difference between a great person and an eminent one — the latter serves society. Always remember your responsibility, no matter how high you rise," he advised. Recounting his student days, the CJI also revealed his contribution to the popular Bhim Geet composed by poet Suresh Bhat. "I helped Bhat Saheb with lyrics when he was in Mumbai and was moved to tears while reciting it. That journey — from the narrow lanes of Amravati to the Supreme Court — is thanks to Babasaheb's ideology of socio-economic equality, justice, and the Indian Constitution," he concluded. Mumbai: Observing that the prosecution had failed to prove its case because of lapses by police officers, hostile witnesses, and lack of material evidence, a special NIA court that acquitted Lt Col Prasad Purohit in the 2008 Malegaon blast case rejected his defence that his actions were part of his official military intelligence duties and therefore did not require prosecution sanction. It held that "he has done those acts which were never permitted by his office", reports Rebecca Samervel. Special judge A K Lahoti said serious charges of murder and criminal conspiracy were also levelled against Purohit along with other charges, showing his involvement, and hence his own officer had handed over his custody to the ATS. "On going through the papers, it is sufficient to hold that the act done by him was not in discharge of his official duty. He has done those acts which were never permitted by his office. Those acts could not be covered or protected under the garb of section 197 CrPC," the judge said in his order. He also clarified that a sanction under Section 197 of CrPC was not necessary to prosecute Purohit, a govt servant, under the circumstances of the case. Play Game Undo The NIA special court judge noted that the prosecuting agency in the 2008 Malegaon blast case had collected incriminating evidence against Purohit showing his direct involvement in the alleged offence which included the charge of murder and criminal conspiracy. On the other hand, the authorised officer of the military submitted the decision given by their Competent Military Authority as per Military Rules to institute the proceeding against A9 (accused 9, Purohit) before criminal court. His custody was given by military officers to ATS. In such peculiar facts, the defence taken by A9 pertaining to sanction u/s 197 of CrPC does not survive," the judge said. Part of the case against Purohit who was in the military intelligence at the time revolved around his alleged involvement with a group called Abhinav Bharat. The organisation was at the centre of the alleged conspiracy. While Purohit's lawyer submitted he was permitted to collect information from ISI or SIMI or other terrorist organizations, the judge pointed out it was not his claim that he was also member of those organizations. "Becoming a member of a selective organization without express permission is nothing but an act done out of the purview of discharge of duty," the judge said. The judge also observed that under circumstances of the case, charges of ATS and NIA against Purohit were serious and based on evidence investigating agencies collected during the course of their respective probes. The judge noted that his association with Abhinav Bharat Trust or Abhinav Bharat organisation would not be per se illegal and was part of his duty. However, the court said the charges against him show that he floated the Abhinav Bharat organisation and was founder member of Abhinav Bharat, collected huge funds and had control over financial transactions. He has accepted thousands of rupees from co-accused and utilized those amounts for private use, the judge noted. "Nothing material came on record to show that all those allegations or charges were fake, baseless and all those acts were done by A-9 with the permission of his superior officer. Merely the prosecution failed to prove the charges levelled against the accused in the absence of cogent evidence doesn't mean that all the charges were baseless or without foundation," the judge said. Seven defence witnesses, all related to Purohit, had deposed during trial. The judge said the (military) officers examined as defence witnesses or those who were working in the SCLU (Southern Command Liaison Unit) at the relevant time had not shown any interest in saving Purohit. "They had kept mum for several years. Their own inaction shows they might have noticed the action taken by ATS was proper, as their senior officers had also not shown any interest to protect their own officer considering the allegations and charges levelled. It shows that they had accepted the fact of arrest at the hands of ATS was proper," the judge said. The Punjab Vigilance Bureau (VB) Saturday conducted searches at three premises linked to real estate developer and former Akali leader Ranjit Singh Gill in Chandigarh's Sector 2, barely 12 hours after he was inducted into the BJP by Haryana CM Nayab Singh Saini. Gill and and the BJP strongly condemned the action, accusing the AAP government of indulging in 'political vendetta'. The Vigilance Bureau, however, claimed to have uncovered details of suspicious financial transactions running into crores between Gillco Developers — the Mohali-based realty firm founded by Gill — and entities linked with Shiromani Akali Dal leader Bikram Singh Majithia who is currently in jail after being arrested in a disproportionate assets case. Gill was the 'halka in-charge' of Kharar for the Akali Dal till he quit the party in July. He was widely tipped to join AAP, especially after ruling party's Kharar MLA, Anmol Gagan Maan, announced her resignation and decision to quit politics on July 19. However, she took back her resignation the very next day. A senior vigilance official said that the searches at Gill's residence was in furtherance of the investigations into an FIR (No. 22, dated June 25) registered at Punjab Vigilance Bureau (VB) Police Station Flying Squad, SAS Nagar, against Majithia. The official added that searches were carried out three premises linked to Gillco Developers in Punjab and Chandigarh. 'During the searches, the Bureau uncovered details of suspicious financial transactions running into crores between Gillco Developers and entities linked with Majithia. Further investigations are ongoing,' the official said. Majithia was held on June 25. According to the FIR registered by the Vigilance Bureau, its preliminary investigation has revealed that more than Rs 540 crore worth of 'drug money' was laundered in several ways and Majithia had allegedly facilitated it. The official added that after registration of FIR against Majithia, certain suspicious financial links and transactions between Gillco Developers and some of the entities had come to notice. 'These were developed in a meticulous manner by conducting investigations. To conduct further in-depth inquiries into these transactions and to gather relevant evidence, the Vigilance Bureau conducted these searches in accordance with procedure established by law,' the official said. Bureau officials said several incriminating documents, electronic devices and other evidences have been seized in the ongoing searches. An official spokesperson said that the search operations were conducted strictly in accordance with the legal procedures and the search was still underway. 'Electronic devices and relevant documents were also seized during the searches', he added.
