Baltimore City to invest in youth athletics, summer jobs to reduce violence

Baltimore City's Children and Youth Fund (BCYF) will make several investments into youth athletics programs, summer job programs and Mayor Brandon Scott's youth engagement strategy in an effort to reduce youth violence this summer.
According to the mayor's office, the strategy has helped reduce youth violence over the past two summers. The investments aim to continue the positive trend.
The BCYF will establish a new youth athletics fund with an initial $500,000 investment to expand access to vendor-provided athletic programming in Baltimore City Public Schools (BCPS).
The youth athletics fund will build on BCPS's launch of middle school sports programming, which has allowed thousands of students to access athletics in schools, and will create a path for more philanthropy to invest in middle school athletics.
"We best enrich the lives of Baltimore City students when our community offers more opportunities to learn both inside and outside the classroom," said Dr. Sonja Brookins Santelises, CEO of Baltimore City Public Schools.
BCYF will also allocate $6 million in funds to support
YouthWorks
, the city's summer employment program. The investment will ensure that 8,500 young people find meaningful employment during the summer.
The investment into YouthWorks will provide young people in the city with paid work experiences, professional development and career readiness training through the Mayor's Office of Employment and Development (MOED).
The fund will also invest $1.5 million into Mayor Scott's summer youth engagement strategy, which has helped reduce youth victimization and violence.
The city will use the funding to provide outreach workers, structured programming and safe spaces for young people during the summer.
"This is about investing in our young people holistically - in their futures, their well-being and their safety," Mayor Scott said. "Together, with BCYF, MOED, and Baltimore City Public Schools, we are ensuring that Baltimore's young people have every opportunity to thrive."
Baltimore City saw a major reduction in crime in 2024. It was the third year in a row that the city's violent crime rate dropped, according to data from the
Baltimore City U.S. Attorney's Office.
As of March 3, 2025, homicides and nonfatal shootings were down in the city compared to 2024. Homicides were down 29% and nonfatal shootings were down by 41%,
according to Mayor Scott.
"While we are on the right path and are continuing to approach public safety the right way, understanding that it is more than just the responsibility of law enforcement and we all have a role to play, the work cannot and should not stop here," the mayor said.
"We have a responsibility to expand the strategies and interventions we know are working, continue to be proactive, and deepen our efforts to build a better, safer Baltimore for all," Mayor Scott added.
According to the
CBS News gun violence tracker
, there has been a 20% decrease in the number of gun violence victims over the past five years in Baltimore City, including victims of fatal and non-fatal shootings and any armed encounters.
The tracker, which draws on crime data through the end of December 2024, shows that 389 children and teens faced threats of gun violence in Baltimore City in 2024.
Data shows there were 499 youth victims of gun violence in 2023, and 389 in 2024, a 22% reduction over one year.

WASHINGTON (DC News Now) — A D.C. woman was found guilty of murder Wednesday in the death of her 16-month-old daughter in March 2017. According to the U.S. Attorney's Office (USAO) for the District of Columbia, 39-year-old Faneisha Scott was found guilty of first-degree murder, first-degree cruelty to children and second-degree cruelty to children. FCPD: Ex-Youth summer program leader charged with secretly recording minors Evidence stated that around 2:45 p.m. on March 21, 2017, Scott's friend- and her daughter Rhythm Fields' godmother- went to Scott's home in the 5400 block of C St. SE. The friend's 8-year-old child asked to play with Rhythm, but the friend found Rhythm in her playpen 'unresponsive and cold.' Scott went outside and flagged down a mail carrier, who called 911 and went back into Scott's apartment with her. The mail carrier saw 'Rhythm on the couch, lifeless. The child's body was cold, her body was stiff, and her eyes were fixed,' the USAO said. The mail carrier remained on the phone with 911 until two others entered to give Rhythm CPR. The USAO said that one of these individuals was an experienced former firefighter who immediately recognized that Rhythm was dead. Scott told first responders that she hadn't had any contact with Rhythm since 9 a.m. 2 teens charged with 9 armed carjackings, robbery in DC; police search for more suspects The D.C. Medical Examiner's Office did an autopsy on Rhythm's body and ruled in February of 2018 that she had been killed and that her cause of death had been multiple blunt force injuries. On Tuesday, Senator Rick Scott made a pitch to relocate NASA Headquarters from D.C. to Florida's Space Coast. He sent this letter, signed by the entire Florida Delegation, to the Trump Administration asking the President to consider the move. But this afternoon, NASA Watch Founder Keith Cowing told me it's unlikely. He told us, 'I've read the letter, and everybody signed it. Who's a Republican from Florida. They want to move with the Florida because a lot of space people work there. That are isolated from the political environment in DC. Okay, well, you have a big political environment down there. So, I own the lobbyists. Well, they'll just set up new offices. It'll take years.' In his letter, said the lease on Headquarters is expiring, and there's a 500-million plan for a new facility in the National Capitol Region. Scott says Space Florida has build to suit options. He called the state the undisputed leader in space operations and talked about leveraging a world-class workforce. Dr. Don Platt, an Associate Professor of Space Systems at Florida Tech said, 'We do have to remember that the people that work in NASA headquarters are people that interface with Capitol Hill. They interface with budgets, national space policy. They do not build rocket engines. They do not program software. Not engineers, they're more likely to be someone with a business background or a master's in management or finance or any of those areas.' Platt also said that if the Trump administration really was contemplating an HQ move for NASA, several states would be vying for that prize. Scott's letter follows the introduction of the CAPE Canaveral Act earlier this year. Scott co-sponsored the bill, which calls for the relocation of NASA headquarters from D.C. to Brevard County.
