Bengaluru Hebbal–Silk Board tunnel road may add to traffic snarls, add 22 gridlock situations: Detailed Project Report

Indian Express21-07-2025
The Detailed Project Report (DPR) for Bengaluru's ambitious Hebbal–Silk Board underground tunnel has indicated that fewer vehicles are expected to use the corridor in a no-toll scenario than in one where tolls are levied, both towards the city and the airport, suggesting more traffic congestion with tolls.
This anomaly, revealed through a review of the traffic projections for the proposed 16.75 km tunnel, has raised eyebrows about the integrity of the demand modelling used to justify the project's viability. Karnataka Deputy Chief Minister D K Shivakumar had earlier emphasised that 'without toll, the tunnel road project will not work.'
The numbers defy logic, say mobility experts, who argue that tolling infrastructure generally reduces traffic volumes, as price-sensitive daily commuters, especially those heading into the city, tend to avoid toll roads.
According to the final DPR prepared by Rodic Consultants for the Bruhat Bengaluru Mahanagara Palike (BBMP), the number of vehicles (measured in Passenger Car Units or PCUs) projected during the morning peak hour in 2031 is 34,796 in a no-toll scenario. However, if toll is charged, the number drops to 33,057 PCUs (Scenario 2), and even further to 32,304 PCUs in Scenario 3 (alternative alignment with toll).
DPR forecasts higher or similar volumes in toll scenarios, especially airport-bound trips in 2041, where Scenario 2 surprisingly shows more traffic than the no-toll scenario.
In the morning peak hour projections for 2031, DPR estimates that 19,932 PCUs will travel towards the city and 14,864 PCUs towards the airport in a no-toll scenario, adding to 34,796 PCUs. However, in the toll-based Scenario 2, these numbers drop to 18,731 PCUs towards the city and 14,326 towards the airport at 33,057 PCUs.
Scenario 3, another toll-aligned option, shows an even lower 18,405 PCUs city-bound and 13,899 PCUs towards the airport, totalling 32,304 PCUs.
The pattern remains similar in 2041, with the no-toll scenario projecting 26,215 PCUs towards the city and 19,489 towards the airport (at 45,704 PCUs), compared to Scenario 2's 24,949 city-bound and 19,994 airport-bound PCUs (total: 44,943), and Scenario 3's 24,809 city-bound and 19,664 airport-bound PCUs (total: 44,473).
DPR also proposes a toll of Rs 330 (one-way) for a distance of 16 km. The report also highlights that tolls for subsequent years are calculated based on a 5 per cent annual increase in the wholesale price index, with a 40 per cent restriction.
Additionally, DPR also warns of at least 22 gridlock situations at entry and exit ramps if ramp capacities are not adequately designed or if traffic management is not strengthened. Some of the potential gridlock locations include the Chalukya Circle, Race Course Road junction, Minerva Circle, Cauvery Junction, Lalbagh West Gate, and other areas. The report recommends the need for additional slip lanes and turning lanes, signal optimisation and real-time monitoring systems.
Satya Arikutharam, an urban mobility expert, said, 'BBMP's Tunnel Road proposal upends economic theory. Its traffic analysis outputs suggest that more cars will use the Tunnel Road facility when tolled. The entire transport modelling work is flawed, and the all-important modal share is just arbitrarily lifted from the old Comprehensive Mobility Plan (CMP). The DPR is flawed and unreliable, and I do not expect any credible bids for the tender.'
Rajkumar Dugar, convenor, Citizens4Citizens forum, said, 'The tunnel road project is likely to do the exact opposite of what it promises. Any minor gain from commuting at an average speed of 50 kmph inside the tunnel will be almost entirely wiped out at the entry and exit points. Worse, it will create traffic chaos for those who aren't even using the tunnel. If the goal is truly to free up the roads, what's needed is a serious push for public transport — buses, metro, suburban rail and more.'

This comes just one day after Liverpool made a huge £110 million (Rs 1,282 crore) offer for him, which Newcastle United reportedly rejected as it didn't meet their expectations. Isak flew into Newcastle on Saturday, August 2, in the afternoon. He had been training alone at the facilities of his former club, Real Sociedad, in San Sebastian. Isak chose not to join Newcastle's pre-season tour of Asia, saying he had a thigh injury. He worked with his own staff to recover in Spain before the new season. Why did Newcastle reject the offer? According to Sky Sports News, Liverpool made a formal offer on Friday worth £110 million plus add-ons. However, the total amount did not reach Newcastle's asking price of £120 million, so the Magpies turned it down. The club reportedly values Isak at £150 million (Rs 1,749 crore) and are not looking to sell him this summer. Newcastle, however, still seem to be preparing for Isak's possible exit. It is understood that they made a £70 million (over Rs 800 crore) bid to RB Leipzig for striker Benjamin Sesko, who could be his replacement if he does leave. The 25-year-old has informed Newcastle that he wants to explore his options this summer. Newcastle's head coach for Isak, which the club turned down. He also expressed his wish for Isak to continue playing at Newcastle in the upcoming season. STORY CONTINUES BELOW THIS AD 'I am very much removed from anything that's happening back home. I was made aware that there was a bid [on Friday] - that bid was turned down all before I even heard about it. There's people back in England dealing with the situation,' Howe said in a press conference in South Korea on Sunday. More from Football 'I really don't know what's going to happen next, but from our perspective we still support Alex in every way, and my wish is still that we see him in a Newcastle shirt again,' he added. Howe, however, admitted that he had no idea where Isak was until the media wrote about it. 'I know where he is now - through the media. So I think from that perspective, it is difficult to go into any type of detail,' Howe said. Isak played a key role in Newcastle's attack last season as he scored 23 goals, the second-most in the league after Mohamed Salah.

Stock markets decline in early trade dragged down by Oil & Gas shares, foreign fund outflows

Equity benchmark indices Sensex and Nifty declined in initial trade on Tuesday, dragged down by selling in oil & gas shares and persistent foreign fund outflows. Investor sentiment was further dampened after US President Donald Trump threatened to impose higher tariffs on India over its purchases of Russian oil. The 30-share BSE Sensex declined by 315.03 points or 0.39 per cent to 80,703.69 in early trade. The 50-share NSE Nifty went lower by 41.80 points or 0.17 per cent to 24,680.95. Among the Sensex firms, BEL, HDFC Bank, Reliance Industries, ICICI Bank, Infosys, Hindustan Unilever, Adani Ports, Mahindra & Mahindra, Asian Paints, and Tata Steel were the major laggards. Maruti, State Bank of India, HCL Technologies, Axis Bank, UltraTech Cement, Tata Motors, Titan, NTPC and Bajaj Finance were among the gainers. 'The latest tweet from President Donald Trump that 'I will be substantially raising US tariffs on India' for buying Russian oil is a big threat. If he walks his talk, India-US relations will further strain, and the impact on India's exports to the US can be worse than thought earlier. 'India's GDP growth and corporate earnings in FY26 will also be impacted. The market, still trading at elevated valuations, has not discounted such an eventuality. It remains to be seen how things evolve. India's response, with facts, that 'Targeting India is unjustified and unreasonable' sends a message that India will not be making undue concessions and compromises,' VK Vijayakumar, Chief Investment Strategist at Geojit Investments, said. This means the market is in uncharted territory in the near-term. If President Trump raises tariffs on India further, the market will react negatively. Investors may wait and watch for the developments to unfold, he added. In Asian markets, South Korea's Kospi, Shanghai's SSE Composite index, Hong Kong's Hang Seng and Japan's Nikkei 225 index were quoted in positive territory. The US markets ended higher on Monday. Global oil benchmark Brent crude dipped 0.33 per cent to USD 68.53 a barrel. Foreign Institutional Investors (FIIs) offloaded equities worth Rs 2,566.51 crore while Domestic Institutional Investors (DIIs) outnumbered the FIIs by purchasing equities worth Rs 4,386.29 crore on Monday, according to exchange data. On Monday, the 30-share Sensex gained 418.81 points to settle at 81,018.72, and the NSE Nifty jumped by 157.40 points to close at 24,722.75.

No poor family in Haryana will stay homeless: Saini

Haryana Chief Minister Nayab Singh Saini Monday handed over 'interim' ownership certificates under the Mukhyamantri Shehri Awas Yojana and plot allotment letters under the Mukhyamantri Gramin Awas Yojana 2.0 to hundreds of beneficiaries. Speaking at the state-level function in Panchkula, Saini said, 'No poor family in Haryana will remain homeless. About 1,144 beneficiaries in Sector-23, Jagadhri received interim ownership certificates under Mukhyamantri Shehri Awas Yojana, while 3,884 rural beneficiaries received plot allotment letters across 58 villages under the Mukhyamantri Gramin Awas Yojana 2.0.' The CM added that beneficiaries were identified in a transparent manner. 'No favoritism, no recommendations were made, just need-based assistance was provided. It is a milestone in transparent and accountable governance. No irregularities or corruption were allowed in the implementation process. All data and procedures have been kept digital and transparent, and beneficiaries were selected entirely on merit'. Highlighting the role of a double-engine BJP government, Saini added, 'We have kept our promise, land has been provided, and financial assistance has been extended for house construction. This has only been possible due to strong coordination between the Centre and the State'. Sharing the key achievements of his government, the CM said, 'Under the first phase of the Mukhyamantri Shehri Awas Yojana, 15,256 families in 14 cities were already allotted 30-square-yard plots. A Rs 2.5 lakh subsidy per household is being provided under PMAY–Urban 2.0 for house construction. Besides this, in rural areas, under Mukhyamantri Gramin Awas Yojana–2.0, the process to allot plots to 1.58 lakh applicants in 561 villages is underway. Furthermore, Rural beneficiaries will receive Rs 1.38 lakh under PMAY–Gramin, Rs 12,000 for toilets under Swachh Bharat Mission, and 90 days of unskilled labour wages under MGNREGA.' 'Under the Pradhan Mantri Awas Yojana-Gramin, so far, 69,150 houses have been built in rural areas with Rs 579 crore in assistance, while 77,900 houses have been constructed in urban areas under the Pradhan Mantri Awas Yojana-Shehri with Rs.1,650 crore support,' Saini said. Taking a dig at the Congress, Saini said that even after being in power for 55 years, the party failed to bring real change for the poor. 'In the past, Congress promised plots to poor families but failed to provide proper documents or possession,' he said, adding, 'Before 2014, rural households did not even have access to LPG gas cylinders but Haryana is now providing gas cylinders to poor families for Rs 500.' Talking about the healthcare in Haryana, Saini said, 'The 'Ayushman Bharat Yojana' and 'Chirayu Haryana scheme' are now providing free treatment of up to Rs 5 lakh. So far, 22 lakh people in Haryana have benefitted, and Rs 2,500 crore has been spent on treatment.' Further refuting opposition's accusations on exorbitant collector rate hike, Saini reiterated, 'Some opposition leaders are claiming that the government is collecting Rs 5,000 crore in the name of collector rates. The truth is, in over 80 per cent of areas in Haryana, rates have increased by only 10 per cent. There is a process for this, under which the collector rate is renewed every year considering the highest registry as the basis. Spreading such lies is irresponsible.'
