Education Ministry to carry out safety audit at all schools with immediate effect
In a statement Monday (Aug 11), the ministry said the audit will focus on compliance with all standard operating procedures (SOP) related to safety aspects.
'The audit report will be presented to the Education Ministry's top management within three months,' the statement read.
The Education Ministry also said that it is taking important steps to ensure that safety issues in all educational institutions under its purview are preserved.
This includes making improvements to the school safety SOP and measures to address disciplinary issues, including bullying offences.
'The existing complaints system, including the Bullying Complaints Portal, will be reformed.
'It will be simplified and will include an anonymous option to protect the identity of complainants and witnesses,' the statement read.
An Education Ministry educational institution safety reform committee will also be established to ensure safety measures are strengthened.
'Members of this committee will include academics, non-governmental organisations (NGOs), experts from various fields, the police, and representatives from the Parents, Community and Private Sector Involvement (PIBKS),' it said.
The Education Ministry also said that there will be no compromise on bullying offences and firm action must be taken, including suspension and expulsion from school.
'The 'Bangkit Bermaruah' intervention programme, focusing on community service and character development, will be introduced specifically for students who are suspended from school.
'Administrators, teachers, as well as officers at district education offices and state education departments who fail to manage bullying complaints in accordance with existing guidelines will face disciplinary action,' the statement added.
Psychosocial support, the Education Ministry said, will continue to be strengthened at every level to ensure the well-being of students, teachers, and the entire school community.
'Guidance and counselling teachers play an important role in prevention and intervention efforts to address bullying offences.
'At the same time, the Education Ministry calls on all parties to work together to address bullying in a comprehensive and integrated manner.
'Creating a safe school ecosystem is our shared responsibility,' the statement read.

Probe SOP compliance: Yusof
Published on: Thursday, August 14, 2025 Published on: Thu, Aug 14, 2025 By: Ahmad Apong Text Size: Yusof with the community in Sipitang calling for a thorough investigation into the tragic death of Zara Qairina. SIPITANG: The Education Ministry, Sabah Education Department and the school involved have been urged to conduct an internal investigation into compliance with work SOPs, discipline and safety procedures at both the school and its hostel following the tragic death of 13-year-old Zara Qairina Mahathir. Qazanah Sabah Berhad Chairman and Sindumin Assemblyman Datuk Dr Yusof Yacob said the probe was vital to determine the level of SOP adherence and to safeguard the trust of parents in the education system. 'This is not a matter of minor negligence, but one that involves a life and the confidence of parents in our education system,' he said, stressing that the tragedy must prompt a thorough review of safety measures in schools and hostels. He also called on the police to carry out a full and professional investigation into the incident to establish whether any criminal element was involved. Dr Yusof, who was speaking during a gathering attended by thousands at the Esplanade in Sipitang recently, said the case had sparked public anger and speculation. Without making any accusations, including claims circulating on social media about the alleged involvement of a VVIP's child, he said the absence of any official statement or investigation outcome after two weeks had fuelled public concern. 'It is no surprise that NGOs and citizens have begun to speak out, and now the call for 'Justice for Zara' will not stop until there is an answer and appropriate action,' he said. The teenager's death has been widely discussed online since early August, with various allegations and speculation — including possible interference by influential parties — making the rounds. Dr Yusof stressed that justice in this case was not only for Zara's family but also crucial to restoring public trust in the country's security and education institutions. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? Probe into student death to focus on criminal elements
KUALA LUMPUR: The investigation into the death of Form One student Zara Qairina Mahathir from Sekolah Menengah Kebangsaan Agama Tun Datu Mustapha in Papar, Sabah which was initially classified as sudden death, will now focus on possible criminal elements, including bullying. At a press conference yesterday, Bukit Aman Criminal Investigation Department (CID) director Datuk M. Kumar said this was among the findings of a special CID team comprising nine officers and personnel sent to Sabah on Aug 11 to probe the case, Bernama reported. Kumar said the post-mortem confirmed that Zara Qairina died from severe brain injury due to a lack of oxygen and blood flow to the brain caused by a fall, consistent with the initial diagnosis. So far, police have taken statements from 82 witnesses, including students, with some recalled for further questioning to establish what had happened before the fall. 'Police have also provided psychological intervention for 124 students identified as traumatised by the incident, to help restore their confidence. Kumar added that there were no elements of a 'cover-up' in the investigation. He said police are also probing the spread of false news on social media about the case, including allegations that the victim was put in a washing machine, for which a 39-year-old woman was arrested in Rawang under Section 4(1) of the Sedition Act and Section 323 of the Penal Code. 'To date, 15 investigation papers have been opened related to the spread of unverified information that could disrupt public order and the investigation process.' Meanwhile, in a statement, the Education Ministry said the school's principal, student affairs senior assistant and all wardens have been temporarily assigned to the Sabah State Education Department pending investigation. The decision follows a police statement that the Bukit Aman Special Task Force has taken over the probe into the case. 'The Education Ministry will fully cooperate with the authorities to ensure the investigation is conducted thoroughly, carefully and comprehensively. 'We hope that a transparent and complete investigation can be carried out to deliver justice for the family and all parties involved.' Education Minister Fadhlina Sidek said the ministry would also hold engagement sessions with stakeholders to explain existing guidelines for handling bullying cases. She said the sessions were in response to one of the four demands in the #JusticeForZara memorandum submitted by student activists yesterday. 'The ministry is also open to views and suggestions to improve the existing guidelines.' On demands for an open explanation to the public about the case, Fadhlina said the ministry would cooperate fully with police and updates would be provided by the authorities. 'The ministry welcomes the initiative by police to set up a task force to handle the case involving the late Zara Qairina,' she said after meeting representatives of the student activists to discuss the memorandum. In a statement yesterday, the Attorney General's Chambers (AGC) said it had decided to hold an inquest into Zara Qairina's death after reviewing the police investigation report. The inquest, under subsection 339(1) of the Criminal Procedure Code, will determine the cause and circumstances of her death, including whether any criminal elements were involved.
