Oman: State, Shura Councils discuss items of dispute on some draft laws
The session was held under the chairmanship of Sheikh Abdulmalik Abdullah Al Khalili, Chairman of the State Council.
It addressed items of dispute on some draft laws, including the Electronic Transactions draft law, the Public Health draft law, the Human Organ and Tissue Transplantation and Transfer draft law, the Financial draft law, the Individual Income Tax draft law and the Special Economic Zones and Free Zones draft laws.
The session was attended by Khalid Hilal Al Ma'awali, Chairman of the Shura Council, members of the State Council and Shura Council, the Secretary General of the State Council and the Secretary General of the Shura Council.

On July 9, 2025 local time, Premier Li Qiang of the State Council met with Speaker of the Egyptian House of Representatives Hanafy Ali Gebaly in Cairo. Li Qiang said that although China and Egypt are geographically distant, the friendship between the two countries has a long-standing history. Oman: State Council discusses draft laws and income diversification study
Muscat – The State Council convened on Tuesday for its eighth session of the second ordinary term of the eighth period, during which it reviewed several key legislative proposals and strategic studies aimed at enhancing Oman's legal and economic frameworks. The session, chaired by H.E. Sheikh Abdulmalik Abdullah Al Khalili, Chairman of the State Council, discussed the Real Estate Registry Law, the Draft Law Amending Certain Provisions of the Arbitration Law in Civil and Commercial Disputes (Royal Decree No. 47/97), and the Civil Society Organisations Law. The Council examined the opinion of the Legal Committee regarding the Real Estate Registry Law, as referred by the Council of Ministers. The proposed legislation aims to strengthen legal safeguards for property owners and beneficiaries, simplify property registration procedures and real estate transactions, and introduce digital documentation, including electronic title deeds integrated with government systems. These measures are aligned with the sultanate's national digital transformation strategy. The session also considered the opinion of the Social and Cultural Committee on the Civil Society Organisations Law. The draft law provides a comprehensive framework for the regulation and operation of civil society entities, including associations, non-governmental organisations (NGOs), professional societies, volunteer groups, and expatriate clubs. It aims to enhance their role in community development while addressing regulatory challenges posed by the current legal framework. Additionally, the Council reviewed proposed amendments to the Arbitration Law in Civil and Commercial Disputes. The changes are intended to align national legislation with international standards in arbitration, thereby improving the credibility and efficiency of dispute resolution mechanisms. The amendments are expected to boost investor confidence and support Oman's aspirations to become a regional centre for commercial arbitration, in line with Oman Vision 2040. Beyond legislative matters, the Council reviewed a study conducted by the Special Committee on Mechanisms for Diversifying Income Sources in Oman. The study highlights challenges to fiscal sustainability, pinpoints inefficiencies in current revenue streams, and proposes strategic solutions to enhance economic resilience. It also recommends legislative and governance reforms aligned with the objectives of the 11th Five-Year Development Plan. Oman: OIA reviews investment projects before the State Council
MUSCAT: The State Council on Wednesday hosted Abdulsalam bin Mohammed al Murshidi, Chairman of Oman Investment Authority (OIA), to review the OIA's efforts in managing, monitoring, and governing companies to achieve the goals of Oman Vision 2040. The meeting was attended by Shaikh Abdulmalik bin Abdullah al Khalili, Chairman of the State Council, the council members, the secretary-general of the State Council, the OIA's two vice-chairmen for operations and investment, and a number of the council's employees and specialists from the OIA. At the meeting outset, the state council chairman welcomed the chairman of the OIA, pointing to the importance of such meetings in strengthening cooperation between government institutions on one side and the State Council on the other side. These meetings, he said, aim to shed light on the programmes and initiatives implemented by various state institutions as well as the goals they are working to achieve and the challenges they face. The presentation highlighted the most prominent features of the OIA's performance in 2024, its investment portfolios, the geographical distribution of assets, the Generations Portfolio and its developments for 2024 and foreign investment objectives. It also addressed the features of the National Development Portfolio and its developments for 2024, the OIA's procedures, and examples of the programmes and initiatives it has implemented to improve the performance of its subsidiaries. The chairman of the OIA shed light on the Rawabet Programme, the OIA's corporate governance system and the Oman Future Fund. The chairman of the State Council emphasised that the meeting with the chairman of the OIA and its representatives, and their presentations to council members, provided an opportunity to review the strategies, plans and projects being implemented by the OIA and to closely examine the achievements and challenges it faces. This, in turn, enhances the role of the State Council.
