Premier League icon Fowler is eyeing a return to India after his spell at East Bengal between 2020-2021.
The former Anfield striker is yet to last more than a year in the four club's he's managed.
Fowler, 50, has applied to become the new gaffer of the Indian national team, who are ranked 133rd in the Fifa rankings.
And according to the Times of India, another ex-Liverpool star has also thrown his name into the hat.
Harry Kewell has been named as a contender having also played for Leeds in his playing career.
The report complained about the lack of high-quality and big-name candidates being linked.
Fowler and Kewell played with each other for two seasons at Leeds, before Kewell joined Liverpool in 2003 and Fowler returned to the club for a second stint in 2006.
Kewell, 46, enjoys a slight edge on Fowler's managerial career, after taking the reigns at Notts County, Oldham Athletic and Yokohama.
Like Fowler, Kewell has rarely stayed in a job longer than a year, with his longest spell coming at Crawley Town where he managed just 57 games.
The shortest was a seven-game stint at Barnet in 2021.
The Aussie has also spent time as first team coach at Celtic, first under Ange Postecoglou and then briefly under Brendan Rodgers before taking the Yokohama job.
Meanwhile, Fowler first managed Muangthong United where he ended his playing career in 2011.
After seven years away, Fowler was hired by Australian side Brisbane Roar, before leaving during the Covid-19 pandemic.
He later took over at East Bengal in 2020, managing just three wins from 20 matches before a four month stint at Al-Qadsiah.
India face a difficult task to qualify for the 2027 Asian Cup, needing to win their final four games in qualifying to stand any chance of topping their qualifying group.

Chelsea new boy Jorrel Hato explains why he joined Blues despite secret Liverpool visit
Jorrel Hato has completed his move to Chelsea despite interest elsewhere as the Dutch defender claimed the Blues were the best place for him after previously being seen at Liverpool Jorrel Hato has claimed that "Chelsea is the best place for me" after completing his move to the Blues despite the likes of Liverpool also being keen on the young defender. Hato had risen through the ranks at Ajax and had a number of clubs in Europe eyeing his services, but he has chosen to make the move to Stamford Bridge, signing a deal in the capital until 2032. Levi Colwill and Trevoh Chalobah were Chelsea's two central defenders when they claimed the Club World Cup, but they will now face competition from the 19-year-old, who has set the club back £37million. But Hato is convinced he's found the best environment for him. He told the club's website: "I'm very excited, I'm so happy to be here. I thought a lot about my future and wanted to take the next step in my career. Chelsea is the best place for me to do that so I'm very happy." Talk of a move to Liverpool ramped up after the defender was seen at Anfield during Liverpool's win over Ipswich in January. Hato's list of suitors was understood to include Liverpool, who have considered adding a new central defender this summer. However his weekend visit on Merseyside was due to his relationship with fellow Dutchman Ryan Gravenberch, who invited Hato as a guest to watch the Reds. The pair have been playing together with the Netherlands, with Hato making his senior debut at the age of 17 and picking up six caps. He also captained the Dutch side at the U21 Euros this summer. Liverpool have sold Jarell Quansah to Bayer Leverkusen this summer with Ibrahima Konate entering the final 12 months of his deal. He is thought to be keen on a switch to Real Madrid, which could leave the Reds light in defence. They have also been heavily linked with Crystal Palace skipper Marc Guehi. Chelsea's latest arrival takes their summer spend to the £250m mark. Hato is the first major defensive arrival with Enzo Maresca instead choosing to bolster his frontline. Joao Pedro signed from Brighton for £55m and played a key role in the Blues winning the Club World Cup. Liam Delap has also joined from Ipswich, leading to questions over the future of Nicolas Jackson. Jamie Gittens has returned to his homeland after impressing with Borussia Dortmund for £48.5m. RB Leipzig's Xavi Simons is thought to be high on Chelsea's shortlist. Join our new WhatsApp community and receive your daily dose of Mirror Football content. Alexander Isak sent forthright warning by Newcastle boss Eddie Howe after striker went AWOL to try and force through record-breaking move to Liverpool
Eddie Howe has fired a stark warning to want-away Alexander Isak - Newcastle United players cannot expect to 'act poorly' and then train with their team-mates. In an incredibly forthright message delivered from here in Seoul, the head coach told Mail Sport that the Swede must 'earn the right' to return to training in the coming days, if indeed he shows up. Howe and the club had no idea that Isak had gone AWOL when he flew to Spain last week to use the training facilities at his former club Real Sociedad. Before that, he ruled himself out of the squad's Far East tour when he walked out of training citing a thigh injury. A subsequent scan showed no damage. Isak and his agent are trying to force a move to Liverpool and are waiting for the Premier League champions to return with an improved offer after their opening bid of £110million was rejected on Friday. Mail Sport understands that will happen, but only when Newcastle make progress on a replacement. And before boarding the team's flight back to Tyneside from the South Korean capital on Sunday, Howe offered a passionate defence of his club and his players in light of Isak's conduct. Asked if the 25-year-old would train this week, the Newcastle boss told me: 'You have to earn the right to train with us. 'We are Newcastle United. The player has a responsibility here to be part of a team and part of a squad - you have to act in the right way. So that is also at play here. 'We will make sure that any player does that to earn the right to train with the group. No player can expect to act poorly and train with the group as normal.' Howe revealed that he has not spoken to Isak since the player returned to Tyneside on Saturday, but that he does expect him to report for training later this week. It would appear, though, that some frank conversations would be needed before he takes to the field with his team-mates, even if there is no guarantee he will report to their Benton base. If not, he will effectively be on strike. 'Of course I'd like him to be (there), but whether he will I don't know at this moment in time,' said Howe. 'We have been here with the time difference, preparing for training and for games. Other people have been dealing with that situation back at home.' All of this adds to the feeling that Isak's time at the club is coming to an end. However, Newcastle will only sell on their terms - and that means an acceptable offer from Liverpool approaching £150m and having a replacement lined up. As of Sunday night, Newcastle were still waiting for an answer from RB Leipzig's Benjamin Sesko, the 22-year-old striker at the top of their list of targets. They are currently negating a £70m package with the Bundesliga club, but the player's own wishes will determine his future, with Manchester United also interested. Progress is expected on a deal for Brentford's 28-year-old forward Yoane Wissa this week, but a younger striker is needed to replace Isak. Until Newcastle have that, he will not be sold, even though there is a growing acceptance inside the club that his sale is the best way forward for all parties.
