A high-level Russian delegation led by Deputy Defense Minister Yunus-Bek Yevkurov has visited Mali and held talks with the West African nation's officials on strengthening bilateral security cooperation.
Yevkurov's trip to Mali comes after he signed a military cooperation agreement in the Central African Republic during a visit late in February.
Mali's interim president, General Assimi Goita, received the Russian delegation on Tuesday, his office announced in a brief statement on Wednesday.
Russian news agency African Initiative reported that negotiations between Yevkurov and Malian Defense Minister Sadio Camara focused on the security situation in the Sahel region. The parties also discussed implementing previously signed bilateral agreements on military-technical cooperation, according to the outlet.
Mali's north has been an epicenter of a lethal jihadist insurgency in the Sahel region, which erupted in 2012 and has since spread to neighboring Niger and Burkina Faso. Fatalities reported across the three West African countries reached an all-time high of 7,620 in the first half of 2024 alone, according to the non-profit organization Armed Conflict Location and Event Data.
The military rulers of Bamako, Niamey, and Ouagadougou have severed defense ties with some previous partners, including France and the US, accusing them of failing to quell the decade-long violence. The former French colonies have jointly sought security cooperation with Moscow in combating terrorism under the Alliance of Sahel States (AES) they recently established.
Last September, Russian Deputy Foreign Minister Mikhail Bogdanov and Niger's ambassador to Russia, Abdou Sidikou Isa, held talks about resolving the longstanding conflicts in the Sahel region days after an Al-Qaeda-linked group claimed responsibility for a deadly attack on a military training school in Bamako, Mali. The discussions in Moscow also came weeks after rebels allegedly backed by Ukraine carried out an ambush that killed scores of Malian soldiers and Russian Wagner Group contractors.
Russia has since assured the African state and its allies Niger and Burkina Faso of its military support. Last month, Anton Kobyakov, an adviser to Russian President Vladimir Putin, said Moscow has made developing partnerships with Africa a top foreign policy priority. Earlier in February, the Russian Foreign Ministry inaugurated its Department of Partnership with Africa, a move Foreign Minister Sergey Lavrov said reflects how the Kremlin prioritizes its ties with the continent's countries.

It pointed to the fiber optic drone types connected directly to their operators through a gossamer thin fiber optic thread that makes them difficult to detect or intercept. Russian UAVs are 'altering the physical make-up of the front line, the tactics of the war and the psychology of the soldiers fighting it,' the outlet said. Despite their anti-jamming advantages, fiber-optic drones have a restricted operational range determined by the length of the cable and potential visibility of it under certain environmental conditions.

She emphasized that the media plays a pivotal role in supporting this momentum, particularly by offering audiences a fair representation of international events. 'We are counting on the presence of African media in Russia to expand,' the diplomat stated. Russian media outlets, she said, are contributing to this by broadcasting in more than 40 African nations. 'We [Russia] will continue to support the consolidation of the continent's position as an independent center of power within the emerging multipolar world order,' she concluded. Earlier this month, Dovgalenko highlighted the historical foundations of Russia-Africa relations, noting that these ties are not recent developments but are rooted in the Soviet Union's backing of African liberation movements during the decolonization era. She also underscored Moscow's approach to partnership with Africa, contrasting it with that of other global powers. According to Dovgalenko, Russia does not treat Africa as a battleground for geopolitical rivalry, but as a space for equal and mutually beneficial cooperation. Telegram founder Pavel Durov has revealed more details about an alleged attempt by France's foreign intelligence agency to pressure him into censoring conservative voices on his platform, dismissing their purported humanitarian concerns as a 'manipulation tactic.' On Sunday, Durov accused the head of the Directorate-General for External Security (DGSE), Nicolas Lerner, of asking him to take down Romanian Telegram channels ahead of the country's presidential runoff. The DGSE rejected the allegations of political interference, insisting that it had contacted Durov on multiple occasions only to 'firmly remind him of his company's responsibilities, and his own personally, in preventing terrorist and child pornography threats.' 'French foreign intelligence confirmed they met with me – allegedly to fight terrorism and child porn. In reality, child porn was never even mentioned. They did want IPs of terror suspects in France, but their main focus was always geopolitics: Romania, Moldova, Ukraine,' Durov said in a post on X on Monday. The Russian-born entrepreneur argued that Telegram has long combated child abuse through 'content fingerprint bans, dedicated moderation teams, NGO hotlines, and daily transparency reports on banned content.' 'Falsely implying Telegram did nothing to remove child porn is a manipulation tactic,' he added, insisting that Telegram's extensive moderation efforts have been 'verifiable' since at least 2018. The vote followed a Constitutional Court ruling that overturned the initial result after right-wing independent candidate Calin Georgescu unexpectedly won the first round. The case was cited by US Vice President J.D. Vance during a February speech in Munich as an example of EU governments undermining democratic norms.
