Canterbury council unlocks land for up to 17,000 homes

Land for up to 17,000 homes in the Waimakariri district will be unlocked - but there is no room for an 850-home development at Ohoka.
Waimakariri District Council adopted its revised District Plan on Tuesday, opening up land for housing in Rangiora, Kaiapoi, Woodend and Oxford.
Mayor Dan Gordon said the new plan will provide land for between 14,000 and 17,000 new houses over the next 30 years, allowing the population to grow from 74,000 to around 100,000.
''This is a momentous day and probably one of the biggest decisions this council will make.''
Councillor Tim Fulton hailed it as a ''once in a generation'' decision.
New housing developments in Rangiora include a new west Rangiora sub-division, development around Rangiora Airfield, and the expanding Bellgrove sub-division to the east.
In Kaiapoi, land has been opened up to the south near Hellers and the Beach Grove sub-division is expanding.
At Woodend, there will be a new development at Gressons Road, while Oxford has a new residential development in the town and a new large lot residential development on Ashley Gorge Road.
But the commissioners recommended a proposed development by Carter Group at Ohoka be declined.
It is the second time independent commissioners have rejected the development, after a private plan change was declined in November 2023.
The proposed Ohoka housing development is still subject to an Environment Court appeal and was included for consideration in the Government's Fast-track Approvals Act.
The west Rangiora and Gressons Road, Woodend developments were also included in the Fast-track Approvals Act for consideration.
Work on the new District Plan began in 2016 and it was first notified in September 2021.
But it has not been helped by changing Government legislation.
The new medium density residential housing standards (MDRS), announced in November 2021, forced the council to do a separate consultation process to consider a variation to the District Plan.
It allows for three units and up to three storeys, subject to conditions, and has been applied to Rangiora, Kaiapoi, Woodend, Pegasus and Ravenswood, meaning there is potential for up to 80,000 new houses.
''We could have stopped this process because change was coming, but we needed to create a plan for our district now, regardless of what might change in the future,'' Mr Gordon said.
''This plan brings us as up to date as we can be.''
The council's development planning manager Matt Bacon said how many new houses are built will depend on housing density.
''We need to make some assumptions around housing density. Technically it would give us capacity for 80,000 properties.
''But practically we know that is not going to happen.''
There are new categories to comply with national planning standards, with rural residential being replaced by large lot residential (4ha) and rural lifestyle (1ha).
New business zones include town centres, neighbourhood centres, local centres and industrial zones.
The council plans to notify the new District Plan on July 14 and there will be a 30-day appeal period for submitters.
The District Plan received strong support from councillors, with just councillor Paul Williams abstaining.
He was one of several councillors to raise concerns about the inclusion of the MDRS rules.
Drop-in sessions are planned to update residents on the new plan.

Analysis: It's the economy, stupid. If the 10-minute cost of living sermon delivered by Prime Minister Christopher Luxon and Finance Minister Nicola Willis on Monday left any doubts about where National sees its re-election hopes living (or dying), they were dispelled at the party's annual conference on Saturday. With just four hours open to the media, a full hour was set aside for a not-so-pithily titled session on 'growing the economy to reduce the cost of living for all New Zealanders' – the same time allocated to health, education, law and order, and rural issues combined. Two of Luxon's more reliable performers, Willis and Infrastructure Minister Chris Bishop, led the session alongside Tourism Minister Louise Upston in a further sign of the importance placed by the party on assuring members and the wider public they, rather than Labour, are best placed to look after the bottom line. It was a message hammered by Luxon during his own address to the party faithful in Christchurch, saying the fiscal conditions the coalition had inherited from the last Labour government were 'the worst in a generation'. 'The national debt had tripled, inflation hit a thirty-year high, homeowners were crushed by a surge in interest rates, and critical growth industries like agriculture and energy were under constant siege.' While the Government had made progress, many New Zealanders were still struggling to keep up with the cost of living, the Prime Minister conceded. The solution, at least in part? According to Luxon, 'we have to say yes to letting it happen'. 'We can't afford to leave any stone unturned, shut down whole sectors, or just sit around and hope that conditions will improve.' That was the argument behind the policy centrepiece of his speech – a loosening of the rules around granting permits (or concessions, as they are formally known) for commercial activities on Department of Conservation land, while also introducing a charge for foreign tourists at four locations where they made up more than 80 percent of all visitors: Cathedral Cove, Tongariro Crossing, Milford Sound, and Mount Cook. Exactly how the latter element will be put into practice remains somewhat uncertain: 'We have to organise and sort out how that's going to work, but there are ways and means to do that,' Conservation Minister Tama Potaka told journalists, with the four chosen sites functioning as a trial before any wider rollout. Photo: Sam Sachdeva The changes to concessions on conservation land attracted criticism from Forest and Bird, which claimed they would 'make it easier to sell off or commercially exploit these areas'. That is an argument unlikely to win favour with the current coalition, as demonstrated by Bishop channelling his inner Shane Jones as he promised the Government's resource management reforms would make it easier to build new wind farms (among other projects). 'We've got the best wind in the world, and we spent years arguing about how we could build wind farms that don't result in the death of just one bird or one lizard, one snail.' It is clear he views the replacement of the much maligned Resource Management Act as a legacy-defining moment for himself and the coalition, emphasising the billions of dollars in compliance costs in the coming decades that could be eradicated with successful reforms. 'That's why I don't get a lot of sleep. That's what keeps me up at night, worrying about it, because we have got to get it right.' As David Parker found, however, such lofty ambitions can swiftly be undone by a political successor, and National will need to find a faster economic fix if it is to be in government long enough for any RMA reforms to bear fruit. One such 'quick win' – the decision to ban surcharges on in-store card payments – has not proved universally popular, with one delegate questioning National's claim to be the party of small business. 'Under [Sir John] Key, we got Mondayisation [of public holidays]. Under Cindy [Dame Jacinda Ardern], we got Matariki, more recently, an extra percent in KiwiSaver, sick days gone from five to 10 days, and now you're looking at getting rid of merchant fees. 'Now the interchange fee is only part of it, so I think we need to reassess that.' Another party member, who worked with small businesses run by migrants and refugees, said many were struggling to pay wages, rent and other costs in the current environment. In return, Willis offered sympathy – 'man oh man, it has been a tough time to be a small business in New Zealand' – but also indicated there was little room for new state support. 'We know where growth and prosperity comes from, and it doesn't actually come from the Government saying, 'I'll write you a cheque. It comes from the Government saying, 'I'll get out of the way and I'll make sure that business people can go and invest and do things and make things and hire people'.' An economic boost could be around the corner, she suggested, with more households due to move onto lower interest rates for their mortgages and free up money to pump back into the economy. That is certainly possible, but there is one rather large complicating factor: the impact of United States President Donald Trump's tariffs. While the Reserve Bank has indicated the tariffs are unlikely to have an inflationary impact on the New Zealand economy, it has also noted household spending and business investment are both significantly hampered by economic uncertainty such as that attached to the Trump tariffs. Friday's unpleasant surprise that New Zealand exports would face a 15 percent tariff into the US, rather than the 10 percent announced back in April, has led the Government to take a slightly more assertive approach to what Luxon labelled a 'rather late decision' from the Trump administration. Trade and Investment Minister Todd McClay told the audience he had spoken to US Trade Representative Jamieson Greer on Saturday morning, and was dispatching his 'top trade diplomat' – Vangelis Vitalis – to Washington DC next week for talks. It seems difficult to see Greer or Trump making an exception for New Zealand, however, given 15 percent is the new 'floor' for any country that does not buy more from the US than it sends in the other direction. As Luxon noted, every other country is dealing with the same challenging environment and must forge ahead regardless; any self-pity would risk being seen as hypocrisy, anyway, given he and his ministers have hardly offered Labour any credit for the impact of the Covid-19 pandemic on its economic performance in government. 'We can navigate some pretty choppy seas to get to the destination we want to get to, but for that to happen, you've got to have the right people with the hands on the tiller, which is us,' the Prime Minister said. Luxon was at pains to emphasise the coalition was only halfway into its term, with 'a lot of work to do as a government' – but next year's election is creeping ever closer, and he will need some luck to come his way if the economy is to be a trump card rather than a Trump-addled drag on National's vote in 2026.

Many in that situation opt to only contribute the amount required to get the maximum Government tax credit (and some don't even do that). But in this year's Budget that tax credit was halved, meaning you'll get a maximum of $260.72 from the Government provided you contribute at least $1042.86/year (and earn under $180,000). While that further waters down the appeal for the self-employed – in fairness it's still a 25% return and even before that change if that was all you were saving for retirement, you'd likely fall short of what you need. A report from the Retirement Commission last year suggested the Government increase its contribution for those who don't benefit from employer-matching – but I wouldn't hold your breath, especially when time is of the essence. So, if you're self-employed, what should you be doing with your KiwiSaver to ensure you're on track for retirement? Start with some number crunching I know, I know, 'figure out how much you'll need' sounds like tired advice. But it can be difficult to prioritise money going anywhere except into your bank account to fund your current existence unless you have a clear idea of why directing it elsewhere is essential. That starts with figuring out how much you might need in retirement and what you're currently on track to have. Websites like Sorted have brilliant calculators that can help you establish how much you'd have each week in retirement based on your current KiwiSaver settings – a number that might provide a wake-up call. Consider the best strategy for contributing One of the biggest challenges when you're self-employed is managing income fluctuations. Some months are killer, some are anaemic – and it's tricky to manage even just your regular fixed costs amid those ups and downs, let alone KiwiSaver. It's therefore worth considering how to make it work for your situation – to ensure it happens. For example, you could contribute a percentage of every invoice, so when times are lean less goes in, and vice versa. You could align payments based on the seasonality of your income or contribute a percentage of your profits when you do your GST (if GST registered) to ensure they happen. You could do a lump sum before the annual KiwiSaver balance date of June 30, but often big dollops of money are harder to find than smaller, regular amounts. Whichever method you choose, double check before June 30 that – at the absolute minimum – you'll qualify for the maximum Government tax credit. Review your fund type I'm beating a familiar drum here, I know – but I still come across people in their 40s who have perplexingly chosen 'conservative' funds, when they have decades before they can access their KiwiSaver, and are potentially missing out on significant returns. Don't make the same mistake. Consider a company structure I'll preface this point by saying: get good accounting advice, as there are many things to consider here aside from just your KiwiSaver. But to get you thinking – if you're operating as a sole trader, you and the business are one and the same, whereas if you form a company, the business is a separate legal entity. If you only take drawings from that company, as many business owners do, anything you put into KiwiSaver will be considered a drawing and taxed accordingly. However, if you pay yourself a PAYE salary as an employee of your company, the company contributes the 'employer' side of your KiwiSaver contributions, which becomes a tax-deductible business expense (noting here that employers pay an Employment Superannuation Contribution Tax based on the employee's tax rate, reducing the amount that goes into the employee's account). This isn't about avoiding tax but using legitimate structures to ensure you utilise a system that is currently not designed well for anyone who isn't an employee. But I repeat – take professional advice. Can you sell your business? KiwiSaver may not make up the entirety of your retirement nest egg even if you are an employee, benefiting from employer contributions, but the case for diversification goes double for those in business and contributing less – and your business could be one of those irons on the fire. For many small business owners, however, you are the business – and as soon as you're not working in it, it ceases to make money or be worth anything. But some could grow their business into something that has a life beyond their working years, and therefore potentially have some realisable value. I'm peppering in 'some' 'could' and 'potentially' because it isn't necessarily easy. It involves succession planning, investing in business assets, systems, IP, keeping personal costs separate, maximising profit, perhaps vendor financing. In short, it's not a small task, but if you have enough time and energy, there's potential. Just don't make it your only plan – business cycles can disrupt even the best-laid plans – which is why including KiwiSaver in your retirement planning mix is still worth considering.
