Investigation finds former Newberg superintendent mishandled finances, used race and gender slurs

PORTLAND, Ore. () — An investigation of former Newberg-Dundee School District Superintendent Steve Phillips substantiated several allegations made against him, including and using slurs against students based on their race and gender identity.

As originally reported in the school district commissioned Dave Novotney to conduct the investigation into Phillips' performance in October. Phillips was hired by the school board in 2022. He was fired by the school board, who cited the report as the cause, effective Feb. 14.
According to the investigation, Phillips 'failed to provide adequate oversight of the District's finances and the District's overall financial status' during the 2022-23 and 2023-24 school years, contributing to the district's .
Other allegations that the investigation found to be 'substantiated' during that same period of time include Phillips using 'racist and discriminatory language' and misrepresenting the district's compliance with state school requirements, among other things.
There were also allegations found to be 'unsubstantiated' in the report, including Phillips allegedly attempting to 'blacklist' a communications coordinator employee.
Novotny also claimed he was 'unable to conduct a thorough investigation' for an allegation against Phillips that he 'knowingly misled members of the Newberg School Board related to his knowledge of David Brandon's sexual misconduct in the Jewell School District,' his .

VIRGINIA BEACH, Va. (WAVY) — An unidentified man has been taken into custody following a pursuit with Virginia State Police Sunday night. According to state police, troopers attempted to stop a dark blue Cadillac at 9 p.m. in the westbound lanes of Interstate 264 for reckless driving. The driver refused to stop, causing a traffic pursuit to begin. During the pursuit, the Cadillac exited the interstate at Birdneck Road and entered the city of Virginia Beach, where the driver traveled into the opposite travel lanes against the flow of traffic. The driver continued traveling in the wrong direction until troopers struck the vehicle at the off ramp of I-264 east, disabling the vehicle. Police said the driver barricaded himself in the vehicle and refused to exit. Virginia Beach Police, K-9 and tactical units assisted with the barricade. Shortly after, the unknown male driver was taken into custody without incident. Both east and west lanes were shut down on I-264 while police investigated. Traffic was detoured to Laskin Road. All lanes have since reopened. The driver had no positive identification and refused to identify himself.
