
Two-State Conference sets 15-month timeline for creation of Palestinian state

The draft underscored the rejection of starvation as a weapon of war in Gaza, and added that participants demand the immediate and unhindered delivery of humanitarian aid to the Gaza Strip.
It confirmed that participants support the creation of a dedicated fund for the reconstruction of Gaza, adding that The United Nations and international organizations must provide resources to support Gaza's rebuilding efforts.
The draft added that a transitional committee must be established in Gaza immediately under the umbrella of the Palestinian Authority, expressing support for the urgent implementation of the Arab plan for Gaza's reconstruction.
It welcomed the principle of one state and one armed force under the Palestinian Authority, emphasizing the need for Hamas to fully disarm and hand over its weapons to Palestinian security forces.
The draft also welcomed the Palestinian president's commitment to holding general elections within a year, stressing that Gaza is an integral part of the Palestinian state and must be unified with the West Bank.
The draft also stressed that UNRWA's role is currently indispensable, adding that UNRWA will hand over its services to the Palestinian Authority once a just solution to the refugee crisis is reached.

GAZA CITY: The armed wing of Palestinian militant group Islamic Jihad published a video Thursday of an Israeli-German hostage who was abducted to Gaza in October 2023 during the attack that sparked the Gaza war. In the six-minute video, the male hostage, speaking in Hebrew, is seen watching recent news footage of the hunger crisis in Gaza. He identifies himself and pleads with the Israeli government to secure his release. AFP was not immediately able to confirm the authenticity of the video nor the date it was filmed, but was able — along with several Israeli news outlets — to identify the hostage as Rom Braslavksi, a German-Israeli dual national. Islamic Jihad announced last week that it had lost contact with the hostage and repeats this in commentary at the beginning of the latest video, suggesting the images were filmed more than a week ago. A previous video of Braslavski was released on April 16. Originally from Jerusalem, Braslavski was a security agent at the Nova music festival, one of the sites attacked in October 2023 by Hamas and other Palestinian fighters, including members of Islamic Jihad. The footage, distributed by a movement considered a terrorist organization by the United States and the European Union, shows the young man watching an Arabic-language television channel broadcasting a report on hunger in Gaza. Before his abduction, he rescued several festivalgoers, according to witnesses who managed to escape. Of the 251 people taken from Israel that day, 49 are still held in Gaza, 27 of whom are dead, according to the Israeli army. Israel has been fighting Hamas in Gaza since the kidnappings, but a truce from January 19 to March 17 allowed the return of 33 hostages to Israel, eight of them dead, in exchange for the release of approximately 1,800 Palestinians from Israeli jails.

Britain's move is conditional on a ceasefire in Gaza by September, while Canada's decision hinges on political changes by the Palestinian Authority. Other European countries, such as Spain, Norway, Ireland, Slovenia, Armenia, recognized the Palestinian State in 2024. On this occasion, the Saudi Foreign Minister said: 'These outcomes reflect comprehensive proposals across political, humanitarian, security, economic, legal, and strategic narrative tracks, and they form an integrated and actionable framework for implementing the two-state solution and achieving peace and security for all.' The endorsement took place at the conclusion of the conference's second day, held at the UN headquarters in New York under the joint chairmanship of Saudi Arabia and France, reported the Saudi Press Agency (SPA).
