‘Why should prisoner foot bill?': Delhi HC reserves order on MP Engineer Rashid's plea against cost to attend Parliament
The Delhi High Court Monday orally asked the government why Baramulla MP Abdul Rashid Sheikh alias Engineer Rashid should bear the expenses when he is attending Parliament while on custody parole, and not on interim bail. The court reserved its order on Rashid's plea seeking a waiver on the cost to be borne by the MP for his security and travel arrangements for attending House proceedings. The matter was heard by a bench of Justices Vivek Chaudhary and Anup Bhambhani. 'What I'm very concerned about…this man has not even gotten his liberty back (through bail or interim bail)…the jail is travelling with him (while he is out on custody parole), and when the jail travels with him, it is for jail to incur the expense…,' Justice Bhambhani remarked orally. Addressing Lok Sabha two weeks ago, the Independent MP from Baramulla began with a disclaimer: 'Please don't stop me for 10-12 minutes, for God's sake. I'm coming from (representing a constituency of) Kashmir, I'm coming from Tihar Jail…' After reading a couplet, he went on to condemn the April 22 Pahalgam attack while emphasising the need to 'win the hearts of Kashmiris to end militancy in Kashmir'. He added, 'It is not a communal issue. It is a political issue. You need to give a political resolution.' The MP went on to say, 'Main aapse puchna chahta hu, isliye nahi ki main aaj Rs 1.5 lakh deke idhar aaya, lekin aap jab mere liye nahi bol sake, aap Kashmiriyo ke liye kya bolenge. (I want to ask you, not because I had to pay Rs 1.5 lakh to attend Parliament, but when you couldn't speak up for me, how will you raise your voice for Kashmiris).' Rashid defeated National Conference leader Omar Abdullah, who is currently the Chief Minister of Jammu and Kashmir, in the Baramulla seat by over 2 lakh votes in the 2024 Lok Sabha polls. However, he has been lodged in Delhi's Tihar Jail since 2019 in a case of alleged terror funding and the National Investigation Agency (NIA) has accused him of using various public platforms to 'propagate the ideology of separatism and secessionism'. He was arrested under the Unlawful Activities (Prevention) Act in the NIA case lodged in 2017 against Lashkar-e-Toiba (LeT) founder Hafiz Saeed and other 'secessionist and separatist' leaders, and a special NIA court in Delhi framed charges against Rashid in March 2022. In March this year, the Delhi High Court, while allowing the MP to attend Parliament during the Budget session, had imposed the condition that the expenses for Rashid's travel and other arrangements shall be borne by him while he is in the state's custody. When the same condition was imposed on him a second time to attend the Monsoon Session of Parliament, Rashid – through his advocate Vikhyat Oberoi – challenged it before the high court. In the cost break-up furnished by the Delhi Government on Monday before the bench, it was submitted that Rashid's Parliament escort party comprises an assistant commissioner of police, an inspector, a sub-inspector, an assistant sub-inspector, and eight head constables. In a notification on November 12, 2024, the Delhi government had fixed the charges for deployment of 'additional police on payment, to private persons, commercial establishments and for other duties' as per provisions of the Delhi Police Act and Delhi Police (Miscellaneous Matters) Rules. However, Senior Advocate N Hariharan, arguing on behalf of Rashid, pointed out that the notification will not be applicable in the MP's case. Justice Bhambhani also questioned the Delhi Prisons counsel on the rationale of the costs. 'He (Rashid) has to pay the salary (of the escort party)?…These people (police personnel being deployed) are not contractual employees of the state. If this ACP or the inspector is on leave, he (the police personnel) would still get a salary. So why should a person who has been granted custody parole, foot the bill for their salary?' A statement from the office of the Deputy Commissioner of Police (DCP), Nyayik Abhiraksha Vahini, Delhi Armed Police (NAV DAP) from July 23 reads, 'As per instructions from the Govt of NCT of Delhi, NAV DAP is charging Rs 7,039 for each ACP, Rs 7,176 for each inspector, Rs 5,739 for each SI, Rs 4,783 for each ASI, Rs 4,232 for each HC (head constable) and Rs 3,658 for each constable per shift i.e., per day of five hours and per night of four hours for the deployment of police guard to private persons on payment basis. As such, (considering) 10 hours in a day, then total 02 shifts will be calculated and the estimate cost of custody charge will come to Rs 1,44,795,' for Rashid. The DAV NAP transports prisoners between jails and courts or investigative agency offices.

‘You Look Fabulous': Reporter's Compliment Sparks Zelenskyy Joke At White House, Trump Joins In
Last Updated: When he returned to Washington in August 2025, Ukraine President Zelenskyy surprised observers by appearing in a tailored black suit, unlike his last meeting with Trump. Ukrainian President Volodymyr Zelenskyy is used to answering tough questions on war, aid, and diplomacy. But one particular reporter in the United States keeps circling back to a lighter subject: his wardrobe. Back in February 2025, during a visit to the Oval Office, Brian Glenn, known to be a conservative journalist, asked Zelenskyy why he never dressed in a formal suit. 'Do you even own one," Glenn asked, pointing to the president's familiar olive-green polo and cargo pants. Zelenskyy, unfazed, fired back with a grin, 'I'll wear a costume after this war ends. May be something like yours. Or may be something cheaper." His use of the word 'costume" instead of 'suit" gave the reply an extra comic punch in English, though it was a straightforward translation from Ukrainian. For Zelenskyy, the casual, military-inspired look has long been a statement. Since the war with Russia began in 2022, he has deliberately avoided business attire, signaling solidarity with soldiers and reinforcing that Ukraine remains on a war footing. The decision is as much political symbolism as personal style. When he returned to Washington in August 2025, however, Zelenskyy surprised observers by appearing in a tailored black suit, a nod to White House protocol. This time, the very same reporter who once mocked his attire gushed, 'President Zelenskyy, you look fabulous in that suit." US President Donald Trump added, 'I said the same thing," and pointing to the journalist, he also quipped, 'that's the one that attacked you last time." Zelenskyy seized the moment for a gentle jab: 'I remember. You're still in the same suit. I changed, you didn't." . @brianglenntv: 'President Zelensky, you look fabulous in that suit."President Trump: 'I said the same thing…that's the one that attacked you last time." President Zelensky: 'I remember." — CSPAN (@cspan) August 18, 2025 The room erupted in laughter, including Trump, underscoring how what began as a pointed question, has turned into a running gag. The Trump-Zelenskyy Meeting Ukrainian President Volodymyr Zelenskyy met with US President Donald Trump at the White House on Tuesday, in what has been described as their most cordial encounter yet. Joined by a delegation of European leaders — including those from France, Germany, the UK, Italy, Finland, the European Commission, and NATO — the discussions centered on forging a path toward peace through robust security guarantees for Ukraine. Trump announced that he had initiated arrangements for a direct meeting between Zelenskyy and Russian President Vladimir Putin, a potential prelude to a trilateral summit including himself. While Europeans pressed for a ceasefire as a precondition, Trump signaled support for Ukraine with an emphasis on 'very good protection," stopping short of committing US troops or formal NATO membership Zelenskyy praised the positive tone of the talks and thanked Trump for sending a 'strong signal" of Western unity a Location : New Delhi, India, India First Published: August 19, 2025, 09:57 IST News world 'You Look Fabulous': Reporter's Compliment Sparks Zelenskyy Joke At White House, Trump Joins In Disclaimer: Comments reflect users' views, not News18's. Minority Edn Bill gets Cabinet nod, set to repeal Madrasa Act
Dehradun: The Uttarakhand Cabinet has approved the Minority Education Bill-2025, extending minority status benefits to institutions run by the Sikh, Jain, Buddhist, Christian, and Parsi communities in the state. At present, the minority educational institution status is granted only to the Muslim community. The bill will be introduced in the monsoon session of the Assembly starting from Mondsy. Once implemented, the Uttarakhand Madrasa Education Board Act, 2016, and the Uttarakhand Non-Government Arabic and Persian Madrasa Recognition Rules, 2019, will be repealed, effective July 1, 2026. Official sources said the bill was approved during the Cabinet meeting held here under the chairmanship of Chief Minister Pushkar Singh Dhami. After it is implemented, the study of the Gurumukhi and Pali languages will also be possible in recognised minority educational institutions. This bill provides for the formation of an authority, making it mandatory for educational institutions established by all minority communities to obtain recognition from it, they said. This authority will work to facilitate and promote educational excellence in these institutions so that the children of the minority community get quality education and their educational development can take place, the sources said. The authority will grant recognition to the minority educational institution only when certain conditions are fulfilled by the applicant. If any condition is violated or the funds received from fees, donations, grants, or any other funding source are found to be misused, the recognition of that institution can also be terminated, they said. The authority will ensure that education is imparted in these institutions according to the standards set by the Uttarakhand Board of School Education, and the evaluation of the students is fair and transparent. Once enacted, it will be the first such Act in the country that aims to establish a transparent process for granting recognition to educational institutions established by minority communities in the state as well as ensure quality and excellence in education, the sources said. Reacting to this decision of the Cabinet, senior Congress leader and former Chief Minister Harish Rawat called the BJP narrow-minded and asked why it is averse to Urdu words like 'madrasa'. Rawat told reporters here, 'BJP people are narrow-minded. Madrasa is an Urdu word, and Urdu is the product of Ganga-Jamuni culture. Madrasas have their own history associated with the country's freedom struggle. ... Why do you have a problem with the Urdu word?' Asked if it was an attempt by the government to abolish madrasas, Rawat said, 'This is their intention. But they will not be able to do it.' On the other hand, Uttarakhand Madrasa Board President Mufti Shamoon Qazmi welcomed the decision and said, 'This will greatly benefit all communities, especially Muslims, in the coming times. They will get quality education.' He stressed that the move would not affect religious education, and it would continue as before.
