Delhi MLAs Can Now Raise Issues Digitally As Assembly Goes Paperless
MLAs wishing to raise issues under Special Mention in the Delhi Assembly will now have to submit their notices through the National e-Vidhan portal as the House goes paperless from the Monsoon session commencing on August 4, officials said on Tuesday.
This will be the third session of the Eighth Legislative Assembly of Delhi.
According to the schedule announced by Speaker Vijender Gupta, the sittings of the House are tentatively fixed from August 4 to 8.
However, depending on the exigencies, the session may be extended beyond these dates, the statement said.
Each sitting of the House will begin at 2 pm and continue until the scheduled business is concluded for the day.
The speaker has directed that the members intending to raise matters under Rule 280 (Special Mention) must submit their notices exclusively through the NeVA Portal (https://cms.neva.gov.in/) by 5 pm on the working day before the intended date, it said.
A balloting process to determine the inter se priority of the first 10 notices will be held at 11 am in the secretary's room on the respective day.
Members are advised to keep their submissions brief and focused, within eight to 10 lines, on a single issue related to one department, it said.
While speaking in the House, members must adhere strictly to the submitted text, it added.
All notices, including Questions and Resolutions, shall be submitted only through the NeVA Portal, it said.
Members or their staff may seek technical assistance at NeVA Sewa Kendra for online submissions during working hours.

Opposition MLAs raise concern over misuse of Goan surnames in Assembly
Panaji, Aug 4 (PTI) Opposition MLA on Monday raised the alleged threat to Goa's demography through the misuse of traditional Goan surnames by some individuals to claim government benefits or establish false identities. Responding to a calling attention motion in the legislative assembly, Chief Minister Pramod Sawant stated that the government has been taking all necessary steps to ensure ineligible persons do not adopt traditional Goan surnames to erase or dilute the state's unique identity. The calling attention motion was raised by MLAs Vijai Sardesai, Altone D'Costa, and Viresh Borkar. They claimed that the illegal and strategic alteration of surnames by people of non-Goan origin threatens the state's cultural identity and demographic balance. The MLAs urged the government to investigate and curb the practice of outsiders adopting Goan Catholic or Hindu surnames to secure residence documents, caste certificates, or other local benefits. In his reply, Sawant informed the House that the state had already amended the Goa Change of Name and Surname Act, 1990, through the 2019 and 2022 amendments to plug such misuse. He stated that the 2022 amendment allows only those born in Goa, with birth registered in the state and at least one parent or grandparent also born in Goa, to apply for a name or surname change. The chief minister also said that penal provisions had been introduced, making it a cognizable offence to change names or publish name-change notices without following due procedure. Violators face imprisonment under Section 3A of the amended law. 'The government has been taking all necessary steps to ensure ineligible persons do not adopt traditional Goan surnames to erase or dilute the state's unique identity," the chief minister said, adding that further legal tightening would be considered if required. Lok Sabha adjourned for day amid Opposition protest over Bihar SIR
New Delhi, Aug 4 (UNI) Lok Sabha was adjourned for the day today after Opposition members disrupted proceedings over the Special Intensive Revision (SIR) issue related to Bihar Assembly elections. This was the second adjournment of the House on the same issue. Earlier the house was adjourned up to 2 PM immediately after it assembled for the day at 11 AM. When the House reconvened at 2 PM, presiding officer Jagdambika Pal initiated the proceedings. But Opposition MPs stormed into the Well of the House, shouting slogans. Pal urged them to return to their seats, emphasising that two crucial Bills — The National Sports Governance Bill, 2025, and The National Anti-Doping (Amendment) Bill, 2025 — were scheduled for discussion. "This is the third week and not a single bill has been passed. The entire country is watching," the presiding officer said. Parliamentary Affairs Minister Kiren Rijiju expressed disappointment over the disorderly scene, stating, 'I am deeply saddened by the disruption caused by the Opposition. All parties had previously agreed to deliberate on these key bills today but the Opposition is now trying to derail that.' Union Youth Affairs and Sports Minister Mansukh Mandaviya also appealed to the Opposition to allow the House to function, stressing the importance of the proposed legislation. Despite these appeals, the Opposition continued their protest, holding placards and shouting slogans.
