Towns to bring in dystopian 'swear jar' law fining the potty-mouthed £100
Thanet District Council had tried to apply the so-called public space protection orders to cover Birchington, Margate, Ramsgate and Broadstairs last year, but it was banned.
It's no secret Brits love to swear. The average Brit swears 10.5 times a day. Young adults (those aged between 16 and 24) clock in at around 14 swear words a day, while over-55s only do seven.
But now, a fresh bid has been made which could allow enforcement officers to hand out fines if a potty-mouthed person is heard disturbing the peace.
But it's not just swearing – anti-social groups, 'misuse' of public space, urinating, defecating, spitting, using legal psychoactive substances, humiliating others and consuming alcohol will also be fined.
Those fined must pay the £100 within 28 days – but the cost is reduced to just £60 if it's paid within two weeks.
The council has said the order would stop 'foul and abusive language' from ruining the peaceful atmosphere in the seaside towns, but it was previously paused after the Free Speech Union threatened legal action.
The report from the council said that police officers found it a helpful tool and that they had struggled without it.
'There is an ongoing issue of antisocial behaviour in the Margate, Broadstairs and Ramsgate areas. The causes of this are complex, and the PSPO is recognised by all of those working with such behaviour as being one of the effective tools for dealing with this,' the report reads.
It added that since last year's threat of legal action, police have experienced increased difficulties in managing the anti-social behaviour.
The report did add that certain exceptions will be made if people have a 'reasonable excuse' for having broken the rules.
'All persons are prohibited from using foul or abusive language in such a manner that is loud and can be heard by others and cause either alarm or distress to any other person in any public place.'
The council has stressed that the freedom of expression and assembly from the Human Rights Act are still very much in place.
Chief Inspector Ian Swallow from Kent Police wrote a letter of support, adding: 'We believe that the implementation of the PSPO is a necessary measure to reduce crime, disorder, and ASB on the Thanet District, and to provide Officers and staff with suitable powers to deal with such behaviour.'
The proposed order will be discussed by the council chamber on July 24, and if approved, it will be in place for three years – so zip your lips. More Trending
If passed, it wouldn't be the first crackdown by authorities on potty-mouthed residents.
Australia treats public profanity as a criminal offence in many states, with fines under 'offensive language' laws.
In Canada, swearing in public parks can lead to charges for causing a disturbance. And Russia goes even further, with fines or even short jail time for public swearing.
Even the UK used to be stricter: We had laws dating back to 1694 and 1745 that fined people for profane oaths, which were only scrapped in 1967.

One of the tattoos he has - inked on the top of his chest - says in Spanish 'La suerte está echada' which in English would translate as 'The Die Is Cast.' He also has tattoos on his arms. Another officer involved in the appeal said in a second video selfie: 'Look closely at this face. We are looking for this man for a crime of sexual abuse for which he is due to go to prison. He is called Alvaro Pasquin Mora and he is one of the most wanted men in Spain. 'He is 33 years old, he is of slim build, he is 5ft 6ins tall and has dark hair and brown eyes as well as a number of tattoos. The more people see this video the closer we will be to finding him. He claimed his father could fly her out on a private jet. What began as a seemingly harmless offer allegedly spiraled into a nightmare. 'They started teasing me, why I wasn't drinking,' she said. 'Then some aggressive pushes like pushing in the shoulders began. 'After that, they started making fun of me like 'you belong to us, we will do whatever we want'.' She described how the group began smashing bottles and glass on the floor, making it impossible to move barefoot, and said they took her passport and belongings. One of the girls allegedly left the hotel wearing Maria's clothes, ignoring her pleas. She claims the men 'hinted' they wanted sex — and when she refused, things escalated. 'I did not reciprocate, and this aggression was also heating them up,' she said. 'The police waited until the cameras were automatically wiped… So now there's no evidence,' she said. Dubai police are said to have detained the accused young men — briefly — but released them the following day, with the case reportedly closed. A source close to Maria previously said she had been abused not by Emirati men, but by 'Russian citizens who tortured Maria'. One fellow model described such elite parties as involving 'rape, beatings, and mistreatment,' often under the false promise of money and fame. Before her disappearance, Maria had appeared at a Dubai event supporting jailed Russian sociologist Boris Kagarlitsky, who has been sentenced to five years for allegedly justifying terrorism. His daughter, Ksenia, previously said: 'She will be able to walk… This is all very good news. But the details will come later, when she leaves the country.'

Ibiza Rocks Hotel is a popular location in San Antonio on the party island especially for British tourists who flock there for its live music poolside which attracts top artists and DJs. But at the same time it is now becoming infamous and has been dubbed the 'death hotel' locally following the number of tourists now who have died at the hotel. For British youngsters heading over to the Spanish island for a good time, the hotel has a lot of attractions with the large pool, sun terraces, bars and entertainment. Tourists can be seen dancing on balconies with drinks and looking down at the music stage below. Tragically a 19-year-old from the UK has become the latest to die at the Ibiza Rocks Hotel after falling from a balcony. Two ambulances were sent to the scene but paramedics say there was nothing they could do to save him. The tragedy, which is being investigated by police, occurred just after midnight. He has not yet been named but is known to have fallen from the third floor of the hotel onto an outside part of the complex and a police investigation is underway. It is not yet clear if the teenage Brit was holidaying with friends or family and whether he fell from his room or another part of the hotel. The Ibiza Rocks hotel has now cancelled events while an investigation is underway. A statement read: 'We are deeply shocked and devastated by the recent incidents that have tragically occurred. Our priority is to support those affected and their loved ones during this incredibly difficult time and to fully assist the authorities with their investigations. 'The safety and wellbeing of our guests has and always will remain our highest priority. Given the seriousness of the situation and out of respect for those involved we believe it is right to pause our advertised events programme at this time. All customers will be informed directly via email.' It means that a daytime set by Dizzee Rascal and Songer intended to celebrate 20 years of Ibiza Rocks will not go ahead on July 23. Last year local media reported how hundreds of locals in Sant Antonio presented a complaint to the local government asking for checks to take place on the hotel as they alleged that it was not meeting standards such as over security, noise or sale of alcohol. A spokesperson for residents said that they had been complaining since 2008, reported Cadena Ser. The hotel is the same as where Evan Thomson, 26, from Aberdeen, died on July 7 while on holiday with pals celebrating his birthday. Paramedics were called to the scene but could do nothing to save him. His mum Lel Kellighan revealed the news on social media a few days after her son died, saying: 'I'm absolutely heartbroken to write and tell you all, earlier this week my son Evan was in a tragic accident whilst on holiday with his friends in Ibiza and sadly passed away. 'We are all absolutely broken. Please allow us some time.' In the days after Evan's death his loved ones raised questions about safety and blasted the hotel where he died over the way the situation was handled. Evan's sister Teila said: 'Ibiza is known for its partying and it just stuns me that they don't have higher safety precautions. Pray nobody else suffers. And, once it did happen, the hotel's response was just completely heartbreaking; almost as if it never happened. I pray no other family has to go through this." Friend Blair Robertson, 25, who had been with Evan before he died, said: 'Security took us away to front desk. Paramedics didn't arrive for about 30 minutes. Forensic officers didn't speak English. We were just standing there, not knowing what was going on. Reception gave us false hope." Remi Duncan, 23, said: 'It was disgusting. There was minimal respect for the situation, considering the music went back on soon after Evan had died. It puts a pit in your stomach.' In a statement after Evan died, the hotel said: 'This is a truly tragic and extremely sad situation. Our senior management team onsite did everything possible to help the police with their investigation into events leading up to Evan's death, and to provide constant support from our customer services manager to Evan's friends.' On April 30, a 33-year-old British woman died at the Ibiza Rocks Hotel. Local police and paramedics rushed to the hotel, situated just metres from one of the world 's most famous sunsets, after the alarm was raised around 6.30pm on April 30. Emergency responders confirmed when they arrived the holidaymaker had gone into cardiac arrest and spent around 40 minutes practicing CPR on her to try to revive her. She was declared dead at the scene after efforts to save her life proved sources said at the time there was nothing pointing to the death being suspicions and she is understood to have had a pre-existing heart condition. On April 27, a 19-year-old Italian tourist of Turkish origin plunged to her death from the fourth-floor at the same hotel. She had flown to the island the previous day and gone out partying. She was said at the time to have tried to been trying to reach her room via a balcony from a shared area of the hotel after realising she didn't have her key card when she lost her footing and fell. Her lifeless body was discovered around 9am. Hotel group said after the two deaths in April: 'In light of the tragic events that occurred this week, due to causes beyond our control, IRG (Ibiza Rocks Group) expresses its dismay and extends its utmost support to the families of the victims, and thanks everyone for respecting their privacy in the face of incalculable pain.' The hotel boasts on its website: 'A stay with us is anything but ordinary' It says in a website description: 'Perfectly located on Ibiza's west coast, just metres from the world's most famous sunset, our unique resort style hotel features over 360 rooms circled around our iconic open-air event venue. With recently upgraded public spaces, comprehensive facilities, and an extensive selection of food and drink options, a stay with us is anything but ordinary.'
