Belagavi: More than 600 employees of the Belagavi unit of the Karnataka State City Corporation Employees' Association Council protested at the premises of Belagavi City Corporation (BCC) on Tuesday, urging that various demands be met.
The corporation officers and staff, who protested by curtailing the office service at the BCC office premises, sat on the steps of the office entrance, urging that their demands be met.
The employees demanded that the

benefits be extended to the corporation employees as well. They insisted that funds should be released properly from the finance department and that the cadre and recruitment rules of the Karnataka State City Corporations should be amended, with a notification issued.
The KGID and GPF benefits implemented for state govt employees should be applicable to the corporation employees as well. Health services should be provided to the corporation employees under the Jyoti Arogya and Sanjeevini schemes.
A sports meet should be organised for the corporation employees, just as a sports meet is organised for the state govt employees every year.
Speaking on the occasion, Suresh Dyamannavar, the general secretary of the organisation's BCC unit, said that the govt is discriminating by not providing the facilities given to the state govt employees to the local body employees.
All the facilities available to the govt employees should be available to the employees of the local bodies. The govt has already implemented the Sanjeevini health service for the state govt employees.
However, this health service should be implemented mainly for the civic workers who clean the city. He appealed that the govt should take appropriate action in this regard.
Pundalik Malagi, a BCC employee, said that the state govt facilities are not reaching the 10 corporations and more than 200 urban local bodies in the state.
No order issued by the govt is being implemented properly within the corporation. The employees of local bodies, who are working hard for the development and prosperity of the city, are being deprived of the facilities they deserve. Moreover, they expressed dissatisfaction that they have reached a situation where they have to take to the streets and fight if any govt order is to be implemented in local bodies.
BCC employees, including Hanumant Kaladagi, Anand P, Shaila Naikar, Suvarna H, Ujwala Hangerkar, Rajshree Jadhav, Meenakshi Togari, Shobha Mohite, and Vijayalaxmi Patil participated.
In Hubballi, HDMC workers stage a walk-out
Hubballi-Dharwad Municipal Corporation (HDMC) employees staged a protest by walking out from duty on Tuesday at HDMC, Hubballi, demanding the fulfilment of various demands. HDMC Hubballi, was completely shut down due to the protest. State-level employees launched the protest at Freedom Park in Bengaluru, and HDMC employees participated in it by taking leave from work. Employees who did not attend the protest in Bengaluru staged a protest on the office premises.

However, he added that the economic impact of COVID-19 and the cost of welfare measures taken during the crisis had spillover effects beyond FY 2020-21, making it not feasible to pay the arrears. The adverse financial impact of pandemic in 2020 and the financing of welfare measures taken by the Government had a fiscal spill over beyond FY 2020-21. Therefore, arrears of DA/DR were not considered feasible, Chaudhary responded.

In a major development concerning central government employees and pensioners, the Ministry of Finance has clarified that arrears of dearness allowance (DA) and dearness relief (DR) frozen during the Covid-19 period will not be released. The response came after a query was raised in Parliament, questioning whether the 18-month DA/DR freeze, implemented from January 2020 to June 2021, would be reconsidered in light of the country's economic recovery post-pandemic. Minister of State for Finance Anand Bhadauria, addressing the concern, stated, "The adverse financial impact of the pandemic in 2020 and the financing of welfare measures taken by the government had a fiscal spilloverbeyond FY 2020-21. Therefore, arrears of DA/DR were not considered feasible." Dearness Allowance (DA) is provided to government employees to help offset the impact of inflation, while Dearness Relief (DR) serves the same purpose for pensioners. "The decision to freeze three instalments of dearness allowance (DA) / dearness relief (DR) to Central Government employees / pensioners due from 01.01.2020 (January 1, 2020), 01.07.2020 (July 1, 2020) and 01.01.2021 (January 1, 2021) was taken in the context of Covid-19, which caused economic disruption, so as to ease pressure on government finance," the MoS Finance added. The clarification comes at a time when there's rising speculation about the 8th Pay Commission, which was granted in-principle approval by the Union Cabinet in January. However, the panel is yet to be formally constituted. Once formed, the commission will engage in discussions with stakeholders and submit a detailed report, typically taking more than a year. The report will recommend updates to the fitment factor and overall salary structure for central government employees. Notably, when a new pay commission is implemented, the DA component is reset to zero, as per standard practice. Currently, under the 7th Pay Commission, the DA stands at 55% of the basic pay.
