Kerala government sanctions transfer of 1,340 acres of land for development of Kochi-Bengaluru industrial corridor

The Kerala government has sanctioned the transfer of 1,340 acres of land to the Kerala Industrial Corridor Development Corporation (KICDC), the special purpose vehicle created for the development of the Kochi-Bengaluru industrial corridor. The project envisages, among other things, the development of two major nodes- the Integrated Manufacturing Cluster at Palakkad and the Global City at Kochi.
The total land requirement for the Integrated Manufacturing Cluster, the first node of the project, is 1,710 acres, spread across three parcels – Pudussery Central, Pudussery West, and Kannambra in Palakkad district. The State government earlier accorded administrative sanction for acquisition of land in Palakkad for the industrial corridor project with the financial aid of Kerala Infrastructure Investment Fund Board (KIIFB). As part of this, the government accorded sanction to transfer 110 acres of land in Pudussery village in Palakkad.
The managing director of the Kerala Industrial Infrastructure Development Corporation (KINFRA), the nodal agency for land acquisition, had earlier this year requested the government to transfer the remaining land to the special purpose vehicle (SPV) with absolute ownership, free from all encumbrances, and granting of freehold rights to the SPV.
Following this, the government decided to accord sanction to transfer the remaining 1,340 acres to the SPV. An area of 1,450 acres was earlier acquired for the project, out of which 110 acres was transferred earlier. The Industries Minister had said last month that the State government is planning to go ahead in principle with the Global City project in Ayyampuzha. It will have to bear an additional burden with the Union government withdrawing from the project.

With a view to expand the industrial area network to boost investment and create employment opportunities, the Bihar Cabinet -- chaired by Chief Minister Nitish Kumar -- on Wednesday gave its nod to acquire 2,627 acres of land at a cost of ₹812 crore. A parcel of 991 acres will be acquired at a cost of ₹351 crore in Begusarai district while 500 acres will be acquired at a cost of ₹219 crore in Patna district, S. Siddharth, the Cabinet Secretariat's Additional Chief Secretary, said in a briefing. The Infrastructure Development Authority, Patna will carry out land acquisition for the development of all the five industrial areas in the State, he said. Mr. Siddharth said that 167.34 acres in Siwan at a cost of ₹113 crore, 420.62 acres in Saharsa district at a cost of ₹88.01 crore and 548.87 acres in Madhepura district at a cost of ₹41.26 crore would be acquired by the government. The Cabinet also approved the acquisition of 1,300 acres for the development of an Integrated Manufacturing Cluster under the Amritsar-Kolkata Industrial Project at Dobhi in Gaya district, Mr. Siddharth said, while making it clear that the above industrial areas will be new ones while the IMC at Dobhi is an ongoing project. In another important decision, the Cabinet gave its approval for setting up a factory at ₹35.14 crore to manufacture textile items such as fleece, blanket covers, bed sheets and casements in Gaya. 'The factory would be set up by M/s Prabhavati Textile Mills in an industrial area at Guraru in Gaya to manufacture textiles. The investment would generate direct and indirect employment for 237 skilled and unskilled people of the State,' Mr. Siddharth said. In order to develop and expand the airport network, the Cabinet approved a proposal to carry out Obstacle Limitation Surfaces (OLS) survey for the development of six greenfield airports at Birpur (Supaul), Munger, Valmikinagar (West Champaran), Muzaffarpur, Saharsa and Bhagalpur, Mr. Siddharth said, adding that it sanctioned ₹290.91 crore for payment to the Airports Authority of India (AAI) for the purpose. The OLS survey is a crucial process to ensure the safety of aircraft operations by identifying and mapping potential hazards within a defined airspace around an airport. This survey helps in maintaining clear pathways for take-off, landing, and ground movement of aircraft by defining surfaces that must be free from obstacles. The Cabinet also sanctioned ₹137.17 crore for acquisition of 18 acres for expansion of Gaya airport to install 'CAT I Light' to facilitate the landing of aircraft even during bad weather conditions such as fog, smog and low visibility. With the installation of the facility, the airport will be considered an 'all weather airport'. People who fought during the JP Movement and subsequent Emergency period between March 18, 1974 and March 21, 1977 will get double the amount monthly as pension now, the Cabinet decided. Those who spent one to six months during Emergency in jail will get ₹15,000 while those who spent more than six months will get ₹30,000 as pension. Earlier, they were getting ₹7,500 and ₹15,000 every month respectively. There are altogether 3,354 people getting the JP Senani pension, including Rashtriya Janata Dal chief Lalu Prasad. The Cabinet also gave its nod to amend Rule 14 (telephone facility) of the Bihar Legislature (Salary, Allowance and Pension of members) Rules 2006. Members of the State legislature will not have to furnish bills to claim ₹8,300 per month towards telephone and Internet. Members will now get the amount without furnishing any bills. The Cabinet hiked annual honorariums of booth-level officers (BLO) and BLO supervisors. Now the BLO will ₹14,000 against the existing ₹10,000 while the BLO supervisor will get ₹18,000 against the existing ₹15,000. A sum of ₹38.75 crore has been sanctioned for the purpose.

The next chunk of 1,300 acres of private and govt land would be acquired at a cost of Rs 416 crore for transfer to the environment, forest and climate change department for carrying out environmental protection measures on the land. The cabinet sanctioned remaining Rs 816.72 crore for the acquisition of 2,633.90 acres of land in six districts—Begusarai, Patna, Siwan, Saharsa, Madhepura and Gopalganj—by Infrastructure Development Authority (IDA) for transferring them to Bihar Industrial Area Development Authority (BIADA). In Begusarai, 991 acres land would be acquired by investing Rs 351.59 crore and in Patna 500 acres of land in the Bakhtiarpur circle at a cost of Rs 219.34 crore, while for the acquisition of 167.34 acres of land in Siwan Rs 113.92 crore would be pumped. Similarly, 420 acres of land would be acquired in Saharsa district at a cost of Rs 88.01 crore, 548 acres in Madhepura at Rs 41.26 crore, and 6.94 acres in Gopalganj at a cost of Rs 2.60 crore. The cabinet also approved payment of Rs 2.90 crore to Airports Authority of India (AAI) to carry out OLS survey in connection with the construction of six new airports at Birpur, Munger, Valmikinagar, Muzaffarpur, Saharsa and Bhagalpur. The cabinet also gave its administrative sanction to the release of Rs 137.17 crore for the acquisition of 18.24 acres of land required for the expansion of the Gaya international airport. The cabinet approved the payment of incentive money to Maa Prabhavati Textile Mills for establishing its industrial unit in the Guraru industrial area in Gaya district with an investment of Rs 35.14 crore. The cabinet also gave nod to the govt's proposal to provide 50% rebate on the registration fee, if the vehicle owners deposited certificate of deposit after the scrapping of their Bharat Stage-I and Bharat Stage-II vehicles. The cabinet sanctioned Rs 258.60 crore to Bihar Agriculture University, Sabour, to meet establishment and development costs during the 2025-26 fiscal. The cabinet approved the proposal to transfer the scholarship sum through the DBT method for students from I to VIII classes during 2025-26 financial year, if they had 75% attendance from April 1 to July 31, 2025. Similar benefits were also okayed for the students of classes II to VIII for the purchase of their uniforms. The cabinet sanctioned Rs 219.31 crore to the animal and fishery resources department for the construction of the buildings of 19 district-level resource and training centres, two sub-division level veterinary hospitals and also of the four first class veterinary hospitals. The cabinet also approved the proposal to set up a digital agriculture directorate as part of the agriculture road map steps. The cabinet also approved the proposal to increase the additional minimum annual wage of booth level officers (BLOs) from Rs 10,000 to Rs 14,000 and of the BLO supervisors from Rs 15,000 to Rs 18,000.

Chennai: As more co-working spaces are being planned across the city, as part of the 'chief minister's project, the state govt has decided to create a special purpose vehicle (SPV), and a private company with a CEO to manage the spaces. The SPV will work independently from the govt to manage the daily work of the co-working spaces. Officials, who participated in the meeting involving the CMDA, special projects and urban development department, said the chief minister wanted to ensure that all the 30 planned centres functioned continuously, irrespective of which govt or bureaucrats are heading departments. "As of now, the lone co-working centre at Kolathur is being jointly managed by the CMDA and GCC. This is not sustainable in the long run, as officials may change, and coordination and funding issues may arise. Hence, the new SPV will directly be funded by the govt and will have its own executive powers to maintain the centres on the lines of CMRL, CUMTA, or Smart City," the official said.
