
Shipwreck off Kochi coast: Shipping officer to meet govt agencies, insurer to streamline claims
Kochi: The nodal officer appointed by the directorate general of shipping (DGS) will meet with state govt agencies and officials of the insurer to streamline the claims arising out of the sinking of the vessel MSC ELSA-3 vessel off the coast of Kochi.
The meeting will also involve a representative of the insurer from the UK who is expected to arrive on Monday.
DGS sources said that those affected, including the fisherfolk, need not worry as their grievances would be addressed. "Since it would be challenging for the fisherfolk to come forward with claims themselves, the state govt will take the lead role in coordinating with them as they will have the actual data. Whatever grievances they have will be addressed.
The insurance company would try to take care of losses, including the loss of their livelihood," said deputy nautical adviser Capt Anish Joseph, the nodal officer appointed for the purpose.
An SOP would soon be formed to deal with the compensation claims arising from the sinking.
Sources also said that the insurance companies involved are reputable and are part of the international group of the protection and indemnity (P&I) clubs.

"On Monday, one of their officials from London, along with a few other officials from India, will be arriving to meet the govt agencies to facilitate the claim process along with the nodal officer," said sources.
The nodal officer will be travelling to Kochi, Thiruvananthapuram, and Kanyakumari to meet with govt officials. Sources said that setting up district-wise cells to facilitate the process was also under consideration.
Sources added that the first part will be the submission of the claims, then there will be scrutiny from the insurance side, after which the payout is likely to happen. "We want only fisherfolk to come forward, which is why the state govt is to take the lead," said a source adding that bogus claims can derail or delay the process.
The govt will also be making claims for compensation since response measures are being undertaken by Coast Guard as well as the state govt.
Sources added that salvage operations are also underway, and as per the water sampling tests so far, the water levels were not at a level that causes concern, said sources.
Meanwhile, a special National Oil Spill Disaster Contingency Plan (NOS-DCP) meeting chaired by director general of Indian Coast Guard (ICG) Paramesh Sivamani was conducted on Friday to review the pollution response action plan post the sinking of the vessel. Stakeholders from multiple govt agencies collaborated to discuss response efforts, ensuring a unified approach to protect the sensitive ecosystems of Kerala and south Tamil Nadu's coastline and safeguard the livelihoods of fisherfolk affected by the incident, ICG said in a post on X.

Housing societies raise redevelopment and maintenance issues in feedack to draft rules
Pune: The proposed uniformity in maintenance charges, transfer of share procedures, and quorum requirements for redevelopment meetings were among the key concerned raised by housing societies over the draft rules framed under the Maharashtra Cooperative Societies Act, 1960, officials said. The draft rules, which have been pending since the Act was amended in 2019, were published on April 15, following which state govt invited feedback by May 15. The cooperation department received more than 300 objections and suggestions, an official told TOI on Saturday. Deepak Taware, cooperation commissioner and registrar of housing societies, said that all comments are being reviewed section-wise. "After finalising the remarks, I will submit the compiled feedback to the cooperation department. It will then be forwarded to the law and judiciary department for final approval," he said. Among the major proposals in the draft rules, state has recommended doubling society registration fees from Rs2,500 to Rs5,000 and giving legal recognition to online meetings. The rules also cap the interest on delayed maintenance payments at 12% per annum (simple interest), down from 21%, offering relief to residents struggling with arrears. The reforms seek to overhaul financial governance by mandating multiple dedicated funds — reserve, sinking, major repairs, education and training, and welfare funds. The draft also formalises society name reservations under rule 106 C-2 and simplifies the process of filling casual vacancies in managing committees without requiring election authority clearance. The provisions related to succession and nominee membership have also been streamlined in the draft rules. Transfers based on registered family settlement deeds will now be accepted, and nominees can be admitted as provisional members after the original member's death — moves expected to significantly reduce litigation. For redevelopment, the borrowing limit for societies has been raised to 10 times the approved land value, instead of 10 times the society's own funds. The developer selection process will need to be video-recorded in the presence of at least 51% of members. "There were some objections to the above provisions," another cooperation department official said. Housing federations have welcomed the draft rules but stressed the need for swift implementation. "The Act without rules is like a machine without fuel. We have waited five years for these guidelines," said a member of a housing society. "The delay has created administrative confusion and left societies vulnerable to legal ambiguity." Sujata Apte, president of a housing society in Viman Nagar, said while several long-pending demands have been addressed in the draft, time is of the essence. "Societies are stuck on issues like redevelopment and member nominations. These rules will bring clarity and consistency. We hope that govt clears them by June, as promised," she said. Rajan Mhatre, a member from a housing society in Mumbai, said the draft reflects the ground realities faced by thousands of societies. "The reduced interest cap on arrears and clarity on succession will help prevent disputes. But unless these are enacted, they remain only good intentions on paper." Retired Lt Colonel and another man duped of 60 lakh in investment and banking scams
New Delhi: Two men, including a retired Lieutenant Colonel, were duped of Rs 60 lakh in two separate cases. Police arrested three suspects, and in one of the cases, the accused were found to be in contact with Chinese nationals. In the first case, a retired Lieutenant Colonel was duped of Rs 45 lakh under the pretext of an investment opportunity. Police arrested two men with alleged links to Chinese nationals. The accused were identified as Rahim Khan (24) and Indra Kumar Sahani (36). "Sahani was arrested in Ahmedabad, and based on his information, the other accused was apprehended," police added. The complainant informed the police that he was introduced to an online digital gold trading website by someone on WhatsApp. "Initially, the money was deposited into various bank accounts provided by the fraudsters. It was then converted into US dollars at a fixed rate of Rs 80 per dollar. The equivalent amount was shown credited to his account on the alleged trading website and used for trading," police said. The complainant continued trading, and his purported profits grew to Rs 1 crore.
