Chilla elevated road much delayed, now pillar steel found subpar

Noida: A long-delayed infrastructure project meant to ease traffic between Delhi and Noida has come under fresh scrutiny after the Noida Authority flagged the use of substandard steel in its construction.
The quality of steel used in the Rs 893-crore Chilla Elevated Road, under construction by the Uttar Pradesh State Bridge Corporation Limited (UPSBCL), was flagged during a recent review by Noida Authority. The inspection revealed that a non-approved grade of steel was being used in the piling work for the project.
On Friday, CEO Lokesh M expressed dissatisfaction with the UPSBCL for using substandard steel in the pillars and issued a notice to the construction agency, directing it to replace the material with the approved grade of steel.

UPSBCL general manager Sandeep Gupta told TOI that the particular brand of steel being used is an NHAI-approved supplier listed under national specifications. "The steel used meets the required BIS standard for high-strength deformed bars used in reinforced concrete and is compliant with IRC and MORTH specifications applicable to the project," Gupta said.
He added that the brand is widely accepted and used by other public sector undertakings, including the Indian Railways, UP PWD, and the Greater Noida Authority.
He also said that regular third-party lab testing is conducted to verify the steel's mechanical and chemical properties, and test reports are available for review.
UPSBCL, however, has assured the Noida Authority that it will discontinue use of the current steel brand. Going forward, only materials from reputed suppliers such as SAIL, TATA, RINL, or JSPL will be used for the rest of the work.
While only 6% of fresh work has been completed since construction resumed in March this year, the overall progress stands at approximately 20%, including earlier work done before the project stalled in 2021.
The six-lane, 5.9-km elevated corridor aims to connect the Chilla Regulator near Mayur Vihar to the Mahamaya Flyover in Noida, offering relief to thousands of daily commuters who currently face up to an hour of congestion along the Delhi-Noida Link Road.
First proposed in 2012 and inaugurated by chief minister Yogi Adityanath in 2019, the Chilla elevated road has faced years of delay due to funding bottlenecks, the relocation of a GAIL gas pipeline, and the Covid pandemic. No construction took place between 2021 and early 2025. The project resumed only after MG Contractors was appointed in December 2024, having submitted the lowest bid—7% below the estimated cost.
Once completed, the corridor is expected to significantly ease congestion near Film City, Sector 14A/15A, and improve access to Greater Noida, Kalindi Kunj, and Faridabad.

It ruled that Shine Buildcon could not demand any amount not stipulated in the original buyer's agreement. Charges for electricity, maintenance and other utilities were also to be levied strictly as per the agreement and on a proportionate basis. The complainant booked Unit A-001, a 907 sqft commercial shop, on the ground floor of the project in Oct 2014. A buyer's agreement was executed on May 11, 2015, under which the developer was obligated to hand over possession within 42 months, along with an additional six-month grace period. This brought the due date for possession to May 11, 2019. However, the occupation certificate was issued only on Oct 10, 2023 and the offer of possession was made on Nov 24, 2023 — marking a delay of more than four years. Shine Buildcon argued the delay was due to force majeure conditions such as demonetisation, GST implementation, environmental bans and the Covid-19 pandemic. HRera dismissed these claims, observing the cited disruptions were temporary and could not justify the prolonged delay. Kochi: Local self govt minister M B Rajesh will inaugurate the state-level convention of entrepreneurs functioning under Kudumbashree home shop project on Monday at Samra Convention Centre in Kalamassery. The project is initiated to establish a socially driven marketing and distribution system for products by women entrepreneurs. The home shop community marketing network operates through three components: entrepreneurs, home shop owners and management team. Products are collected from entrepreneurs and delivered to consumers by home shop owners, who are members of Kudumbashree. Marketing and administration are conducted through the management team. By connecting local producers and consumers and delivering quality products to homes, the project significantly contributed to local economic growth. In the 2024–25 fiscal, the project generated a revenue of Rs 18.66 crore. Currently, over 7,000 home shop owners and more than 1,000 entrepreneurs operate under 51 management teams. The event, which will celebrate the project's 15th anniversary, will be attended by minister P Rajeeve, executive director of Kudumbashree H Dineshan, Hibi Eden, MP, district panchayat president Manoj Moothedan, special secretary of local self-govt department T V Anupama and district collector N S K Umesh IAS. Bengaluru: The GST Council could consider granting amnesty from interest and penalties to small vendors who have been issued tax notices based on UPI transaction data, according to Kotraswamy M, commissioner of central taxes. "If this issue is being flagged because there are so many taxpayers, the GST Council can take a call, giving amnesty to them from interest and penalty. So, there is a solution rather than making it a political issue," he said at an awareness and grievance redressal seminar organised by Rotary Bangalore, JP Nagar. The official's statement comes after chief minister Siddaramaiah's assurance that only traders with a turnover exceeding Rs 40 lakh on goods would be scrutinised, and old dues will not be enforced if vendors register for GST going forward. The tax official also emphasised the importance of understanding legal requirements for businesses. "The transactions are captured in some way - digitally or through banking transactions, UPI or whatever. If somebody provided services with an annual turnover of more than Rs 20 lakh, or goods worth more than Rs 40 lakh, they are supposed to register themselves," he explained. Amrita Ranjan, principal commissioner of income tax, Bengaluru, confirmed that the department will continue to identify cases of tax violations. "...
